Electoral (Amendment) (Moriarty Tribunal) Bill 2015: First Stage (21 Oct 2015)

Lucinda Creighton: Yes, these matters are material to both the Moriarty tribunal and the substance of the Bill I am moving.

Electoral (Amendment) (Moriarty Tribunal) Bill 2015: First Stage (21 Oct 2015)

Lucinda Creighton: Equally, there have been virtually no consequences for the Deputy who was named in the Moriarty tribunal report. A motion of censure was passed in the House but no further action was taken. On 12 July 2015, it was reported that Topaz, which is now owned by Denis O'Brien who purchased it from the carcass of Anglo Irish Bank last year, awarded Deputy Lowry's company its refrigeration...

Electoral (Amendment) (Moriarty Tribunal) Bill 2015: First Stage (21 Oct 2015)

Lucinda Creighton: These are not allegations but facts. This contract is reported to be worth more than €1 million per annum to Deputy Lowry and his business. I have no doubt it has helped substantially towards the recent reporting of profit growth of €250,000 and accumulated profits of €1.5 million for the business.

Electoral (Amendment) (Moriarty Tribunal) Bill 2015: First Stage (21 Oct 2015)

Lucinda Creighton: I will stick to the facts.

Electoral (Amendment) (Moriarty Tribunal) Bill 2015: First Stage (21 Oct 2015)

Lucinda Creighton: I appreciate the Ceann Comhairle's impartiality but this is material to the issue.

Electoral (Amendment) (Moriarty Tribunal) Bill 2015: First Stage (21 Oct 2015)

Lucinda Creighton: Mr. Justice Moriarty described the behaviour of Mr. O'Brien as "disgraceful" and "insidious". Those are the words of Mr. Justice Moriarty and they are the findings of the Moriarty tribunal. The purpose of the Bill is to implement the concrete recommendations of the tribunal's 2011 report. Unfortunately, however, there have been no consequences. A file has rested with the Director of...

Electoral (Amendment) (Moriarty Tribunal) Bill 2015: First Stage (21 Oct 2015)

Lucinda Creighton: I move: "That the Bill be taken in Private Members' time."

Electoral (Amendment) (Moriarty Tribunal) Bill 2015: First Stage (21 Oct 2015)

Lucinda Creighton: I move:That leave be granted to introduce a Bill entitled an Act to provide for the implementation of the findings of the Moriarty tribunal, to provide for an increased level of transparency in respect of the funding of political parties and independent candidates, for that purpose to amend the Electoral Act 1997 and other enactments, and to provide for related matters. I am delighted, on...

Written Answers — Department of Environment, Community and Local Government: Building Regulations (6 Oct 2015)

Lucinda Creighton: 714. To ask the Minister for Environment, Community and Local Government his plans to intervene, as a matter of urgency, to resolve the situation in Longboat Quay in Dublin 2, where 900 residents are threatened with evacuation by Dublin Fire Brigade; if he will ensure that the Dublin Docklands Development Authority, as the original owner of the complex, meets its obligations to residents in...

Topical Issue Debate: Building Regulations (1 Oct 2015)

Lucinda Creighton: The entire development.

Topical Issue Debate: Building Regulations (1 Oct 2015)

Lucinda Creighton: Through the DDDA and Dublin City Council.

Topical Issue Debate: Building Regulations (1 Oct 2015)

Lucinda Creighton: I have been very clear. I believe that the DDDA is responsible for this development. It engaged in a PPP with Bernard McNamara, who is not available to deal with this or pay for any of it, so the DDDA is responsible and ought to pay and the Minister ought to ensure that it does so.

Topical Issue Debate: Building Regulations (1 Oct 2015)

Lucinda Creighton: The first thing to say is that sympathy will not address the fact that the outstanding €2 million amounts, on average, to €20,000 per apartment in that development. Nobody knows how that is going to paid and nobody knows who is going to pay for it.

Topical Issue Debate: Building Regulations (1 Oct 2015)

Lucinda Creighton: My suggestion is very clear. The receiver and the Dublin Docklands Development Authority, which is a State entity, which the Government in its wisdom for populist reasons has chosen to disband - I oppose that completely but I suppose that is a discussion for next week - owns the common areas in this building. It was the partner in the PPP that developed this site. It is responsible in the...

Topical Issue Debate: Building Regulations (1 Oct 2015)

Lucinda Creighton: This is a matter of grave and urgent concern to the 900 residents who occupy 298 apartments in the Longboat Quay development. I am really annoyed and very disappointed that the Minister for the Environment, Community and Local Government is not here and has been glaringly absent over the past 48 hours since this story became prominent in the national media. There has been virtually no...

Written Answers — Department of Environment, Community and Local Government: Housing for People with Disabilities (29 Sep 2015)

Lucinda Creighton: 567. To ask the Minister for Environment, Community and Local Government his views on a matter regarding the provision of housing (details supplied) under the national housing strategy for people with a disability; the progress made in achieving these priorities; and if he will make a statement on the matter. [32744/15]

Garda Síochána (Policing Authority and Miscellaneous Provisions) Bill 2015: Second Stage (Resumed) (24 Sep 2015)

Lucinda Creighton: I welcome the decision of the Minister to establish an independent policing authority. This step is long overdue and while I do not underestimate the challenges it will pose and have some concerns about the Bill, it is a welcome development overall. This debate provides us with an appropriate reminder, if one were needed, of the sequence of scandals and reports which have led us to this...

Garda Síochána (Policing Authority and Miscellaneous Provisions) Bill 2015: Second Stage (Resumed) (24 Sep 2015)

Lucinda Creighton: In fairness to her, I fully accept that the Minister did not assume the justice portfolio until just before the Toland report was published. Regular meetings should be standard practice in all Departments. From my experience, that is not always the case. If the position of Secretary General is occupied on an interim basis, what value are these meetings in the context of developing a...

Written Answers — Department of An Taoiseach: Departmental Expenditure (22 Sep 2015)

Lucinda Creighton: 128. To ask the Taoiseach if he will outline and itemise expenditure by his Department on the travel undertaken by the Taoiseach's private office on hotel accommodation, for him and-or his private office staff during the 12 month period to 30 June 2015; if he will outline and itemise expenditure by his Department on legal fees; and on consultancy fees, during the 12 month period to 30 June...
