Seanad: Veterinary Practice Bill 2004: Committee Stage (Resumed). (23 Mar 2005)

Noel Coonan: Will the Minister clarify what is meant by "provisionally registered"?

Seanad: Veterinary Practice Bill 2004: Committee Stage (Resumed). (23 Mar 2005)

Noel Coonan: I welcome the greater clarity in the definition of veterinary premises.

Seanad: Veterinary Practice Bill 2004: Committee Stage (Resumed). (23 Mar 2005)

Noel Coonan: I agree to some extent with the Minister's point that copied documents may not always be genuine. However, the Minister could work with her counterpart in the Department of the Environment, Heritage and Local Government to ensure that county councils issue two original certificates, one for display in the owner's practice and the other to be retained for safe keeping. This would solve the problem.

Seanad: Veterinary Practice Bill 2004: Committee Stage (Resumed). (23 Mar 2005)

Noel Coonan: I am concerned about use of the phrase "enter any premises, if necessary by the use of reasonable force". An officer should only have that power on obtaining a District Court order. Only one body in this State can administer that kind of justice, namely, the Garda Síochána, and it is the only body that should have that type of power. This is a serious matter. If the Minister is to pursue...

Seanad: Veterinary Practice Bill 2004: Committee Stage (Resumed). (23 Mar 2005)

Noel Coonan: The Bill has not yet passed.

Seanad: Veterinary Practice Bill 2004: Committee Stage (Resumed). (23 Mar 2005)

Noel Coonan: I thank the Minister and acknowledge her contribution. She has listened to the Second Stage debate and has taken points on board. The Bill is all the better for that and if she accepts a few outstanding points, it will be better still. I compliment her for the manner in which she has listened to our suggestions. I remind the Minister that she stated she would allow me to appoint the farming...

Seanad: Order of Business. (14 Apr 2005)

Noel Coonan: I would like to add my voice to the call for a debate, or rather, action on the health services. Mention has been made of services that are available after 6 o'clock in the evening or indeed, a 24-hour service. We have a two-tier health system. If one can afford health treatment one will get it instantly, if not one must wait and go through the agonies being experienced by patients at...

Seanad: Order of Business. (14 Apr 2005)

Noel Coonan: I accept that, but a young person in this age of wealth cannot be granted a wheelchair by this Government. Is this the new form of socialism we are witnessing?

Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)

Noel Coonan: I second the amendment. On amendment No. 6, I acknowledge the Minister has taken on board most of our concerns on this Bill and has done a good job. However, I am still not satisfied with the provision on the appointment of a member of the farming community. The basis for this motion is that I want that provision to be more specific. I recognised the fact the Minister stated that she would...

Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)

Noel Coonan: Animal welfare is of prime concern to the farming community — the second most important group in this Bill after the veterinary surgeons as they are the people who care for animals in the majority of situations. I move this amendment which seeks to specify that a full-time farmer is on the board representing the farming community. The Minister suggested a member of an animal welfare group....

Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)

Noel Coonan: It would be up to the Minister to decide between them.

Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)

Noel Coonan: I take it the Minister would not be afraid to do that.

Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)

Noel Coonan: Alternatively, the Minister could accept my nominations.

Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)

Noel Coonan: We have a female Minister for Agriculture and Food and a female Clerk of the Seanad.

Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)

Noel Coonan: I move amendment No. 6: In page 16, between lines 13 and 14, to insert the following: "(f) one person nominated by the Minister for Agriculture and Food as being representative of persons with a farming interest;"

Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)

Noel Coonan: I second the amendment. Following our discussion on Committee Stage, I looked up what is officially covered under Class A diseases. It covers a huge number of specific diseases — the Minister may have a copy with her. For this reason, it is important that we specify Class A diseases in the amendment. Unfortunately, I did not being the list with me.

Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)

Noel Coonan: I move amendment No. 22: In page 41, line 41, after "an animal" to insert "and in the course of a Class A disease eradication programme". When the Minister made her case regarding Class A disease, to a large extent, she put the cart before the horse. The qualification and signature of a veterinary surgeon or a veterinary practitioner, as it will become, are recognised worldwide. In an...
