Written Answers — Department of Health: Medical Aids and Appliances (28 Sep 2023)

Richard O'Donoghue: 266. To ask the Minister for Health when the rapid HTA, undertaken by HIQA in November 2022, reviewing the evidence of the clinical and cost-effectiveness of continuous and intermittent glucose monitoring systems for people with type 1 diabetes, will be published; and if it recommends the widening of access to these devices, if funding will be provided. [41956/23]

Affordable Housing: Motion (Resumed) [Private Members] (21 Sep 2023)

Richard O'Donoghue: Deputy Thomas Pringle is there as well.

Affordable Housing: Motion (Resumed) [Private Members] (21 Sep 2023)

Richard O'Donoghue: I thank the Acting Chair. I want to talk to the Minister of State, Deputy Collins, about affordable homes and rentals for people in Limerick, as a fellow Limerick man himself. I was at the Joint Committee on Housing, Local Government and Heritage a while ago with the Minister, Deputy O'Brien. I am going to ask the Minister of State the same question I asked him. Thirty-eight years ago, a...

Energy (Windfall Gains in the Energy Sector) (Cap on Market Revenues) Bill 2023: Second Stage (21 Sep 2023)

Richard O'Donoghue: It is ironic that the cartoon I have fell on the ground. It was sent to me by a friend of mine and it shows a fuel can saying: Whoever said what goes up must come down wasn't talking about me. It is ironic that everything in the Government's eyes goes up. Why? Because of inflation. Why does the Government love inflation? Because it means more revenue. How much extra revenue has the...

Joint Oireachtas Committee on Housing, Planning and Local Government: Proposed Changes to River Shannon, Grand and Royal Canals and River Barrow Navigation By-laws: Discussion (21 Sep 2023)

Richard O'Donoghue: The first speaker asked the witnesses about the fees for search and rescue and suicide watch using the waterways. Is there a fee for people performing an essential service in trying to save lives?

Joint Oireachtas Committee on Housing, Planning and Local Government: Proposed Changes to River Shannon, Grand and Royal Canals and River Barrow Navigation By-laws: Discussion (21 Sep 2023)

Richard O'Donoghue: Is that also the case for suicide watch or anyone who helps to keep the waterways safe?

Joint Oireachtas Committee on Housing, Planning and Local Government: Proposed Changes to River Shannon, Grand and Royal Canals and River Barrow Navigation By-laws: Discussion (21 Sep 2023)

Richard O'Donoghue: There are two.

Joint Oireachtas Committee on Housing, Planning and Local Government: Proposed Changes to River Shannon, Grand and Royal Canals and River Barrow Navigation By-laws: Discussion (21 Sep 2023)

Richard O'Donoghue: Will the increase in the fee from €126 to €200 be across the board? Will the fees change like those in Sallins? Will the fees change in Limerick? Will they change in each individual district? Why will the fee in Sallins be €2,500?

Joint Oireachtas Committee on Housing, Planning and Local Government: Proposed Changes to River Shannon, Grand and Royal Canals and River Barrow Navigation By-laws: Discussion (21 Sep 2023)

Richard O'Donoghue: We are looking at rural unserviced sites with a fee of €1,500.

Joint Oireachtas Committee on Housing, Planning and Local Government: Proposed Changes to River Shannon, Grand and Royal Canals and River Barrow Navigation By-laws: Discussion (21 Sep 2023)

Richard O'Donoghue: Then it goes up to the serviced sites so Waterways Ireland will raise the fee as it applies to the different locations where there are services. I am not a boating person. I am a tourism person. I would like to see people coming in and being able to dock because it supports the economy. From listening to a boating person, their only request is for a place for pumping sewerage. If...

Joint Oireachtas Committee on Housing, Planning and Local Government: Proposed Changes to River Shannon, Grand and Royal Canals and River Barrow Navigation By-laws: Discussion (21 Sep 2023)

Richard O'Donoghue: There are people who have been living on boats for the past 20 or 30 years. If they were living on land, they would have rights to stay where they were and nothing could be done. Does the same thing apply where somebody has been on the waterways for the last 20 or 30 years in the same location? What rights will they have if these by-laws come in?

Joint Oireachtas Committee on Housing, Planning and Local Government: Proposed Changes to River Shannon, Grand and Royal Canals and River Barrow Navigation By-laws: Discussion (21 Sep 2023)

Richard O'Donoghue: Therefore, there will be respect for the existing locations as much as possible. Deputy Ó Broin spoke earlier and I believe Mr. Rowe gave a commitment to extend the 108-day consultation period. I personally was off for summer; I was sick. However, many other people in the tourism industry were in their peak season. As was said by other speakers, this came out in the middle of a...

Joint Oireachtas Committee on Housing, Planning and Local Government: Cost Rental Tenant In Situ Scheme: Minister for Housing, Local Government and Heritage (21 Sep 2023)

Richard O'Donoghue: I welcome what the Minister has done to date but I am also looking for a breakdown for every county. I want this done by the local authority that represents the area. We had a discussion earlier about Patrickswell. Two weeks ago I was at a meeting with IBEC. Its biggest concern is that 83% of manufacturing and floor staff are finding it difficult to get rental accommodation in urban and...

Joint Oireachtas Committee on Housing, Planning and Local Government: Cost Rental Tenant In Situ Scheme: Minister for Housing, Local Government and Heritage (21 Sep 2023)

Richard O'Donoghue: What about somebody in arrears?

Joint Oireachtas Committee on Housing, Planning and Local Government: Cost Rental Tenant In Situ Scheme: Minister for Housing, Local Government and Heritage (21 Sep 2023)

Richard O'Donoghue: The Minister recently visited County Limerick. When will we get the money for the infrastructure that was promised in Askeaton, Dromcollogher and Hospital? This will allow a level playing field with regard to infrastructure in Limerick so that we can rebuild our towns and villages.

Joint Oireachtas Committee on Housing, Planning and Local Government: Cost Rental Tenant In Situ Scheme: Minister for Housing, Local Government and Heritage (21 Sep 2023)

Richard O'Donoghue: Will there be a second round for the Independents?

Joint Oireachtas Committee on Housing, Planning and Local Government: Cost Rental Tenant In Situ Scheme: Minister for Housing, Local Government and Heritage (21 Sep 2023)

Richard O'Donoghue: This is very important. I refer to the local authority industrial action in the coming weeks. Industrial action is to be escalated next week as the Fórsa trade union states there is a lack of comprehensive job evaluation in schemes in local authorities. Industrial action will include a ban on all internal and external email correspondence and a 48-hour phone ban. How many of the...

Joint Oireachtas Committee on Housing, Planning and Local Government: Cost Rental Tenant In Situ Scheme: Minister for Housing, Local Government and Heritage (21 Sep 2023)

Richard O'Donoghue: And outside of that now.

Mortgage Interest Relief: Motion (Resumed) [Private Members] (20 Sep 2023)

Richard O'Donoghue: A €250,000 mortgage is, in today's terms, a small mortgage. The VAT of 13.5% on €200,000 amounts to €23,788.55. The VAT on the other €50,000 of the mortgage stands at 23%, amounting to €9,349.60. That equates to a total of €33,138 in tax that the Government is taking off a person on their mortgage. If we then look at the contractor who has to...
