Paul McAuliffe: That would be welcome. I am not sure I agree with him that the term "have regard" has a similar strength to "be consistent with". Any basic reading of the wording would suggest that. The idea of the Bill is to make things better. In this case we are trying to maintain the status quo and stop disimproving the situation.
