Seanad: Order of Business (6 Dec 2007)

Larry Butler: They are running the local authorities and it is time they examined their position.

Seanad: Order of Business (6 Dec 2007)

Larry Butler: The Minister has given an extra €1.7 billion to deal with the housing problem. While I want to be fair to Fine Gael and Labour representatives in the councils, it is taking far too long for local authorities to get schemes up and running. It takes six months to bring a Part 8 application to the council where it remains for another three months. My colleague, Senator Regan, will agree...

Seanad: Order of Business (6 Dec 2007)

Larry Butler: The Green Party has put forward some good proposals in the budget. I am delighted about that because it is time we tackled the problems we face in that regard. Perhaps the Leader would allocate time for debates on the basic issues of drugs and housing.

Seanad: Order of Business (11 Dec 2007)

Larry Butler: I rise to extend my sincere sympathies to the families who have lost their sons and daughters to drugs during the past week. I thank people on the other side of the House for their support. We have a duty and a job to do together in this House and the way to do it is unanimously. We must think outside the box in terms of how we will reduce the supply of cocaine. I agree with the Leader of...

Seanad: Order of Business (11 Dec 2007)

Larry Butler: The "Prime Time Investigates" programme indicated that people from all walks of life are using cocaine. Train drivers, airline pilots and bus drivers may be using it. Occupational groups which have a responsibility to members of the public should be subjected to drug testing. A bus driver is responsible for 50 or more people.

Seanad: Order of Business (11 Dec 2007)

Larry Butler: Security is very important in the context of drugs. We should use satellites and other technologies to reduce the volume of drugs entering the country.

Seanad: Order of Business (13 Dec 2007)

Larry Butler: What about the €45,000 the Senator Regan spent on his campaign in the local elections? We did not ask where he got that money.

Seanad: Integration Policy: Statements (Resumed) (13 Dec 2007)

Larry Butler: I have been overlooked on a number of occasions as a speaker. I was supposed to be second on the list and I have not had the chance to speak. I wish to draw the attention of the Cathaoirleach to it.

Seanad: Substance Abuse: Motion (19 Dec 2007)

Larry Butler: I move: That Seanad Éireann recognises the epidemic in our society of alcohol misuse and illegal drug use, in particular cocaine and related substances, and acknowledges the need for a coordinated cross Departmental approach to this problem."

Seanad: Substance Abuse: Motion (19 Dec 2007)

Larry Butler: I wish to share time with Senator Mary White.

Seanad: Substance Abuse: Motion (19 Dec 2007)

Larry Butler: I am pleased to have an opportunity to speak in this debate on drug and alcohol misuse. I welcome the co-operation of the Opposition parties as an all-party approach is more likely to lead to solutions. RTE has highlighted the widespread use of cocaine. I thank the Minister of State for the high profile manner in which he has gone about explaining the situation on RTE and the various...

Seanad: Substance Abuse: Motion (19 Dec 2007)

Larry Butler: That is essential. If we are serious about allowing people onto the roads, the issue of health and safety must come into play. That is one of the difficulties the Minister of State should tackle. The Minister of State has stated that there is no quick fix to this problem. This is why we are discussing the matter this evening. We must be flexible in attitudes and policies, awaiting the...

Seanad: Substance Abuse: Motion (19 Dec 2007)

Larry Butler: I thank the Leas-Chathaoirleach for his forbearance. The level of drugs seizures is well in excess of targets set out. The social, personal and health education and the Walk Tall programmes are in all schools. I would like to see more emphasis on this. Senator Buttimer outlined clearly what he would like to see done there. That is the good aspect of our co-operation on this motion. I am...

Seanad: Substance Abuse: Motion (19 Dec 2007)

Larry Butler: Tomorrow at 10.30 a.m.

Seanad: National Waste Strategy: Statements (Resumed) (27 Feb 2008)

Larry Butler: I welcome the Minister, Deputy Gormley, to the House and thank him for keeping in touch with me as a public representative in the Seanad. He is prompt in letting me know what is happening in the Department of the Environment, Heritage and Local Government, which is very important. This country's waste management services have developed from a low base. I spent 17 years as a member of Dún...

Seanad: Order of Business (28 Feb 2008)

Larry Butler: I ask the Leader to facilitate a full debate on Ireland's EU involvement and the role it plays therein. It also is important to recognise that Ireland has contributed €914 million this year in official development aid, ODA. As Ireland is the sixth largest contributor in the EU, it is important to have a debate on this subject. Almost €46 billion was contributed last year by the 27...

Seanad: Order of Business (28 Feb 2008)

Larry Butler: ——and he should consider his position in that regard as spokesman.

Seanad: Order of Business (28 Feb 2008)

Larry Butler: I do not believe he is the spokesman on that subject——
