Ivana Bacik: 766. To ask the Minister for Education and Skills the progress on approving student accommodation schemes, in light of the approval of the long-term student accommodation policy approach; and if he will make a statement on the matter. [16661/24]

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (16 Apr 2024)

Ivana Bacik: I move amendment No. 781: In page 302, line 22, to delete “5 years” and substitute “3 years”. This is the amendment about the "use it or lose it" clause.

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (16 Apr 2024)

Ivana Bacik: I move amendment No. 782: In page 302, line 26, to delete “5 years” and substitute “3 years”. Again, it has been previously discussed and it has the same purpose, to reduce the normal duration of a planning permission.

Ivana Bacik: I move amendment No. 783: In page 302, line 27, to delete “5 years” and substitute “3 years”.

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (11 Apr 2024)

Ivana Bacik: It sounds like conversations on promised legislation rather than questions.

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (11 Apr 2024)

Ivana Bacik: Tragically, we have seen more than 60 deaths on our roads so far this year, each one a human tragedy for those involved. Those figures exclude those injured or maimed in accidents. Clearly, we need to see more action on this. More gardaí and policing are crucial, as are more evidence-based policies and planning to improve road safety. I wish to raise a specific concern I have....

Ceisteanna ó Cheannairí - Leaders' Questions (11 Apr 2024)

Ivana Bacik: I accept that there is often a need for countries to act in concert. Indeed, I am glad the Government is working in concert with South Africa. I very much welcome the fact that the former Taoiseach joined with Prime Minister Pedro Sánchez of Spain in requesting the President of the European Commission, Ursula von der Leyen, to review EU trade in light of this horrendous war. At a...

Ceisteanna ó Cheannairí - Leaders' Questions (11 Apr 2024)

Ivana Bacik: I again ask the Tánaiste to act on this.

Ceisteanna ó Cheannairí - Leaders' Questions (11 Apr 2024)

Ivana Bacik: The death toll in Gaza has now risen to 33,500 people, according to the ministry of health there. That means that, appallingly, about 1,500 more people have died since the Tánaiste and I were last here for Leaders’ Question before Easter. The devastation from the ongoing bombardment and besiegement of Gaza is unthinkable, and children are dying in such numbers. Many children...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Housing Policy (11 Apr 2024)

Ivana Bacik: 2. To ask the Minister for Housing, Planning, and Local Government his views on the adequacy of Housing for All building targets; when revised targets will be published; his plans to speed up delivery of housing in line with established need; and if he will make a statement on the matter. [15950/24]

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Housing Policy (11 Apr 2024)

Ivana Bacik: Will the Minister for housing make a statement on the adequacy of Housing for All building targets, when revised targets will be published and his plans to speed up delivery of housing in line with established need? The question relates again to targets, but this time to the need for greater ambition and urgency on targets for delivery of homes.

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Housing Policy (11 Apr 2024)

Ivana Bacik: Before I respond, I congratulate the Minister of State, Deputy Dillon, on his appointment. I note that this is, I think, the third Minister of State with responsibility for planning in the lifetime of this Government. It is perhaps not such a positive sign with such a big planning Bill going through Committee Stage currently to see this changeover, but I wish the Minister of State well...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Housing Policy (11 Apr 2024)

Ivana Bacik: People are crying out for speeded-up delivery of new homes. Every time any of us go out and meet people at any point, that is all we hear. It is across communities and multi-generational. It is the civil rights issue of our times. The Government is not going to publish revised targets until the autumn, when the incoming Taoiseach announced at the Ard-Fheis on Saturday that 250,000 homes...

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (11 Apr 2024)

Ivana Bacik: I thank the Cathaoirleach for the opportunity to speak to my amendments Nos. 781 to 783, inclusive within this grouping. They relate to the same point that we have been describing as use it or lose it, namely, the issue of duration of planning permissions. I raised this issue in my Second Stage speech at the end of November on this Bill. I believe all of us thought that one of the key...

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (11 Apr 2024)

Ivana Bacik: I thank the Chair. I also thank the Minister for his engagement. I have three points in response. First, I welcome the commitment to specify in regulations what will constitute commencement. All of us are aware there are already issues about what constitutes effective commencement. The commitment in this regard, therefore, was very good to hear. Second, one of the Minister's critiques...

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (11 Apr 2024)

Ivana Bacik: Yes.

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (11 Apr 2024)

Ivana Bacik: I will be very brief. I confirm that amendments Nos. 781, 782 and 783, as Deputy O'Callaghan helpfully, and it was helpful, pointed out, do not seek to amend section 164(3). We seek to change the provision from five years to three years in sections 164(1) and 164(2), but not 164(3). There would still be that flexibility or allowance, where a request could be made for a different duration....

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (11 Apr 2024)

Ivana Bacik: Okay. I will not reiterate. I will go back to the transcript.
