Joan Burton: ——the proposed sanctions the IFSRA may impose are contained in the Central Bank and Financial Services Authority of Ireland Bill which is still before the House. However, no Order for Report Stage has yet been made in respect of that legislation. The IFSRA is a toothless watchdog because it has no powers of sanction.
