Pat Carey: A once-off reduction is applied to gross annual public service pensions using a set of rates and income bands, which was introduced under the Financial Emergency Measures in the Public Interest Act 2010. The reductions apply to all pensioners. Proposals to alter the provisions are a matter for the Department of Finance.

Pat Carey: I understand that under the capitalisation agreement, no bonuses for senior officials can be paid. Officials at lower salary levels will pay 50% tax. I cannot say I fully understand the ramifications of this. I think adequate safeguards are in place to prevent any abuse of the kind suggested by Deputy Doherty.
