Joint Oireachtas Committee on Disability Matters: Progressing Disability Services: Discussion (Resumed) (22 May 2024)

Tom Clonan: I thank Professor Moran and Dr. O'Leary for carrying out this research, which is very much appreciated. Even though their research is a preliminary investigation, it confirms what we know subjectively. On the research design, from my understanding of the summary, they have carried out an audit of documents that they consulted and from those conclusions have been reached. I can only imagine...

Joint Oireachtas Committee on Disability Matters: Progressing Disability Services: Discussion (Resumed) (22 May 2024)

Tom Clonan: I thank the Chair for his latitude. I thank the witnesses for doing the research. If they do not mind, I would like to reach out and make contact with them.

Seanad: An tOrd Gnó - Order of Business (21 May 2024)

Tom Clonan: .... They must be surprised that we enter the water with the temperatures we have here, but we do in great numbers. I want to raise again the issue of the waiting list for scoliosis surgery and all the multiple issues with Children's Health Ireland. I am very disturbed to read in the newspapers and online accounts of more small boys and girls, who are really suffering because of the...

Seanad: Research and Innovation Bill 2024: Report and Final Stages (21 May 2024)

Tom Clonan: I move amendment No. 2: In page 9, between lines 19 and 20, to insert the following: “(4) In this Act, nothing should violate and instead seek to uphold the principles of parity of esteem (between disciples) and of academic freedom cited in Impact 2030, Ireland’s Research and Innovation Strategy and European standards of good practice.”.

Seanad: Research and Innovation Bill 2024: Report and Final Stages (21 May 2024)

Tom Clonan: I thank the Minister of State and his officials. I am not confident that my amendment will be accepted, but I would like to put on the record that the principle of parity of esteem should form part of the Bill. There is a typo in the amendment. It should not state "between disciples"; rather it should state "between disciplines". Having been an academic for 22 years and a researcher...

Seanad: Research and Innovation Bill 2024: Report and Final Stages (21 May 2024)

Tom Clonan: At no point do any of the amendments refer to ring-fencing funding or setting aside a pot of money. I want to clarify that. The amendments, as written, notwithstanding the typo in No. 2, make no reference to ring-fencing funding. The recurring phrase in the amendments is "to insert the following"; at no point do they say "to replace" or "to remove". None of the amendments undermine any...

Seanad: Research and Innovation Bill 2024: Report and Final Stages (21 May 2024)

Tom Clonan: I move amendment No. 12: In page 11, between lines 20 and 21, to insert the following: “(g) to preserve and promote the principles of academic freedom.”.

Joint Committee On Children, Equality, Disability, Integration And Youth: Review of Barnahus Model for Young People who have Experienced Child Sexual Abuse: Discussion (21 May 2024)

Tom Clonan: I wish everybody a good afternoon and I thank our guests for coming along and for all the work they do. I appreciate that they are trying to build something when we have had a culture of cuts and dismantling things for so long. I was struck by the process described by the assistant commissioner of going to the senior leadership team to try to get sign-off and liaising with Detective Chief...

Joint Committee On Children, Equality, Disability, Integration And Youth: Review of Barnahus Model for Young People who have Experienced Child Sexual Abuse: Discussion (21 May 2024)

Tom Clonan: .... Some of those cases, for example, are referred internationally to be dealt with by people who do have the higher specialist training. My question relates specifically to the paediatric doctors and consultants. Do they have higher specialist training in this area? Ms Shortt used the word "forensic". My understanding of that is based, for example, on forensic psychiatry. An adult...

Joint Committee On Children, Equality, Disability, Integration And Youth: Review of Barnahus Model for Young People who have Experienced Child Sexual Abuse: Discussion (21 May 2024)

Tom Clonan: That form of continuing professional development in which there are journal clubs and peer reviews and people sitting around to discuss literature and research-----

Joint Committee On Children, Equality, Disability, Integration And Youth: Review of Barnahus Model for Young People who have Experienced Child Sexual Abuse: Discussion (21 May 2024)

Tom Clonan: I am talking specifically about their qualifications and their higher specialist training. I appreciate they are undertaking this work, but my concern is around the higher specialist training and the medical staff and all of the allied clinicians and therapists who are there. Ms Shortt answered the question partially around some of them coming from Tusla. In her evidence, she also...

Joint Committee On Children, Equality, Disability, Integration And Youth: Review of Barnahus Model for Young People who have Experienced Child Sexual Abuse: Discussion (21 May 2024)

Tom Clonan: As regards the specialist interviews and the trauma-informed child-centred interviews, which are carried out in a safe place consistent with the five principals set out, is there a psychological input there? Are there psychiatrists involved or is it a psychologist?

Joint Committee On Children, Equality, Disability, Integration And Youth: Review of Barnahus Model for Young People who have Experienced Child Sexual Abuse: Discussion (21 May 2024)

Tom Clonan: Tusla does not have any psychiatric input, such as child and adolescent psychiatry input, at this level. Is there any liaison with CAMHS?

Joint Committee On Children, Equality, Disability, Integration And Youth: Review of Barnahus Model for Young People who have Experienced Child Sexual Abuse: Discussion (21 May 2024)

Tom Clonan: As regards the section 38 and 39 organisations, is Tusla outsourcing some of this work to section 39 organisations?

Joint Committee On Children, Equality, Disability, Integration And Youth: Review of Barnahus Model for Young People who have Experienced Child Sexual Abuse: Discussion (21 May 2024)

Tom Clonan: Is there a recruitment and retention issue with those kind of staff? I know that in other areas, such as in CDNTs, physiotherapists, occupational therapists or psychologists cannot be gotten because they all go. That is in a section 38 environment. They do not want to work there and are going elsewhere.

Joint Committee On Children, Equality, Disability, Integration And Youth: Review of Barnahus Model for Young People who have Experienced Child Sexual Abuse: Discussion (21 May 2024)

Tom Clonan: I thank the witnesses. I have one outstanding question. How does Tusla triage? Who is the responsible person? Who decides who goes to Barnahus and who does not?

Joint Committee On Children, Equality, Disability, Integration And Youth: Review of Barnahus Model for Young People who have Experienced Child Sexual Abuse: Discussion (21 May 2024)

Tom Clonan: I thank Mr. Brophy for the clarity. I have one outstanding question. Are these families and children bounced from the security that you are providing them into an adversarial prosecution? When it goes to prosecution, are they bounced into an adversarial-----

Seanad: Nithe i dtosach suíonna - Commencement Matters: Air Traffic Control Services (15 May 2024)

Tom Clonan: Go raibh maith agat, a Chathaoirligh. I thank the Minister of State for coming in. First of all, I would like to apologise. I came in on the DART this morning and there was a false signal at Bray, so I was delayed as a result. I thank the House for its flexibility. I ask that the Minister for Transport state how much the Department of Transport has paid the Irish Aviation Authority....

Seanad: Nithe i dtosach suíonna - Commencement Matters: Air Traffic Control Services (15 May 2024)

Tom Clonan: ...level. What the Department of Transport does cannot be disconnected from our neutral status. I raise this because of what is happening in Rafah. We must use every means at our disposal to prevent and to stop the absolute slaughter of children, men and women that is going to come in the coming weeks, which will bring the world community completely into disrepute. I appreciate the...

Seanad: An tOrd Gnó - Order of Business (15 May 2024)

Tom Clonan: I raise an issue on which I have been contacted by survivors of the St John Ambulance Ireland of an appalling scenario where young people, who were handed over in loco parentis and in good faith to participate in the activities and learnings associated with St John Ambulance Ireland and that public service, were sexually assaulted and raped. I know myself from the work I have done in this...
