Seanad: Commencement Matters: Animal Disease Controls (16 Feb 2017)

Andrew Doyle: I was surprised to learn the figure was as high as 40%. I knew it was significant but I had not realised that it was that high. The feedback from yesterday's meeting is that all sides were engaged. The relevant parties include the food and drink industry, IBEC, the IFA and all the various stakeholders referred to earlier. Those involved are trying to think outside the box. One option is...

Seanad: Commencement Matters: Bord Bia Strategy (15 Feb 2017)

Andrew Doyle: I thank the Senator for raising this issue. I know from his background that this is an area in which he not only has a keen interest but on which he is very knowledgeable. He is correct that Making a World of a Difference, the Bord Bia strategy for the period 2016 to 2018, includes among its targets maximising the range and volume of products on retail shelves that carry the Bord Bia...

Seanad: Commencement Matters: Bord Bia Strategy (15 Feb 2017)

Andrew Doyle: I will add a couple of points. I recently opened the small business forum, particularly for the horticulture sector. as there are a couple of problems that we face. Retailers have tended to want their own quality brand for their own product as distinct from having a universal brand across products. The test will be whether the Bord Bia quality assurance mark transcends all products such...

Ceisteanna - Questions - Priority Questions: Greyhound Industry (2 Feb 2017)

Andrew Doyle: Bord na gCon is a commercial State body, established in 1958 under the Greyhound Industry Act 1958 chiefly to control greyhound racing and improve and develop the greyhound industry. Greyhound racing is a traditional industry that plays an integral role in rural society and the economy. Successive Governments have recognised the importance of both the greyhound and horse racing...

Ceisteanna - Questions - Priority Questions: Greyhound Industry (2 Feb 2017)

Andrew Doyle: The basic premise of the Deputy's question is that if something is sinking, one should just pull away money. There are problems in the greyhound industry. During the term of the last Dáil, the agriculture committee produced a report on it and made recommendations. One point made was that we need new robust legislation, which will be introduced shortly. I hope to have it agreed by the...

Ceisteanna - Questions - Priority Questions: Greyhound Industry (2 Feb 2017)

Andrew Doyle: On the last question, I do not have the figures off the top of my head but I can certainly obtain them for the Deputy. I did not attend the national coursing championships in Clonmel but I understand no hares were killed in them. Whether that answers the Deputy's question, I do not know. If the Deputy was to ask the coursing club and the greyhound board whether they wanted to stay separate,...

Ceisteanna - Questions - Priority Questions: Agriculture Schemes (2 Feb 2017)

Andrew Doyle: The Deputy is well aware that there is no significant underspend in the programme. It is in the same position as all previous rural development programmes, as the Deputy would know if had been around for a little longer.

Tillage Farming: Motion [Private Members] (18 Jan 2017)

Andrew Doyle: I move amendment No. 1:To delete all words after “Dáil Éireann” and substitute the following: “notes: — the absolute necessity to support tillage farmers and the rural communities that rely on this sector; — that the continual trend of low grain prices, increased input costs and poor margins over the last number of years has intensified the...

Written Answers — Department of Health: Medicinal Products Availability (17 Jan 2017)

Andrew Doyle: 845. To ask the Minister for Health further to Parliamentary Question No. 579 of 29 November 2016, the products which were added to the illness card for patients of PKU four years ago; his plans to include members of the PKUAI to the expert group; and if persons will be consulted by the HSE to find the most suitable products for persons with PKU; and if he will make a statement on the matter....

Horse and Greyhound Racing Fund Regulations 2016: Motion (14 Dec 2016)

Andrew Doyle: I move:That Dáil Éireann approves the following Regulations in draft:Horse and Greyhound Racing Fund Regulations 2016,copies of which were laid in draft form before Dáil Éireann on 21 November 2016. The most recent estimates available suggest the horse and greyhound racing industries combined underpin more than 24,000 jobs and stimulate approximately €1.6 billion in...

Seanad: Horse and Greyhound Racing Fund Regulations 2016: Motion (14 Dec 2016)

Andrew Doyle: This is about the regulations that are to be introduced. The most recent estimates available suggest the horse and greyhound racing industries combined underpin in excess of 24,000 jobs and stimulate economic output of approximately €1.6 billion. They receive financial support from the State through the horse and greyhound racing fund under section 12 of the Horse and Greyhound...

Seanad: Horse and Greyhound Racing Fund Regulations 2016: Motion (14 Dec 2016)

Andrew Doyle: I thank the Members for their contributions. In order to allow the payment to go through it is necessary to comply with the technical requirements of section 12 of the Horse and Greyhound Racing Act. It is achieved by way of regulations submitted to both Houses and then approved.I have no axe to grind. I keep a few sport horses, but not thoroughbreds or greyhounds. I am not directly...

Seanad: Commencement Matters: Greyhound Industry (6 Dec 2016)

Andrew Doyle: I thank the Senator for raising this matter. I agree it is critically important that Bord na gCon seeks to interface with representative bodies for the sector. With that in mind, Bord na gCon recently established the national greyhound consultative forum, bringing all stakeholders together on a wide variety of greyhound related matters, including anti-doping and medication control. The...

Seanad: Commencement Matters: Greyhound Industry (6 Dec 2016)

Andrew Doyle: I hope to be in a position to brief Oireachtas Members before the legislation goes to the committee. We are also, likewise, hoping to alert the committee to the fact that it will have to put this into its work programme for 2017.

Other Questions: Horticulture Sector (30 Nov 2016)

Andrew Doyle: I appreciate the points that have been made by the Deputy. As my colleague, the Minister, Deputy Creed, mentioned in an earlier response, he is going to London again to meet his UK counterpart, Andrea Leadsom. He has made several similar trips to meet the chief executives of the various retail multiples that sell Irish produce on to consumers. These multiples are our customers in our...

Other Questions: Horticulture Sector (30 Nov 2016)

Andrew Doyle: I am keenly aware of the challenge that the mushroom sector is experiencing in the aftermath of the British referendum decision to exit the European Union. In particular, in light of the recent fluctuations in currency, I am focused on working with the industry to meet these difficulties in the months and years ahead. A payment of just under €1.57 million was made to one of our...

Other Questions: Forestry Sector (30 Nov 2016)

Andrew Doyle: If Deputy Boyd Barrett was up to speed with the current trends in research, climate change and efficiency, he would know that new developments in conifers allow us to produce varieties and species of conifer that can be rotated in 30 odd years and then replanted.

Other Questions: Forestry Sector (30 Nov 2016)

Andrew Doyle: It is important that the felling licence provision which includes a replanting obligation is maintained.

Other Questions: Forestry Sector (30 Nov 2016)

Andrew Doyle: I have two divergent views before me.

Other Questions: Forestry Sector (30 Nov 2016)

Andrew Doyle: Indeed, there is a third view. There is much misinformation coming from both sides. I come from the county that has the highest percentage of forest coverage. It has not destroyed our community. We have large tracts of land planted for many years. It has sustained a rural economy. Every plantation felled has to be replanted. That is an obligation. We have an afforestation programme.
