Brian Leddin: -----have pushed the regulator.

Joint Oireachtas Committee on Climate Action: New Retrofitting Plan and the Built Environment: Discussion (Resumed) (10 May 2022)

Brian Leddin: It is a difficult challenge for the regulator, but it has to be done. Perhaps the committee might consider inviting the regulator to appear before us again. It is the bones of a year since we spoke to Mr. Cussen during our sessions on transport-oriented development and so on. I will ask some questions. I received a note a few minutes ago that the Minister of State with responsibility...

Joint Oireachtas Committee on Climate Action: New Retrofitting Plan and the Built Environment: Discussion (Resumed) (10 May 2022)

Brian Leddin: We will have to keep pushing on that one. I have another message from the Minister. He points out that we were one of the first countries in Europe that developed a climate change sectoral adaptation plan for built and archaeology heritage. If those present want to speak to that, they are more than welcome to do so, or if they have anything else to say to the Minister, they may say it now.

Joint Oireachtas Committee on Climate Action: New Retrofitting Plan and the Built Environment: Discussion (Resumed) (10 May 2022)

Brian Leddin: He is literally watching us. Will members indicate if they wish to ask further questions? I need to pop out, so I invite Deputy Christopher O'Sullivan to take the Chair and finish out the meeting. I thank guests for coming in today, including Mr. Hoyne. It was a very interesting session. I call on Deputy O'Rourke.

Brian Leddin: I thank Mr. Hoyne and invite Dr. Daly to make her opening statement.

Joint Oireachtas Committee on Climate Action: New Retrofitting Plan and the Built Environment: Discussion (Resumed) (10 May 2022)

Brian Leddin: It is something on Senator O'Reilly and other members of the committee-----

Joint Oireachtas Committee on Climate Action: New Retrofitting Plan and the Built Environment: Discussion (Resumed) (10 May 2022)

Brian Leddin: Unfortunately not. It is something we are pushing for. Before I go to Mr. Hoyne, I want to ask about the idea of supporting owners of heritage buildings who, notwithstanding all the great things they can do with their buildings to mitigate energy use, are probably going to have higher energy costs. It seems to me that, in order to incentivise people to own and live in these buildings, we...

Ceisteanna Eile - Other Questions: Tourism Promotion (5 May 2022)

Brian Leddin: I want to support my colleague's call to develop the sail, rail and trail opportunity that Ireland has. I think it is a very significant opportunity for the whole of the country. There is a vision where we can link Rosslare to Waterford, through Tipperary and into Limerick. Some very good work is being done. The launch of the national greenway network yesterday was very positive. In...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Solar Energy and the Agricultural Industry: Discussion (4 May 2022)

Brian Leddin: About 20 years ago, I graduated from a master’s programme where we studied solar PV. The hypothetical solar farm in Longford-Westmeath, which was to be on a 50-acre farm was pie in the sky at that point. Yet, here we are 20 years later, where I hope that solar is going to be a significant part of the energy mix as we go forward through to 2030 and beyond. This is positive. The...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Solar Energy and the Agricultural Industry: Discussion (4 May 2022)

Brian Leddin: That is it. I do not know if our guests want to say more about the 50% if members are agreeable to communicate with the Minister. The ask is to increase it to 80%. Is that correct? The ISEA representatives mentioned that.

Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Strategy for the Greater Dublin Region: Discussion (4 May 2022)

Brian Leddin: Are our guests here until 4 p.m.?

Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Strategy for the Greater Dublin Region: Discussion (4 May 2022)

Brian Leddin: I have a few questions but we will not have time with the bells ringing.

Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Strategy for the Greater Dublin Region: Discussion (4 May 2022)

Brian Leddin: I thank the Cathaoirleach. I have two questions. One is around modal share and the other is on climate targets within the strategy. On the first question, the Cathaoirleach and myself are familiar with coming from Heuston Station on a Tuesday morning and going back there on a Thursday evening, generally. We have seen huge improvements along the quays in the form of reallocation of road...

Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Strategy for the Greater Dublin Region: Discussion (4 May 2022)

Brian Leddin: I apologise for briefly interrupting Mr. Creegan. It does seem to be the case that approach is to carefully roll out these networks. However, given the challenge that we are in, and the urgency of that challenge and crisis, a different approach is to do what has been seen during the pandemic. That is the quick road space reallocation. We would win the space and then at some future point...

Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Strategy for the Greater Dublin Region: Discussion (4 May 2022)

Brian Leddin: I acknowledge that. Is it true then-----

Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Strategy for the Greater Dublin Region: Discussion (4 May 2022)

Brian Leddin: Sorry Chair. Finally, Mr. Creegan might answer the carbon reduction question as well. Does the NTA need further policy from the Government on road space reallocation?

Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Strategy for the Greater Dublin Region: Discussion (4 May 2022)

Brian Leddin: Is Mr. Creegan confirming that he would look to achieve 51% in the GDA by 2030?

Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Strategy for the Greater Dublin Region: Discussion (4 May 2022)

Brian Leddin: The NTA is therefore not leaving it to the other county to find the remaining?

Brian Leddin: We are considering the Circular Economy, Waste Management (Amendment) and Minerals Development (Amendment) Bill 2022. I welcome the Minister of State, Deputy Ossian Smyth, and his officials. I have mentioned to some members already but now seek formal agreement that, should we not conclude in the session between 11 a.m. and 2 p.m., we will resume at 3 p.m. to continue Committee Stage of the...
