- Fisheries: Statements (22 Oct 2025)
Conor McGuinness: Ireland is an island nation with a proud maritime tradition. Our coastal communities, fishing harbours and seafaring people have long sustained the life of this country in hard times and in a good. For too long, the fishing and seafood industry has been treated as an afterthought, a bargaining chip in European negotiations and a casualty of short-termism at home. Across every coastal...

- Joint Committee on Social Protection, Rural and Community Development: Review of Our Rural Future: Rural Development Policy 2021-2025 (22 Oct 2025)
Conor McGuinness: Gabhaim buíochas as ucht an ráiteas. I thank Mr. O'Brien for his opening statement and for attending this committee meeting. I have spoken to the Minister about this at length in my capacity as rural development spokesperson for my party, Sinn Féin, and I have raised it on the floor of the Dáil. There was a missed opportunity in 2001 to 2005 in Our Rural Future,...
- Joint Committee on Social Protection, Rural and Community Development: Review of Our Rural Future: Rural Development Policy 2021-2025 (22 Oct 2025)
Conor McGuinness: That is positive to hear. I hope the proof of that will be in the document when it is published or goes out to consultation. I have a similar question about the bilateral meetings that are ongoing with various Departments. What ongoing engagement is there with Uisce Éireann in particular? Although it effectively gets its direction in terms of how much money it has to spend on...
- Joint Committee on Social Protection, Rural and Community Development: Review of Our Rural Future: Rural Development Policy 2021-2025 (22 Oct 2025)
Conor McGuinness: I have been reading through the budget documentation over the past fortnight and I realised the town and village renewal scheme has been cut by €1 million. It has been cut from €22 million to €21 million in this year's allocation. If we put this into an inflation calculator, it amounts to a €2.2 million cut in real terms. As somebody who worked in local...

- Joint Oireachtas Committee on Fisheries and Maritime Affairs: Capital and Infrastructure Issues: Discussion (21 Oct 2025)
Conor McGuinness: Before we begin, I have to read a note on the topic of privilege. This is for the benefit of our witnesses and members. I do this at the beginning of every meeting. Witnesses who are giving evidence from within the parliamentary precincts here in Leinster House are protected by absolute privilege in respect of the evidence that they give to this committee. This means they have a full...
- Joint Oireachtas Committee on Fisheries and Maritime Affairs: Capital and Infrastructure Issues: Discussion (21 Oct 2025)
Conor McGuinness: I have a number of questions. As other members have already spoken, I will put them now. Deputy Mac Lochlainn set out the context to this discussion when he said it is about the infrastructure at our ports and harbours. The wider context is that the failure to invest over many years in regional infrastructure has hampered economic development and economic diversification and has put...
- Joint Oireachtas Committee on Fisheries and Maritime Affairs: Capital and Infrastructure Issues: Discussion (21 Oct 2025)
Conor McGuinness: I take Mr. Conneely's point on inflation. In the example I gave of Cé Heilbhic, the costs of the preparatory work have increased astronomically to the region of €300,000 since I started advocating for that work to be carried out. Perhaps Mr. Breathnach or Ms Egan might comment on the questions about the dysfunctionality in the funding mechanism.
- Joint Oireachtas Committee on Fisheries and Maritime Affairs: Capital and Infrastructure Issues: Discussion (21 Oct 2025)
Conor McGuinness: Thank you. I have two more very short questions myself. One is for the RNLI in particular and again with regard to Helvick. The Minister, to be fair, came and visited Helvick with me some weeks ago, quietly, just to give himself some context for our frequent conversations on this matter. We saw the work carried out by the local authority in partnership with the RNLI. It is a really good...
- Joint Oireachtas Committee on Fisheries and Maritime Affairs: Capital and Infrastructure Issues: Discussion (21 Oct 2025)
Conor McGuinness: I thank both witnesses for those responses. I have a very quick question for Mr. Lynch on Dunmore East. My colleague Deputy Cullinane and I have been raising this for the past number of years. Were the works to be carried out next year, assuming that planning came through and the Government made a decision to fund it, what difference would that make to the members of ISEFPO fishing out of...
- Joint Oireachtas Committee on Fisheries and Maritime Affairs: Capital and Infrastructure Issues: Discussion (21 Oct 2025)
Conor McGuinness: Gabhaim buíochas leis an Teachta. We have reached the end of our time allotted for this part of the meeting. Gabhaim buíochas leis na finnéithe go léir as a bheith inár dteannta agus an díospóireacht. We will have another meeting between now and Christmas looking at the topic of saving lives at sea, safety at sea and water safety. I have no doubt I will...
- Joint Oireachtas Committee on Fisheries and Maritime Affairs: Capital and Infrastructure Issues: Discussion (21 Oct 2025)
Conor McGuinness: Tosnóimid an dara leath den chruinniú seo. As we are in public session, I wish to give witnesses and members a note on privilege. Witnesses who are giving evidence from within the parliamentary precincts in Leinster House are protected by absolute privilege in respect of the evidence they give to this committee. This means they have a full defence in any defamation action for...

- Joint Oireachtas Committee on Fisheries and Maritime Affairs: Capital and Infrastructure Issues: Discussion (21 Oct 2025)
Conor McGuinness: I thank both witnesses for those summaries of their opening statements, which were circulated to members prior to the meeting. I will now open the floor for questions. I remind members that they have seven minutes and that this time is for both questions and responses.
