Seanad: An tOrd Gnó - Order of Business (27 Sep 2023)

Micheál Carrigy: There are 500 access points on that section. It is as much a safety concern as the N5 because it has as high a number of fatalities.Funding for that project should continue to be in place to get it to planning permission stage and get it constructed. There were comments in the media yesterday saying the N5 is essential for the north and the north west. The section from Mullingar to Roosky...

Seanad: An tOrd Gnó - Order of Business (27 Sep 2023)

Micheál Carrigy: I will finish on this point. In regard to legislation, I agree with the comments with regard to starting legislation in this House. The Online Safety and Media Regulation Bill 2022 began in this House more than 12 months ago and we had 27 hours of debate. When it got to the Dáil, there was just one hour of debate because it had been so thoroughly dealt with here. This House is a good...

Seanad: Road Safety: Statements (27 Sep 2023)

Micheál Carrigy: I thank the Acting Chair. I will try to keep to three minutes. I welcome the Minister of State. This is an important discussion. At a time like this, we think of all the families who have been bereaved in the past 12 months and before that. To make some points on road safety, I will start by homing in on the safe routes to school programme. It is a fantastic initiative. Unfortunately,...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Engagement with Coimisiún na Meán on the 2023 Work Programme (27 Sep 2023)

Micheál Carrigy: The witnesses are very welcome. In my three years in the Oireachtas probably the busiest piece of work we were involved in was the Online Safety and Media Regulation Act. I firmly believe that it is some of the most important legislation that has gone through the Houses over the last years. I am aware the commission has a broader role, but it has a huge role with online safety for future...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Engagement with Coimisiún na Meán on the 2023 Work Programme (27 Sep 2023)

Micheál Carrigy: That was raised in our discussions going back 18 months ago. There is a responsibility there and the social media companies should be funding an education programme for kids across all schools. It should not be an ad hocsituation whereby it is only when a school applies to DCU or UCD in Dublin that they can do an online safety course. It should be mandatory across all schools and these...

Micheál Carrigy: What is the timeline roughly?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Engagement with Coimisiún na Meán on the 2023 Work Programme (27 Sep 2023)

Micheál Carrigy: The Sound and Vision fund was touched on. Is Mr. Ó Domhnaill happy that sufficient funding will be put in place to support local media because of the drop in the TV licence revenue? I know extra programmes are being brought in that were part of the Future of Media Commission report but does Mr. Ó Domhnaill think there is sufficient funding there?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Engagement with Coimisiún na Meán on the 2023 Work Programme (27 Sep 2023)

Micheál Carrigy: I believe in a media charge across all households that applies to all forms of media. I would like to think that when this does happen, the figure that will be available to regional newspapers, regional radio stations and community radio stations will be higher than 7%. It is important to retain the local aspect.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Engagement with Coimisiún na Meán on the 2023 Work Programme (27 Sep 2023)

Joint Committee on Tourism, Culture, Arts, Sport And Media: Engagement with Coimisiún na Meán on the 2023 Work Programme (27 Sep 2023)

Micheál Carrigy: When is the gender, equality, diversity and inclusion report due?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Engagement with Coimisiún na Meán on the 2023 Work Programme (27 Sep 2023)

Micheál Carrigy: I will come back in on what I spoke about earlier. Ms Hodnett in particular spoke about consultation and looking for consultation on what would happen going forward. I ask that the report put forward by this committee after probably nine months of prelegislative scrutiny on the Online Safety and Media Regulation Bill would be taken into account. I feel strongly about the age thing. As a...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Disability Services (26 Sep 2023)

Micheál Carrigy: The Minister of State is very welcome. I am holding in my hands the final report of the Joint Committee on Autism, which was launched last June. There are 109 recommendations in the report. The committee met over 15 months, holding 23 public sessions and 32 private sessions. The Minister of State was one of the witnesses at our committee and we met families throughout the country. One...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Disability Services (26 Sep 2023)

Micheál Carrigy: I thank the Minister of State, Deputy Rabbitte, for the phenomenal work she has done. Much work has been done to make changes, but these changes are not going to happen for possibly a number of years. In the meantime, we still have kids waiting over 12 months for assessment. Parents are getting private assessments themselves to get the early intervention that is needed. It states here the...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)

Micheál Carrigy: The witnesses are all very welcome. I welcome Mr. Bakhurst in particular, and I wish him well in his new role. It is out there in the media that RTÉ will be looking to the Government, and ultimately the taxpayer, for in the region of €50 million to plug a shortfall in the organisation. A significant amount of that has been caused by errors made within the organisation that have...

Micheál Carrigy: Some 8.6 acres were sold in 2017 for €107 million. Based on that, that site is worth about €500 million in today's terms.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)

Micheál Carrigy: I do not think land values have gone down. They have actually increased since 2017.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)

Micheál Carrigy: That is going by the market. Would Mr. Bakhurst consider again cutting the 10% cuts that were restored? The public are not happy.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)

Micheál Carrigy: Some of the executive board. It was restored in the last couple of weeks and the Minister was not informed of it.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)

Micheál Carrigy: I have a straight question for Ms Ní Raghallaigh. Is she the right person to continue as chair? Earlier in the summer, we found out in this room that the Minister was not notified that Ms Ní Raghallaigh had asked Dee Forbes to resign. We found out in recent times that the Minister was not informed of those pay restorations either. The Minister, in her role, is the lead person on...
