Pa Daly: Briefly, to follow on from what Deputy Ó Ríordáin said, NGOs within the sector wanted the agency to have some more autonomy. We need accountability within the agency, so the Minister being directly responsible is not necessarily negative but we feel that this provides a good balance. We wish to support Deputy Ó Ríordáin's amendment.
