Written Answers — Department of Agriculture, Food and the Marine: Greyhound Industry (26 Oct 2023)

Brian Leddin: 105. To ask the Minister for Agriculture, Food and the Marine what efforts have been made to improve the welfare of greyhounds in the racing industry; who is responsible for assessing those welfare standards; and if he will make a statement on the matter. [46988/23]

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Safety: Discussion (25 Oct 2023)

Brian Leddin: I thank the Leas-Chathaoirleach. It is really good to be in this committee as I have a particular interest in transport and I would like to come more often. This subject is very important to me as I have a family member who lost a loved one to a road death. The Minister of State mentioned too that his own family was impacted in a similar way. This is critically important. In recent...

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Safety: Discussion (25 Oct 2023)

Brian Leddin: I will ensure the material is passed on to the Minister of State. It is very interesting. If the Minister of State does agree with it, and I suspect he will, he might, in turn, relay it to the RSA for comment and analysis.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Safety: Discussion (25 Oct 2023)

Brian Leddin: I thank the Leas-Chathaoirleach for letting me in again. I refer to Deputy Matthews's point on the creative interventions around schools or junctions. I had the privilege of spending quite a bit of time in France this summer and there seems to be very different culture in the local and regional government system there. They are empowered to use their own discretion, and often will move...

Brian Leddin: It is a very important Bill.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Safety: Discussion (25 Oct 2023)

Brian Leddin: Indeed. The Minister of State knows that the Bill is very important to his remit even if it is not within his Department. I am sure the Minister of State will impress upon the Minister for Justice, Deputy McEntee, the importance of it.

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Brian Leddin: The purpose of this meeting is to discuss the recommendations contained in the report of the Citizens' Assembly on Biodiversity Loss relating to the funding and economics of nature restoration. The meeting will be split into two sessions. The first is with Professor Martha O'Hagan-Luff of Trinity College Dublin, Dr. Emer Ní Dhúill of Natural Capital Ireland and Dr. Tadhg O'Mahony...

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Brian Leddin: I will go to members shortly and remind them that we have agreed there will be five minutes for questions and answers. I have two questions for the witnesses. I would like to use my time to allow Dr. O'Hagan-Luff to elaborate on her suggestion that there should be a market for credits for ecosystem services. The challenge we have is figuring out how we tweak the system that we currently...

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Brian Leddin: Is a similar system to the carbon trading market envisaged but using environmental or biodiversity credits? Has that idea been mooted at an EU level?

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Brian Leddin: Thank you for that.

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Brian Leddin: I thank Dr. O'Mahony for that. Could he say more about how the current system is not working for farmers? We can say it works for a certain proportion but is it fair to say that for the majority, the system is not working? That was a strong message in his opening statement. If he wants to say more about that, it is an important message to go out.

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Brian Leddin: I thank the witnesses and Deputy O'Rourke. I was going to say, "Professor Bruton". Deputy Bruton is next.

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Brian Leddin: I will jump in on this. Something that has been troubling me in recent weeks is the pseudo-science of cost-benefit analyses. We use this methodology when we invest public money in anything and for good reason. We want to figure out whether it makes sense and have to be careful about how we invest public money. Does Dr. O'Hagan-Luff have anything to say about how good cost-benefit analysis...
