We do not have all of the personnel in place right now. If the Bill is passed in six month's time, realistically how many years would it take to get the people in place that we need?

Manus Boyle: My God, I am glad I asked the question. From a parochial end, I am from Donegal, where we say we are the forgotten county. What Professor Sadlier is telling me is that we might never have anybody in Donegal.

It is great to talk and get everybody's point of view but, at the end of the day, if we pass this Bill, do we have the people in place to follow it through?
