We subject all of these proposals to an independent assessment, so let us see what they say to us. Ultimately, however, it will be a decision for the Government on whether to proceed with this.

Select Committee on Tourism, Culture, Arts, Sport And Media: Estimates for Public Services 2024
Vote 33 - Tourism, Culture, Arts, Gaeltacht, Sport and Media (Revised)
(8 Feb 2024)

Thomas Byrne: What happens is that there is an allocation every year for sports capital. That covers the existing sports capital fund. Projects like the one in Wexford receive sports capital funding. When organisations seek to draw down the grant they have been awarded, it comes from that money. At the end of last year, extra funding was put into that, but that was to cover existing grants to make sure...

Thomas Byrne: The Sports Capital and Equipment Programme (SCEP) is the primary vehicle for Government support for the development of sports and recreation facilities and the purchase of non-personal sports equipment throughout the country. Over 13,000 projects have now benefited from sports capital funding since 1998 bringing the total allocations in that time to over €1.15 billion. The Programme...

Written Answers — Department of Culture, Heritage and the Gaeltacht: Sports Funding (7 Feb 2024)

Thomas Byrne: Sport Ireland, which is funded by my Department, is the statutory body with responsibility for the development of sport, increasing participation at all levels and raising standards, including the allocation of funding across its various programmes. Sport Ireland provides core funding to the relevant National Governing Bodies of sport (NGBs), in this case the Irish Ice Hockey Association....

Written Answers — Department of Culture, Heritage and the Gaeltacht: Swimming Pools (7 Feb 2024)

Thomas Byrne: The National Sports Policy, which was published in 2018, provided for the establishment of a Large Scale Sport Infrastructure Fund (LSSIF). The aim of the LSSIF is to provide Exchequer support for larger sports facility projects where the Exchequer investment would be greater than the maximum amount available under the Sports Capital and Equipment Programme (SCEP). The first call for...

Written Answers — Department of Culture, Heritage and the Gaeltacht: Sports Organisations (7 Feb 2024)

Thomas Byrne: I propose to take Questions Nos. 230 and 231 together. Addressing female participation in sport and physical activity is an important element of the National Sports Policy 2018-2027 and is a core priority for myself, for Minister Martin and for the Government. The provision of good player welfare is a key element in any sport and is, in the first instance, the responsibility of the relevant...

Seanad: Finance (State Guarantees, International Financial Institution Funds and Miscellaneous Provisions) Bill 2023: Second Stage (1 Feb 2024)

Thomas Byrne: I apologise for the Minister for Finance, Deputy McGrath, who is in the Dáil at the moment. I welcome the opportunity to address the Seanad on the Finance (State Guarantees, International Financial Institution Funds and Miscellaneous Provisions) Bill 2023. It goes without saying that support must be given to the people of Ukraine as they continue to suffer almost two years into this...

Thomas Byrne: On behalf of the Minister, Deputy McGrath, I thank Senators for their contributions and full engagement today on the Finance (State Guarantees, International Financial Institution Funds and Miscellaneous Provisions) Bill. It is a very strong signal of Ireland’s commitment to Ukraine and to ensuring it has the necessary resources to adequately support its ongoing hardship and future...

Seanad: Finance (State Guarantees, International Financial Institution Funds and Miscellaneous Provisions) Bill 2023: Second Stage (Resumed) (1 Feb 2024)

Thomas Byrne: As Minister of State for sport, I will join in that, a Chathaoirligh, if that is okay. Charlie has made a huge contribution over many decades. He refereed matches that my father played in the League of Ireland in the sixties and continued refereeing at the highest level. He was involved in leagues and, most famously, as a kit man during the football era that probably all of us grew up in,...
