Joe Costello: There is no monitoring mechanism operating across the Departments that is dealt with by the Office of Government Procurement.

Joe Costello: It is more an enabling facility than a monitoring one.

Joe Costello: So there is no consolidation system in place. In other words, there can be a series of procurement entities operating that are not monitored centrally from any source.

Joe Costello: I suggest that in the context of the work programme we would agree a date for them to come in before the legislation is passed. I do not know how long it will take but the legislation will be dependent on a ministerial order stipulating the date on which the functions will transfer, so I imagine it will be at least some weeks, at the very earliest, before the legislation can be passed.
