Social Welfare Bill 2010: Committee and Remaining Stages (9 Dec 2010)

Arthur Morgan: It is missing from this budget. Just three short years ago, when the Green Party Deputies sat on this side of the House, I was regularly impressed by their concern about social policy and how public services and the Exchequer were funded. It has clearly become a completely different party in terms of its political and social outlook since the days when its Members sat on these benches.

Social Welfare Bill 2010: Committee and Remaining Stages (9 Dec 2010)

Arthur Morgan: I agree compromise is part of politics but this is a total capitulation from the Green Party.

Social Welfare Bill 2010: Committee and Remaining Stages (9 Dec 2010)

Arthur Morgan: It was a walkover akin to the kittens sent in to negotiate with the IMF. Where is the compromise? Where are the measures to capture some of the significant wealth that has accumulated in this State since the Celtic tiger? Ordinary people did not benefit from it. Where is the Green Party input on capturing some of that wealth to alleviate the burden on those on lower incomes or welfare...

Social Welfare Bill 2010: Committee and Remaining Stages (9 Dec 2010)

Arthur Morgan: They just closed their eyes and walked away. I do not know whether this was because fatigue has set into what is clearly a broken Government. The two parties are barely speaking to each other. The fatigue of 4 a.m. negotiations appears to have persuaded them to give up and walk away.

Social Welfare Bill 2010: Committee and Remaining Stages (9 Dec 2010)

Arthur Morgan: I would not describe the Minister as a champion because that would be a very big title for him but I thought he had a social conscience for people who are on low incomes or depend on the State for existence. He may have been hoodwinked by the finance people and the many right-wing boys and girls in Fianna Fáil or perhaps he simply did not notice this measure. However, nobody can claim to...

Arthur Morgan: Question 22: To ask the Tánaiste agus Aire Oideachais agus Scileanna Cé mhéad múinteoir nua-cheaptha a rinne an TGMI (Teastas Gaeilge do Mhúinteoirí Iarbhunscoile) i mbliana; cé mhéad iarrthóir a bhí ann sna blianta 2007-2010; agus cé mhéad pas agus teip a bhí ann; agus, sa chás nach n-éiríonn le hiarrthóir, an féidir ceapachán a dhéanamh, pé scéal é, i scoileanna...

[46329/10]

FINANCIAL RESOLUTION No. 14: INCOME LEVY (7 Dec 2010)

Arthur Morgan: The Minister described these measures as more equitable. This is completely wrong because low income earners will be paying a substantially higher proportion of their incomes then high income earners. That is grossly unfair. The Government could have introduced a wealth tax but it chose not to do so. The universal social charge is not a social charge. It is a tax, and that is the end of...

FINANCIAL RESOLUTION No. 14: INCOME LEVY (7 Dec 2010)

Arthur Morgan: The new minimum wage will be charged at €306 per year.

Financial Resolution No. 18: Capital Acquisitions Tax (7 Dec 2010)

Arthur Morgan: Some of the proposed changes, especially the measures on stamp duty, are somewhat academic because I do not envisage they will deliver a substantial increase in revenue to the Exchequer. People cannot secure loans to purchase a second-hand car, much less obtain substantial mortgages to purchase homes. I used the qualification "somewhat" when I described the changes as academic because the...

Financial Resolution No. 9: Income Tax (7 Dec 2010)

Arthur Morgan: I will be brief because I appreciate that others want to get in as well. On Financial Resolution No. 5, my party would like to see the pension cap reduced. We propose its reduction to €100,000. I note the Minister has provided for €115,000 here. We also propose standardising pension tax reliefs, which, unfortunately, is not in this document. On Financial Resolution No. 6, the Minister...

Financial Resolutions 2011: Allocation of Time: Motion (7 Dec 2010)

Arthur Morgan: I know it is and I also know it is for the purpose of trying to expedite getting the financial resolutions through the House as quickly as possible, but it is cumbersome in so far as it will probably result in a vote on all the groupings which would not necessarily be the case were they taken on a more separated basis.

Financial Resolution No. 4: Excise (Vehicle Registration Tax) (7 Dec 2010)

Arthur Morgan: Our gas runs free for Shell.

Budget Statement 2011 (7 Dec 2010)

Arthur Morgan: Not for long.

Arthur Morgan: And you do not care, Mary.

Budget Statement 2011 (7 Dec 2010)

Arthur Morgan: The truth hurts.

Budget Statement 2011 (7 Dec 2010)

Arthur Morgan: The Tánaiste should listen and learn.
