Education (Affordable School Uniforms) Bill 2025: Second Stage [Private Members] (4 Nov 2025)

Johnny Mythen: This Bill has been proposed by my colleague, Deputy O'Rourke, and by Sinn Féin at a time when the cost of living is on everyone's lips. It is a very aptly called the Education (Affordable School Uniforms) Bill 2025. During the ongoing cost-of-living crisis, the cost of school uniforms has become a huge financial burden on families. The average cost of a full school kit, including gym...

Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and Disability: Discussion (Resumed) (4 Nov 2025)

Johnny Mythen: I thank the witnesses for coming this morning. The traffic seemed to be heavier this morning than other mornings. I will pose my first questions. What are the DPO Network's priorities for AI inclusion and oversight? What role should a DPO play in auditing AI systems for bias and accessibility?

Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and Disability: Discussion (Resumed) (4 Nov 2025)

Johnny Mythen: Picking up on that, will Mr. Sherwin explain to us in simple terms the difficulties a deaf person would have with an avatar interpreter versus a qualified human interpreter? We have to explain and explore. Will Mr. Sherwin explain exactly the difference and the difficulties he has?

Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and Disability: Discussion (Resumed) (4 Nov 2025)

Johnny Mythen: How can the Oireachtas help in supporting the DPO-led pilot schemes?

Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and Disability: Discussion (Resumed) (4 Nov 2025)

Johnny Mythen: Yes. Following on from the conversation, I am thinking of something practical we can do. Obviously, there are going to be AI-assisted public service contracts. What would Mr. Sherwin like to see included in those contracts to benefit the members of his group? Is this something practical we can do now?

Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and Disability: Discussion (Resumed) (4 Nov 2025)

Johnny Mythen: That is fine. I thank Mr. Sherwin.

Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and Disability: Discussion (Resumed) (4 Nov 2025)

Johnny Mythen: Following on from that point, if Mr. Sherwin had the power to do so this minute, what legislation would he bring in immediately to help? I know it is probably a difficult question, but if he could, what would he like to see being done?

Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and Disability: Discussion (Resumed) (4 Nov 2025)

Johnny Mythen: Yes. I know it is difficult.

Fisheries: Statements (22 Oct 2025)

Johnny Mythen: The Irish fishing industry is in a state of flux and is on course for a full-scale collapse if the proposed 2026 quotas are accepted and implemented. These crippling quotas represent a 70% cut in mackerel, a 41% in blue whiting and a 22% cut in boarfish. These quotas will financially sink every fishing boat in Ireland, whereas on the other side we have non-EU fleets from the likes of...

Irish Unity: Motion [Private Members] (21 Oct 2025)

Johnny Mythen: The history of our country is one of partition, division, imperial dominance and military occupation. For centuries, Irish people have borne the yoke of oppression - oppression of our language, our culture and our own birthright. That said, the Good Friday Agreement in 1998 was agreed to by all parties, to provide through peaceful democratic means a referendum on Irish unity. It is...

Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and the State: Discussion (21 Oct 2025)

Johnny Mythen: IHREC is one of the most important factors involved in this process. It stated, "The deployment of AI in public services carries high risks". What are some examples of that?

Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and the State: Discussion (21 Oct 2025)

Johnny Mythen: A lot of issues have been raised with us to do with costs and inequality. AI costs a lot of money. Suddenly you have to have iPhones and so forth. It is expensive, especially for people with disabilities. What is Mr. Herrick's opinion on that?

Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and the State: Discussion (21 Oct 2025)

Johnny Mythen: Perhaps the witnesses are aware of this, but I understand that Commissioner McGrath is in charge of the democracy shield at the moment. It is almost finished. Has IHREC made any recommendations on that?

Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and the State: Discussion (21 Oct 2025)

Johnny Mythen: What are the concerns in that regard?

Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and the State: Discussion (21 Oct 2025)

Johnny Mythen: Obviously, the witnesses are aware of the chat control law, which would mandate the scanning of all encrypted messages. That would pose the threat of surveillance of ordinary citizens.
