- Seanad: Domestic Violence (Free Travel Scheme) Bill 2025: Second Stage (22 Oct 2025)
- Malcolm Noonan: I welcome to the Public Gallery members of the Belgium-Luxembourg Chamber of Commerce in Ireland. They are very welcome. They are here as guests of Deputy Barry Ward. Fáilte romhaibh.
- Seanad: Domestic Violence (Free Travel Scheme) Bill 2025: Second Stage (22 Oct 2025)
- Malcolm Noonan: Cuirim fáilte roimh an Aire. This is the Cross-Party Group's fourth piece of legislation. On every occasion, we have used our Private Members' time to bring forward legislation that I think is progressive. We are trying to bring in progressive legislation. The last Bill we brought in was also subject to a timed amendment. It related to vacancy and dereliction. This Bill is far more...
- Joint Oireachtas Committee on Climate, Environment and Energy: Climate Change Targets 2026-2030: Discussion (Resumed) (22 Oct 2025)
- Malcolm Noonan: My first question relates to something I recall from a 1999 waste management strategy around construction and development waste. We still have a huge problem with such waste. There were supposed to be mobile crushers for such waste, yet we seem to be sending huge volumes of it, particularly stone and mortar, to landfill. Can perhaps the CIF comment on that?
- Joint Oireachtas Committee on Climate, Environment and Energy: Climate Change Targets 2026-2030: Discussion (Resumed) (22 Oct 2025)
- Malcolm Noonan: The CIF is calling for soil depots. Given the issue of contamination of soil, particularly the likes of Japanese knotweed on sites, is that not risking transporting contaminated soil to a centralised site and further dispersing soils-----
- Joint Oireachtas Committee on Climate, Environment and Energy: Climate Change Targets 2026-2030: Discussion (Resumed) (22 Oct 2025)
- Malcolm Noonan: I have just a general question for all three witnesses. There was quite a detailed discussion during the housing committee meeting yesterday on vacancy and dereliction and the notion, which seems to have come across in all three presentations here, of perhaps a one-stop-shop approach to dealing with issues of fire access in the renovation of older buildings in our towns and cities. Is that...
- Joint Oireachtas Committee on Climate, Environment and Energy: Climate Change Targets 2026-2030: Discussion (Resumed) (22 Oct 2025)
- Malcolm Noonan: I have one quick final question about landscaping and the opportunity through the nature restoration plan that is being developed nationally. There is an urban aspect to that. We look at some of the challenges in London now in the context of the overheating of buildings and a lack of green space. It seems that there is often a significant underspend in respect of landscaping of new...
- Joint Oireachtas Committee on Climate, Environment and Energy: Climate Change Targets 2026-2030: Discussion (Resumed) (22 Oct 2025)
- Malcolm Noonan: I have a few questions. The first is for Professor Kinnane. Point 2.4 in his statement refers to the system of accounting for production-based emissions. Resource use is a driver of biodiversity loss. Is there a means or mechanism to measure the impact on biodiversity of resource and material use?
- Joint Oireachtas Committee on Climate, Environment and Energy: Climate Change Targets 2026-2030: Discussion (Resumed) (22 Oct 2025)
- Malcolm Noonan: I have a question on natural materials and hemp in particular. It is astonishing that we have not moved on the hemp issue. There was an article in the paper last week about a farmer working on marginal land in Castlegregory down in west Kerry. It really seems like an open goal. I have seen hemp being used as insulation material. It is particularly valuable for traditional buildings...
- Joint Oireachtas Committee on Climate, Environment and Energy: Climate Change Targets 2026-2030: Discussion (Resumed) (22 Oct 2025)
- Malcolm Noonan: My second question is on office space. One of the presentations mentioned 15% vacant office space. Are there exemplars of the adaptation of old office spaces for residential use?
- Joint Oireachtas Committee on Housing, Local Government and Heritage: Vacancy and Dereliction: Discussion (21 Oct 2025)
- Malcolm Noonan: I thank the Leas-Chathaoirleach for letting me in. I am not a member of the committee but I have been following the debate all afternoon and it is really interesting. I have a more general question. I note the Minister has put initiatives in the budget and is finally taking on board some of the recommendations that have been made for many years on tackling vacancy and dereliction. There...
- Joint Oireachtas Committee on Housing, Local Government and Heritage: Vacancy and Dereliction: Discussion (21 Oct 2025)
- Malcolm Noonan: I agree.
- Joint Oireachtas Committee on Housing, Local Government and Heritage: Vacancy and Dereliction: Discussion (21 Oct 2025)
- Malcolm Noonan: They do not, no.
- Joint Oireachtas Committee on Housing, Local Government and Heritage: Vacancy and Dereliction: Discussion (21 Oct 2025)
- Malcolm Noonan: I agree. On the point Mr. O'Connor made about the conversations with neighbours and on streets, we tried it in Kilkenny purely from a social experiment perspective and it is amazing. There was the old retail families who used to live on streets. Separately - and I would welcome Mr. O'Connor's views on this - I feel there seems to be a lack of coherence around that. There are lots of good...
- Joint Oireachtas Committee on Housing, Local Government and Heritage: Vacancy and Dereliction: Discussion (21 Oct 2025)
- Malcolm Noonan: -----while there is this drive now to tackle vacancy and dereliction, we may lose some of the unique fabric of our towns in the rush to do that.
- Seanad: Statement by the Taoiseach (16 Oct 2025)
- Malcolm Noonan: In the minute I have I want to focus, unsurprisingly, on nature, heritage and cultural institutions. I am just back from Geneva with some of the representatives of the Children and Young People's Assembly on Biodiversity Loss where we presented at the human rights, democracy and rule of law forum. I appreciate the support the Taoiseach gave to me as Minister of State with responsibility for...
- Committee on Key Issues affecting the Traveller Community: Human Rights and International Standards for Traveller and Roma Communities: Irish Human Rights and Equality Commission (16 Oct 2025)
- Malcolm Noonan: I welcome Mr. Herrick and Dr. Elliott here this afternoon. I apologise; I was probably the cause of the delay in starting the proceedings because we had the Taoiseach with us in the Seanad. Since its inception, this committee has deliberated with many public Traveller rights organisations. In terms of the challenges we face, this is one of the strongest worded reports we have received....
- Committee on Key Issues affecting the Traveller Community: Human Rights and International Standards for Traveller and Roma Communities: Irish Human Rights and Equality Commission (16 Oct 2025)
- Malcolm Noonan: May I ask one more question? I thank the Chair. Responsibility for Traveller accommodation is not being taken away from local authorities. There does not seem to be an appetite to create a national body to oversee Traveller accommodation. In many ways, the local Traveller accommodation consultative committees, LTACCs, have an important function. Perhaps we need a clearer definition of...
