Seanad: Nithe i dtosach suíonna - Commencement Matters: Health Service Executive (14 Dec 2023)

Malcolm Byrne: Cuirim fáilte roimh an Aire Stáit. The HSE boasts on its website that it is "the largest property owner in the State, so staying on top of all our facilities is key to the smooth functioning of our entire health system". Among the main strategic objectives of the HSE estates section are: "To provide appropriate facilities that serve and accommodate patients and staff in a relaxed,...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Health Service Executive (14 Dec 2023)

Malcolm Byrne: I am not quite sure how to respond to this. The only information that is new in this statement is the fact that the building is held freehold in Camolin. Finally we know that this title issue raised by the HSE was a nonsense. Next year, we will be celebrating the tenth anniversary of the failure of the HSE estates to do anything. The Minister of State's own Department of Public...

Seanad: An tOrd Gnó - Order of Business (14 Dec 2023)

Malcolm Byrne: I join Senators in thank Tom Hickey for his work. I wish him the best in the next chapter in his life. The Ceannaire may be aware that the leadership elections for the Irish Farmers Association, IFA, took place this week. I commend all those who contested them, including Francie Gorman, the new president. In particular, I congratulate Alice Doyle, who is the first ever female deputy...

Seanad: Health (Termination of Pregnancy Services) (Safe Access Zones) Bill 2023: Second Stage (14 Dec 2023)

Malcolm Byrne: I pay tribute to the work of the Minister in the area of women's health. His record and legacy when it leaves the Department will show that he has done more in this area than any other Minister since the foundation of the State. If we look at the issue of termination of pregnancy, one of the best ways to deal with it is through having proper sex education and access to contraception, and...

Seanad: Health (Termination of Pregnancy Services) (Safe Access Zones) Bill 2023: Second Stage (14 Dec 2023)

Malcolm Byrne: I propose we adjourn sine die.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Football Association of Ireland's Facility Investment Vision and Strategy, and Governance Issues: Discussion (13 Dec 2023)

Malcolm Byrne: I thank all the witnesses for their input and work generally. I do not doubt that the governance issues we are discussing are serious and need to be resolved, but they need to be borne in mind in the context that the title of today’s discussion concerns the FAI’s Facility Investment Vision and Strategy for Irish Football. I do not want an important discussion on some of the...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Football Association of Ireland's Facility Investment Vision and Strategy, and Governance Issues: Discussion (13 Dec 2023)

Malcolm Byrne: Is Mr. Ó Lionáin happy the oversight measures caught the problem? This committee had to deal with another organisation for a large part of this year and there were questions about how things were caught. There is the history of the FAI, which we will not go into, but is Mr. Ó Lionáin happy the appropriate structures are now in place to catch any of these issues?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Football Association of Ireland's Facility Investment Vision and Strategy, and Governance Issues: Discussion (13 Dec 2023)

Malcolm Byrne: My next question is for Dr. May. The requirement is that the chief executive not be paid any more than the Secretary General of a Department. I assume it is a standard Secretary General of a Department, not one who may sit on the board of the FAI.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Football Association of Ireland's Facility Investment Vision and Strategy, and Governance Issues: Discussion (13 Dec 2023)

Malcolm Byrne: My next question is based on the fact that Mr. Bonner is on the screen. He is probably the veteran. I say that respectfully. Having seen the FAI go through various guises over time, could he give his perspective on the governance issues and what we are due to talk about today, which concerns facilities investment and vision?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Football Association of Ireland's Facility Investment Vision and Strategy, and Governance Issues: Discussion (13 Dec 2023)

Malcolm Byrne: If there are one or two recommendations in the report, but also generally, on which Mr. Bonner would have an ask of the Government regarding investment in grassroots soccer, what are they?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Football Association of Ireland's Facility Investment Vision and Strategy, and Governance Issues: Discussion (13 Dec 2023)

Malcolm Byrne: I might ask Mr. Hill or some of the FAI team to elaborate on that, on the basis of the submission here. If one was to look at trying to influence Government policy, what are the two or three areas where we could deliver in the short term? I am particularly thinking about grassroots but I get Mr. Bonner's point in that there has to be a synergy at all levels.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Football Association of Ireland's Facility Investment Vision and Strategy, and Governance Issues: Discussion (13 Dec 2023)

Malcolm Byrne: I want to ask about the issue Mr. Bonner raised, the issue around multi-use sporting facilities - which is a challenge for the community - and the co-operation between the FAI at grassroots level and other sporting codes.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Football Association of Ireland's Facility Investment Vision and Strategy, and Governance Issues: Discussion (13 Dec 2023)

Malcolm Byrne: I want to conclude-----

Joint Committee on Tourism, Culture, Arts, Sport And Media: Football Association of Ireland's Facility Investment Vision and Strategy, and Governance Issues: Discussion (13 Dec 2023)

Malcolm Byrne: -----by commending the FAI on its work on the women's game, not just with the national team, although their success has brought great joy to all of this summer. I can see the activity at grassroots level so I welcome the comments, and the fact that it is very much built into the strategy here today.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Ambulance Service (12 Dec 2023)

Malcolm Byrne: Cuirim fáilte roimh an Aire Stáit. I raise the question of the ambulance base at Gorey, County Wexford.I am sure the Minister of State will join me in paying tribute to our hardworking ambulance crews across the country. The ambulance crew that is operating in Gorey is operating in a Portakabin that is completely substandard and unacceptable as a workplace. The National Ambulance...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Ambulance Service (12 Dec 2023)

Malcolm Byrne: I appreciate that the Minister of State is answering on behalf of the Department of Health but tell us something we do not know. Essentially all we are told is that it is included in the capital plan even though it had been in the strategic plan for 2016 to 2020. There has been no progress. What the Minister of State is clearly saying is that the HSE has given no real commitment to the...

Seanad: An tOrd Gnó - Order of Business (12 Dec 2023)

Malcolm Byrne: Like others, I would like to pay tribute to Senator Mary Seery Kearney for all of her work on the surrogacy issue. She brought her personal story but she has clearly delivered on this issue. I want to say, "Well done". On the other issue, I want to pay tribute to all of our healthcare workers, including many of those who come from all over the world. I see at first hand the vital work...

Seanad: An tOrd Gnó - Order of Business (12 Dec 2023)

Malcolm Byrne: The Leader will be aware of the hurricane that happened in Leitrim and the impact it has had. I have raised in the House previous similar incidents in Foulksmills in south Wexford. Extensive damage was done to a number of homes as a result of winds blowing at a rate of up to 130 km/h. Any of the much needed supports for Leitrim village should also be made available to those in Foulksmills....

Seanad: An tOrd Gnó - Order of Business (22 Nov 2023)

Malcolm Byrne: I also join the Cathaoirleach and Leader in congratulating Mary on her service. I wish her the very best for the next chapter in her life. I also welcome Emma, Yvonne and Michelle to the Gallery. They have been doing enormous work in north Wexford to resolve the school bus issue, which I know many of us have to address. There are a number of issues I would like to raise today, the first...

Seanad: Artificial Intelligence and Emerging Technologies: Motion [Private Members] (22 Nov 2023)

Malcolm Byrne: I move: “That Seanad Éireann: notes: - the enormous challenges and opportunities that Artificial Intelligence(AI) and emerging technologies present for all sectors of society; - that AI will be embedded in almost every aspect of life; - that AI could lead to significant positive improvements in delivery of services such as healthcare or in transport; - the particular...
