Seanad: Air Navigation and Transport (Arms Embargo) Bill 2024: Second Stage (29 May 2024)

Róisín Garvey: I move amendment No. 1: To delete all words after “That” and substitute the following: - “Seanad Éireann resolves that the Air Navigation and Transport (Arms Embargo) Bill 2024 be read a second time on this day six months, to allow for a full examination of the legal and policy implications of its provisions to be undertaken.” I thank the...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Hospital Facilities (8 May 2024)

Róisín Garvey: ...an Aire Stáit agus ba mhaith liom comhghairdeas a dhéanamh. I congratulate the Minister of State on his new appointment. It is nice to have him on side. I have always found him to be well able and most respectful. I wish him luck in his new role. A number of weeks ago the Minister for Health, Deputy Donnelly, and the CEO of the HSE, Mr. Bernard Gloster, visited the...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Hospital Facilities (8 May 2024)

Róisín Garvey: ...on the day. The response did not answer that question but that is not the Minister of State's fault as he did not write it. He stated that one MRI scanner is owned by the UL Hospitals group and the second one is operated by Alliance Medical. Is that part of the insurance company? Does that mean it is a privately-owned scanner and that private patients get priority? As a public...

Seanad: An tOrd Gnó - Order of Business (8 May 2024)

Róisín Garvey: ...top of the fact that during Covid, I brought to the parliamentary party the suggestion that we should do better to support small businesses. The Minister, Deputy Catherine Martin, heard the call and funded businesses to the tune of €4,000 per business, if they needed awnings, outdoor furniture, windbreaks, screens, plant stands and wooden platforms. Some €13.55 million was...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Small Companies Administrative Rescue Process: Discussion (8 May 2024)

Róisín Garvey: I thank the witnesses for attending, and well done to them because it seems like a good process overall. The feedback from companies on it is good. I am interested in getting a breakdown of the size of the 62 companies that have availed of SCARP to date. I presume it is mainly bigger companies if the amount involved is €200 million. What was the biggest challenge? Do the witnesses...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Small Companies Administrative Rescue Process: Discussion (8 May 2024)

Róisín Garvey: Yes, my sisters run two small businesses. I know all about it. That is why I am asking about the PR and the supports.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Small Companies Administrative Rescue Process: Discussion (8 May 2024)

Róisín Garvey: ...information on the size of the 62 companies; whether data is being gathered on the biggest challenges facing those companies; what specific PR work has been done; the take-up from the LEOs; and what the Department's engagement is with the LEOs in general to make sure preventative work is done. Is that correct?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Small Companies Administrative Rescue Process: Discussion (8 May 2024)

Róisín Garvey: Is it clear what follow-up information the Department will get? It includes the PR that is being done and the take-up from the LEOs.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Small Companies Administrative Rescue Process: Discussion (8 May 2024)

Róisín Garvey: .... I do not know how concerned the World Bank has ever been about keeping small businesses afloat. I do not know if it is the best place to go. I imagine other departments of enterprise, trade and employment might have better insights into how successful their SCARP-type schemes might be. I would not go to the World Bank for that kind of advice, from my experience of it. One issue is...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Small Companies Administrative Rescue Process: Discussion (8 May 2024)

Róisín Garvey: When the break-up value exceeds the liquidation value, it makes it inequitable for the company itself and it makes it less attractive for the creditors. It is a tricky one.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Small Companies Administrative Rescue Process: Discussion (8 May 2024)

Róisín Garvey: .... I am not sure how LEOs are engaged with the Department. They seem to be working in silos, many of them under local authorities. Is there a system? They have such an important role with small and micro businesses. Is there a proper system in place where there are regular meetings or input and the Department is checking up? Do the witnesses know anything about that or is that a...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Small Companies Administrative Rescue Process: Discussion (8 May 2024)

Róisín Garvey: I suppose the witnesses’ jobs will be easier if more businesses are getting more support from LEOs and they do not have to worry as much about liquidation.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Small Companies Administrative Rescue Process: Discussion (8 May 2024)

Róisín Garvey: The LEOs definitely run many events and attend many events. I am interested in finding out about that liaison group, if the witnesses can send me some information on that. I met the president of the LEOs three years ago and I do not think he was even clear on it. There does not seem to be a standard process. I know there are individual LEOs working with regions and chambers but there is...

Seanad: Loneliness: Motion (1 May 2024)

Róisín Garvey: I thank the Minister of State for coming to the House. He has an interesting brief – public health, well-being and the drugs task force. If you look at the Irish word for well-being, folláin, it is about being whole. As a nation I wonder how many people are getting that wholesomeness in their daily lives. Therefore, today we call for a commission on loneliness. As the...

Seanad: Employment (Collective Redundancies and Miscellaneous Provisions) and Companies (Amendment) Bill 2023: Second Stage (24 Apr 2024)

Róisín Garvey: ...in her new role. I welcome the Bill. It is great. It was a long time coming. Some of it is to rectify Acts that date back to 1977. We are all overly familiar with the sad cases of the Clerys and Debenhams workers, so it is great that we are here today improving things and learning from the mistakes of the past. I thank the staff and Minister for the work they have done on this. ...

Seanad: Smartphone and Social Media Use: Motion [Private Members] (24 Apr 2024)

Róisín Garvey: ...an Aire go dtí an Teach. I commend her on all the work she has done to date on this. I commend the Fine Gael party on bringing forward this motion. It is a very serious matter of mental health and social health. The phone has taken over many people's lives. Many parents are not even sure how to manoeuvre them and control what appears on the phone, not to mention what appears on...

Joint Oireachtas Committee on Transport, Tourism and Sport: Issues Relating to Road Safety: Road Safety Authority (24 Apr 2024)

Róisín Garvey: I thank the witnesses for coming in today. It is great to have them here and to have an opportunity to speak. There have been reports in recent months about the level of road traffic injuries being underestimated, given that analysis was being done on Garda records of collisions only. There have been recent reports that the RSA has completed research from both Garda and hospital records...

Joint Oireachtas Committee on Transport, Tourism and Sport: Issues Relating to Road Safety: Road Safety Authority (24 Apr 2024)

Róisín Garvey: Yes, I am sorry. The RSA gets funding from the NCT and driving licences. I wonder is that swaying its priorities? It does seem that it is all about driving, and not just about other modes of transport.

Joint Oireachtas Committee on Transport, Tourism and Sport: Issues Relating to Road Safety: Road Safety Authority (24 Apr 2024)

Róisín Garvey: This is the whole thing. I said to the RSA 15 years ago that it needed to broaden its scope. Increased car use is causing fatalities and injuries. The RSA is practically encouraging everybody to drive but not encouraging everybody to cycle or use public transport.

Joint Oireachtas Committee on Transport, Tourism and Sport: Issues Relating to Road Safety: Road Safety Authority (24 Apr 2024)

Róisín Garvey: ...to talk about driving but under action 41, it is also its job to promote other things. If the RSA is getting driver theory tests into every school, please get the cycle training, the Leap cards and the use of public transport in. It is part of the RSA's responsibility under action 41.
