Written Answers — Department of Education and Skills: School Transport (15 May 2024)

Verona Murphy: 46. To ask the Minister for Education and Skills to provide an update on the provision of school bus transport for the 2024-25 academic year for secondary school students travelling from Kilmore, County Wexford into Wexford town; if a resolution similar to the one recently found for students travelling from Gowran, County Kilkenny into Kilkenny city has been determined; and if she will make a...

Public Accounts Committee: Financial Statements 2022: University of Limerick (9 May 2024)

Verona Murphy: I say to Mr. Wall that was a somewhat a concerning engagement. All I can say is that it brings to mind the expression, "A poor workman blames his tools." I will leave it at that. I want to deal with the Rhebogue acquisition. I am concerned on a number of fronts. I realise we do not have present all the actors we previously engaged with but I certainly remember robust engagement,...

Public Accounts Committee: Financial Statements 2022: University of Limerick (9 May 2024)

Verona Murphy: Mr. Kelly possibly. My understanding is that the title is “chief commercial officer”.

Public Accounts Committee: Financial Statements 2022: University of Limerick (9 May 2024)

Verona Murphy: At the point of time in question, what was the remit?

Public Accounts Committee: Financial Statements 2022: University of Limerick (9 May 2024)

Verona Murphy: A broad portfolio, but those building estates would have had an understanding that stamp duty was required in any transaction.

Verona Murphy: Was it brought to the attention of the governing authority?

Public Accounts Committee: Financial Statements 2022: University of Limerick (9 May 2024)

Verona Murphy: Did that invalidate the contract, or did it go back to the governing authority for reappraisal?

Public Accounts Committee: Financial Statements 2022: University of Limerick (9 May 2024)

Verona Murphy: Again, I do not know. Could Professor Kilcommins tell us where the process, as outlined at the previous committee meeting and in all the reports, failed, thereby bringing us to this point?

Public Accounts Committee: Financial Statements 2022: University of Limerick (9 May 2024)

Verona Murphy: Framed by whom?

Verona Murphy: Who else in addition to the chief corporate officer?

Public Accounts Committee: Financial Statements 2022: University of Limerick (9 May 2024)

Verona Murphy: Was that revisited at any point? It was framed in that regard and I understand it was passed to move to the next level. It was accepted as a proposal.

Public Accounts Committee: Financial Statements 2022: University of Limerick (9 May 2024)

Verona Murphy: For that sequence of events to have occurred, there had to be a misrepresentation of what had occurred prior to moving to the next step. If Professor Kilcommins is saying it was suggested that there should be further discussion, it indicates nothing was agreed and that it was to be revisited. However, Professor Kilcommins is telling me it went to the next step, to the governing authority,...

Verona Murphy: After the governing authority meeting?

Public Accounts Committee: Financial Statements 2022: University of Limerick (9 May 2024)

Verona Murphy: That is my point. There had to be some misrepresentation, such that what has been alluded to was not minuted and that the matter proceeded to the governing authority without being revisited. Maybe Professor Kilcommins is not aware of whether it was minuted in that regard.

Public Accounts Committee: Financial Statements 2022: University of Limerick (9 May 2024)

Verona Murphy: Would it have been normal for the president not to be present or not to convene the meeting herself?

Public Accounts Committee: Financial Statements 2022: University of Limerick (9 May 2024)

Verona Murphy: I would imagine that nothing was progressed in this way ever, never mind in UL, to be honest. I do not have much time, so I want to come back to the HEA on this. I understand what Dr. Wall has said about the approving authority being UL. At some level, the HEA must have been aware of this transaction.

Public Accounts Committee: Financial Statements 2022: University of Limerick (9 May 2024)

Verona Murphy: Is that because the HEA did not inquire?
