Seanad: Covid-19 (Aviation): Statements (26 Feb 2021)

Róisín Garvey: I welcome the Minister of State. This is a very rough time for her to be landed with the aviation brief, if she will excuse the pun. I do not envy her at this time. No-one saw what was coming down the tracks or the runway as the case may be. We are where we are and I believe that both the Minister and Minister of State have done their utmost to deal with this unforeseen situation. I...

Seanad: An tOrd Gnó - Order of Business (1 Mar 2021)

Róisín Garvey: Seo tús Seachtain na Gaeilge agus má tá aon deis ag Seanadóirí ar chor ar bith, ba chóir dóibh an Ghaeilge a úsáid. Is teanga iontach í. Tá sí i bhfad níos deise ná aon teanga a d'fhoghlaim mise riamh agus tá go leor teangacha agam. Ba chóir dóibh a ndícheall a dhéanamh agus dul ar shuíomh...

Seanad: Health (Amendment) Bill 2021: Second Stage (1 Mar 2021)

Róisín Garvey: Cuirim fáilte roimh an Aire. Seachtain na Gaeilge atá ann mar sin tá mé chun an Ghaeilge a úsáid i dtús báire. Tá sé an-tábhachtach go bhfuil an t-ábhar seo á phlé againn. It is hard to do everything that everybody wants in every way. Some people want the whole country opened up and some people want it closed down. It...

Seanad: Children (Amendment) Bill 2020: Committee Stage (1 Mar 2021)

Róisín Garvey: I welcome the Minister. It is good to see her here again. I support the Bill. It will simply permit the identification of people convicted of the homicide of children. Currently, perpetrators can hide behind the child's privacy rights to conceal their identities. The Bill will amend section 252 of the 2001 Act. It will also allow for the identification of people convicted of some other...

Seanad: Seachtain na Gaeilge: Ráitis (8 Mar 2021)

Róisín Garvey: Cuirim fáilte roimh an Aire agus roimh an Aire Stáit. Tá sé go deas iad a fheiceáil sa Seomra seo. Is seachtain iontach í seo. Gach bliain cuireann sí in iúl dom cé chomh i ngrá atá mé le mo theanga. Déanaim dearmad uaireanta í a úsáid chuile lá ach le cúpla seachtain anuas táim ag baint triail...

Seanad: Seachtain na Gaeilge: Ráitis (8 Mar 2021)

Róisín Garvey: Tuigim an caipín bán nó dul ar lúbán, when someone goes on a bender, ach tá áit i gContae an Chláir darb ainm Bodyke agus tá Lúbán 90 degrees sa bhaile sin. Tá an méid saibhris ann má thuigeann an duine an Ghaeilge. Má tá duine ag taisteal ina cheantar féin nó i gcontaetha eile, tá an duine...

Seanad: Private Rental Sector: Motion (8 Mar 2021)

Róisín Garvey: It is very good that the Opposition tabled this motion on housing. We should probably have a motion on housing every day the Seanad sits. After health, it is probably the single biggest issue in the country. However, because it is so important and it is such an emergency, we should probably focus on solutions and the present rather than the past and all the problems. We know all the...

Seanad: Private Rental Sector: Motion (8 Mar 2021)

Róisín Garvey: Members should speak through the Chair, especially on International Women's Day.

Seanad: Private Rental Sector: Motion (8 Mar 2021)

Róisín Garvey: Members should speak through the Chair or they should leave. There should be some respect for the Chair.

Seanad: Private Rental Sector: Motion (8 Mar 2021)

Róisín Garvey: Cuirim fáilte roimh an Aire Stáit as teacht isteach. Is onóir mhór dom é sin a rá ón gcathaoir seo. It is great to have the Minister of State here in the Chamber. I ask the Senators to listen with full respect as the Minister of State responds. The Minister of State has 15 minutes to speak on housing or rent. It is not an easy topic. One would need...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill 2019: Discussion (Resumed) (9 Mar 2021)

Róisín Garvey: This has been very informative. I thank the witnesses for coming in. It is good to hear from different perspectives. I will make a couple of comments and ask a couple of questions. First, I have spoken to the head of Limerick and Clare Education and Training Board, ETB, and to guidance counsellors about apprenticeships. One of the issues seems to be that apprenticeships often start in...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill 2019: Discussion (Resumed) (9 Mar 2021)

Róisín Garvey: The final question was about IBEC and ICTU working with ETBs. The figure of 10,000 for apprenticeships is an aim and we just have to figure out how to get there. I thank the witnesses for their time.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill 2019: Discussion (Resumed) (9 Mar 2021)

Róisín Garvey: We have talked a lot about meat factory employees and employers. It is an important issue. The witnesses before the committee today are not here to represent meat factory workers and employers. Perhaps, if the issue is so important to some people in the committee, we need to bring their representatives in separately because it feels somewhat unfair that IBEC is being required to defend...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill 2019: Discussion (Resumed) (9 Mar 2021)

Róisín Garvey: Mr. Berney said that, but there is no point in apprentices doing eight months in college if we do not have tradesmen to take them on. What is stopping tradesmen from taking on apprentices? I do not know if it is because people are being classified as self-employed or unemployed.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill 2019: Discussion (Resumed) (9 Mar 2021)

Róisín Garvey: I know lots of tradesmen who take people on as employees and do not classify them as self-employed. I am not sure being classified as self-employed is the issue. Any tradesmen I know take people on as employees, rather than classifying them as self-employed.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill 2019: Discussion (Resumed) (9 Mar 2021)

Róisín Garvey: That was a reference to tradesmen.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill 2019: Discussion (Resumed) (9 Mar 2021)

Róisín Garvey: Are they being misclassified by builders? Who is misclassifying them?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill 2019: Discussion (Resumed) (9 Mar 2021)

Róisín Garvey: No, it is okay. I will look into it. I will talk to my colleague, the Minister, Deputy Harris, as Mr. Berney suggested. I have never met the man.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill 2019: Discussion (Resumed) (9 Mar 2021)

Róisín Garvey: I want to do more on apprenticeships for tradesmen. I should have been told to marry a tradesman. They are the heroes, together with the front-line workers. They were underrated but are valued much more now. There is a shortage of them; they are like gold. We need to value them. I will follow up with Mr. Berney. What do Dr. McGann and Ms Redmond think about the gap in the incentive?...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill 2019: Discussion (Resumed) (9 Mar 2021)

Róisín Garvey: It is hard, even for small employers, when they take on somebody as an apprentice who is not necessarily skilled and takes time to train up. Maybe something can be done with tax relief or some kind of assistance for smaller businesses.
