Seán Crowe: I suppose the pattern we are getting all the time is that there are key personnel missing from the teams. Those are the inadequacies. I am not talking about a postcode lottery but if we do not have the teams in place, those children are being failed in those areas.

We have heard there is a postcode lottery regarding how the services are being rolled out, but will roll-out take even longer where there are key personnel missing? Will it take years to deal with the 3,800 children?
