Ceisteanna Eile - Other Questions: Flood Risk Management (26 Oct 2023)

Cathal Crowe: I have not broken any rules, with the greatest respect.

Ceisteanna Eile - Other Questions: Flood Risk Management (26 Oct 2023)

Cathal Crowe: My question was relevant.

Ceisteanna Eile - Other Questions: Flood Risk Management (26 Oct 2023)

Cathal Crowe: It is entirely relevant.

Ceisteanna Eile - Other Questions: National Development Plan (26 Oct 2023)

Cathal Crowe: The national development plan saw some projects blocked for ideological reasons. They did not make it in, and yet the Minister and his colleagues in Cabinet had the foresight to put in some enabling text. Sometimes that sentence at the end of a plan facilitates the projects that others would like to kill off. It allows them to proceed. I do not want to get the Minister to comment on...

Ceisteanna Eile - Other Questions: Departmental Properties (26 Oct 2023)

Cathal Crowe: 6. To ask the Minister for Public Expenditure and Reform if the OPW has plans to undertake any substantial building work in Shannon, County Clare, specifically remediation works on the Department of Transport's motor taxation office and the passport screening area in Shannon Airport's arrivals hall, operated by An Garda Síochána. [46933/23]

Ceisteanna Eile - Other Questions: Departmental Properties (26 Oct 2023)

Cathal Crowe: What plans does the Minister of State have in terms of the Office of Public Works, OPW, carrying out substantial capital works in the Shannon town area? Specifically, I would like to know whether the Minister of State has any plans for the motor taxation office and passport control in the arrivals hall of the airport.

Ceisteanna Eile - Other Questions: Departmental Properties (26 Oct 2023)

Cathal Crowe: Earlier this year, I visited the motor tax office in Shannon with the Minister of State, Deputy Chambers. It is in a deplorable state. There are basins and buckets in various parts of the corridor. There is water dripping down on some of the computer servers that house the national database for motor taxation. I do not think it is a very safe environment for the people who work in there....

Ceisteanna Eile - Other Questions: Departmental Properties (26 Oct 2023)

Cathal Crowe: I could understand if unit 153 involved some light reconfiguration, but what is going on in there at the moment is heavy reconstruction. This shell of a building will never be able to be used by any other Department now after this work has happened unless the Department gets in the big diggers and pulls it all out again. Going back to the airport, that passport control is the gateway to...

Written Answers — Department of Public Expenditure and Reform: Flood Risk Management (26 Oct 2023)

Cathal Crowe: 20. To ask the Minister for Public Expenditure and Reform if he will outline plans by the OPW to provide for flood relief works in County Cork in light of the recent catastrophic flooding there; and if he will provide an update on flood relief works continuing and planned for County Clare. [46932/23]

Written Answers — Department of Transport, Tourism and Sport: Public Transport (26 Oct 2023)

Cathal Crowe: 132. To ask the Minister for Transport, Tourism and Sport the actions his Department is taking, in consultation with the National Transport Authority, to improve public transport connectivity to and from Shannon Airport; and if he will make a statement on the matter. [47123/23]

Written Answers — Department of Health: Health Services Staff (26 Oct 2023)

Cathal Crowe: 266. To ask the Minister for Health if, in light of the embargo on recruitment in the HSE, existing staff who have been approved for transfers from one area to another will still be accommodated with their transfers; and if he will make a statement on the matter. [47045/23]

Pre-European Council Meeting: Statements (25 Oct 2023)

Cathal Crowe: I will offer a short comment on the commentary given over the weekend by Dana Erlich, the Israeli ambassador to Ireland. It was out of order for her to criticise our President while at the same time rejecting outright any criticisms or questioning of how her state has conducted itself over the past fortnight. I am fully in agreement with anyone who has spoken this week and last week to...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (25 Oct 2023)

Cathal Crowe: In 2009, 24-hour accident and emergency departments were closed in Ennis and Nenagh. At the time it was said this would lead to centres of excellence. Fourteen years on, that simply has never been the case, and it is a falsehood for some to say that it led to any centre of excellence. It was quite the opposite. The problem has been funding, with so many people through one 24-hour accident...

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Safety: Discussion (25 Oct 2023)

Cathal Crowe: I welcome the Minister of State. I will make a few general points and then move on to some more specific issues. First, a homogeneous approach to speed limit reduction will not work. We can all think of examples of roads in our constituencies and home communities that have a speed limit that is too low and many more roads that have a speed limit that is too high. The Department will have...

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Safety: Discussion (25 Oct 2023)

Cathal Crowe: As one travels from Galway to Dublin there is a stretch of the motorway around Athlone town-----

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Safety: Discussion (25 Oct 2023)

Cathal Crowe: Okay. One goes down from 120 km/h. One gets slowed down at that section-----

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Safety: Discussion (25 Oct 2023)

Cathal Crowe: ---- and then one reverts back to motorway speed again. In the main, our motorway network is really well designed and it lends itself to driving at 120 km/h. Generally, that speed is safe. However, I want to give the Minister of State an example of a place where it is not safe, namely, junction 13 on the M18 from Limerick to Galway. This is the Tulla exit on the motorway. In 2018 a 57...

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Safety: Discussion (25 Oct 2023)

Cathal Crowe: I thank the Minister of State for that. The next issue I want to raise is scramblers. I know there is legislation coming through on this but we have seen a development in my area that may also be happening in other towns and cities. Down home something has been happening over the past 12 months which is worrying. When I was growing up, scrambler bikes were used off road. People brought...

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Safety: Discussion (25 Oct 2023)

Cathal Crowe: If I may interject, the law is very robust and the Minister of State is to be commended on it. The Garda Commissioner Drew Harris has his interpretation, some of which harps back to an incident during the summer - I will not go into all of the details - in which a garda was sanctioned for pursuing a stolen vehicle. Rank and file gardaí are being told not to pursue someone not wearing a...
