Written Answers — Department of Health: Health Service Executive (28 Nov 2023)

Richard O'Donoghue: 631. To ask the Minister for Health the reason there is an embargo on recruitment in the HSE coming into the worst time of the year, given that in University Hospital Limerick last Christmas, many lives were lost due to staff shortages; will this be the same this Christmas; if this is due to a budget deficit; and if he will make a statement on the matter. Ceisteanna ó Cheannairí - Leaders' Questions (22 Nov 2023)

Richard O'Donoghue: The Taoiseach was in Limerick during the week at the Limerick Chamber Regional Business Awards. When he spoke there, people were disillusioned and wondering if it was actually the Taoiseach speaking or an independent Deputy because what he was saying is not actually what his Government is carrying out. They actually thought, at the start of his speech, that he was reading my speech, with...

Ceisteanna ó Cheannairí - Leaders' Questions (22 Nov 2023)

Richard O'Donoghue: I agree with the Taoiseach 100% that people who work in Ireland deserve to get fair pay. The top earner in the HSE earns €974,000 a year whereas a newly qualified nurse earns €32,552. Again, we go back to the people who work and these nurses work tirelessly to help us. The Government is backing a person who earns €18,730.69 per week against a nurse who earns...

Ceisteanna ó Cheannairí - Leaders' Questions (22 Nov 2023)

Richard O'Donoghue: Bernard Gloster is on €420,000.

Ceisteanna ó Cheannairí - Leaders' Questions (22 Nov 2023)

Richard O'Donoghue: It does.

Ceisteanna ó Cheannairí - Leaders' Questions (22 Nov 2023)

Richard O'Donoghue: It does apply to nurses. The Taoiseach does not know what he is talking about. He is all over the place.

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (16 Nov 2023)

Richard O'Donoghue: Children at Risk Ireland, CARI, provides long-term therapeutic supports for children aged three to 18 who have been affected by child sexual abuse, and their families. It is notable that One-in-Four, which supports adult victims of child abuse, receives 75% funding from the State, such as the HSE, Tusla and the Department of Justice. At the present time, Tusla is only offering one third of...

Committee on Public Petitions: Consideration of Public Petition to Reopen Ennis, Nenagh and St. John's Emergency Departments: Discussion (16 Nov 2023)

Richard O'Donoghue: I thank the witnesses for their presentation. I was one of the TDs at their protest. I have been at every protest since and I will be at all the rest. At the end of May this year, I had a TIA. The one request I had from my own doctor was not to send me to UHL, so I went to Ennis. When I got to Ennis, they could not do all of the tests. There was one test they did not have the machine...

Committee on Public Petitions: Consideration of Public Petition to Reopen Ennis, Nenagh and St. John's Emergency Departments: Discussion (16 Nov 2023)

Richard O'Donoghue: I will do that on the floor of the Dáil but I am not and never have been afraid to speak up. I will take the advice of An Cathaoirleach. The Government has made mistakes. When you make a mistake, if you stand up, say you have made a mistake, try to fix it and listen to the people who know, it is an honourable thing to do. Anyone can make a mistake. By not fixing its mistake, the...

Committee on Public Petitions: Consideration of Public Petition to Reopen Ennis, Nenagh and St. John's Emergency Departments: Discussion (16 Nov 2023)

Richard O'Donoghue: I cannot blame staff in the emergency department in Limerick because they go above and beyond to do what they have to do. A trolley had been moved twice to get a machine out to cater for somebody else. It was something you should not see anywhere but when you got to where you needed to get to for care, you got excellent care within the hospital system. Having to lean over two or three...

Committee on Public Petitions: Consideration of Public Petition to Reopen Ennis, Nenagh and St. John's Emergency Departments: Discussion (16 Nov 2023)

Richard O'Donoghue: No, but I was there.

Committee on Public Petitions: Consideration of Public Petition to Reopen Ennis, Nenagh and St. John's Emergency Departments: Discussion (16 Nov 2023)

Richard O'Donoghue: On the basis of staffing, UHL has one of the highest turnovers of staff in the country. Why do you think that is?

Committee on Public Petitions: Consideration of Public Petition to Reopen Ennis, Nenagh and St. John's Emergency Departments: Discussion (16 Nov 2023)

Richard O'Donoghue: The questions Deputy Devlin asked the witnesses were good. If he is looking for the facts, I am a Limerick man myself. I am very thankful to the people from Clare and the representatives who are here. There is the question as to why there is such a turnover of staff. A major problem within UHL at the moment is that there is a massive language barrier within the staff.

Committee on Public Petitions: Consideration of Public Petition to Reopen Ennis, Nenagh and St. John's Emergency Departments: Discussion (16 Nov 2023)

Richard O'Donoghue: There is a major language barrier with the staff and the recruitment in UHL. They are all health professionals and I have no doubt about that, but it is a major problem when there are elderly people who cannot understand different languages. From the point of view-----

Committee on Public Petitions: Consideration of Public Petition to Reopen Ennis, Nenagh and St. John's Emergency Departments: Discussion (16 Nov 2023)

Richard O'Donoghue: No, actually-----

Committee on Public Petitions: Consideration of Public Petition to Reopen Ennis, Nenagh and St. John's Emergency Departments: Discussion (16 Nov 2023)

Richard O'Donoghue: No, if the Cathaoirleach will let me finish the point, I will be able to clarify it further. As a person who has been in other hospitals around the country, I welcome all the healthcare staff. Yet, I hear from the staff themselves - staff of all nationalities - that there is a problem with a language barrier that affects consultants, staff, etc. That is for all nationalities, and not just...

Committee on Public Petitions: Consideration of Public Petition to Reopen Ennis, Nenagh and St. John's Emergency Departments: Discussion (16 Nov 2023)

Richard O'Donoghue: I again thank the witnesses who came in today. I thank them for their courage and for the way they have united together, from Limerick to Clare to Tipperary. From what we can see, the people who are at the coalface of this will understand where it needs to happen and what needs to happen, which is the safety of the public. We can understand this. It has been going on for far too long. As...

Committee on Public Petitions: Consideration of Public Petition to Reopen Ennis, Nenagh and St. John's Emergency Departments: Discussion (16 Nov 2023)

Richard O'Donoghue: No.

Committee on Public Petitions: Decisions on Public Petitions Received (16 Nov 2023)

Richard O'Donoghue: Ms Anna Kavanagh came to us with this one. We sent the report from the Ombudsman to her. We will ask her to come back to us. I agree with Deputy Buckley that this would need a Minister in.

Committee on Public Petitions: Decisions on Public Petitions Received (16 Nov 2023)

Richard O'Donoghue: The first port of call on this one is for the reply from the Ombudsman to go back to the petitioner.
