Brian Leddin: It should be said that the retrofit plan is not something that anyone is trying to achieve in a year. It is actually a multi-decade plan. It is a nascent plan as well, and things are going to change, evolve and improve and, it is hoped, take on many of the points the witnesses have made very well.
