Pride: Statements (16 Jul 2025)

Duncan Smith: Speaking to members of the community who were around in the first Pride and subsequent Prides, the movement was rooted in protest, demonstration and anger. We are here tonight in that spirit with regard to transgender healthcare. I want to read two things. My colleague, Deputy Wall, referred to how we were bottom of the list in Europe with regard to transgender healthcare. In the 2020...

Joint Oireachtas Committee on Foreign Affairs and Trade: General Scheme of Israeli Settlements in the Occupied Palestinian Territory (Prohibition of Importation of Goods) Bill 2025: Discussion (Resumed) (16 Jul 2025)

Duncan Smith: I welcome Mr. O’Brien to the committee and thank him for his testimony so far. I accept the view of the Taoiseach and others that there is a separation between Israel and illegal Israeli settlements. If the anti-boycott laws in the US did not exist, would IBEC have any problem with this Bill?

Joint Oireachtas Committee on Foreign Affairs and Trade: General Scheme of Israeli Settlements in the Occupied Palestinian Territory (Prohibition of Importation of Goods) Bill 2025: Discussion (Resumed) (16 Jul 2025)

Duncan Smith: For the purposes of this question, yes.

Joint Oireachtas Committee on Foreign Affairs and Trade: General Scheme of Israeli Settlements in the Occupied Palestinian Territory (Prohibition of Importation of Goods) Bill 2025: Discussion (Resumed) (16 Jul 2025)

Duncan Smith: Mr. O’Brien mentioned earlier that his engagement with members, businesses and entities abroad has been extensive, yet he also said a number of times that it has been hard to quantify the impact. Is he surprised that some of IBEC’s members or some of the entities that he has been dealing with have been unable to quantify - whether in revenue loss, pulling out of Ireland, job...

Joint Oireachtas Committee on Foreign Affairs and Trade: General Scheme of Israeli Settlements in the Occupied Palestinian Territory (Prohibition of Importation of Goods) Bill 2025: Discussion (Resumed) (16 Jul 2025)

Duncan Smith: If services were added.

Joint Oireachtas Committee on Foreign Affairs and Trade: General Scheme of Israeli Settlements in the Occupied Palestinian Territory (Prohibition of Importation of Goods) Bill 2025: Discussion (Resumed) (16 Jul 2025)

Duncan Smith: Have entities come before Mr. O’Brien and stated that they will pull out of Ireland? If so, have they quantified that in job loss numbers? As politicians, we hear from IBEC and from many different stakeholders about the potential impact of X, Y and Z. We hear that a certain number of jobs will be lost, a certain amount of tax revenue will be lost or imports will be down. However,...

Joint Oireachtas Committee on Foreign Affairs and Trade: General Scheme of Israeli Settlements in the Occupied Palestinian Territory (Prohibition of Importation of Goods) Bill 2025: Discussion (Resumed) (16 Jul 2025)

Duncan Smith: I do find it surprising that they would not know, given that we are dealing with postcodes and that we know where the settlements are. If the businesses or entities engaging with IBEC cannot quantify the impact in more articulate and detailed terms for our committee, I am encouraged from the point of view of supporting the Bill, which I do. There is some scaremongering and pressure being...

Joint Oireachtas Committee on Foreign Affairs and Trade: General Scheme of Israeli Settlements in the Occupied Palestinian Territory (Prohibition of Importation of Goods) Bill 2025: Discussion (Resumed) (16 Jul 2025)

Duncan Smith: Has any large entity or a large organisation gamed out a scenario, presented it to him and said it is the reason the legislation cannot happen? Alternatively, are they coming to him saying they would have to do an audit or something and that the legislation could have a huge impact? There is a gap here.

Joint Oireachtas Committee on Foreign Affairs and Trade: General Scheme of Israeli Settlements in the Occupied Palestinian Territory (Prohibition of Importation of Goods) Bill 2025: Discussion (Resumed) (16 Jul 2025)

Duncan Smith: I thank Mr. O’Brien for his answers.

Endometriosis Care in Ireland: Motion [Private Members] (15 Jul 2025)

Duncan Smith: I thank Sinn Féin for this really detailed, strong motion that has been presented tonight, and I thank our party's spokesperson, Marie Sherlock, for sharing time. As a former party spokesperson on health, nothing has struck me more than the cases of women who have come to me to explain to me the pain, the silencing, the suffering and the exclusion they have felt as women in this country...

Joint Oireachtas Committee on Foreign Affairs and Trade: General Scheme of Israeli Settlements in the Occupied Palestinian Territory (Prohibition of Importation of Goods) Bill 2025: Discussion (Resumed) (15 Jul 2025)

Duncan Smith: At this point in the proceedings it is worth reminding the committee that all of the witnesses so far have failed to recognise that the settlements in the occupied Palestinian territories are illegal. None of them done it in their written testimonies or in answers to questions from this committee. That is a fundamental point of divergence at the very start of this Bill, which is what we are...

Joint Oireachtas Committee on Foreign Affairs and Trade: General Scheme of Israeli Settlements in the Occupied Palestinian Territory (Prohibition of Importation of Goods) Bill 2025: Discussion (Resumed) (15 Jul 2025)
