Seanad: Microbeads (Prohibition) Bill 2019: Committee and Remaining Stages (17 Dec 2019)

Pippa Hackett: I move amendment No. 7: In page 5, to delete lines 6 and 7. This amendment relates specifically to sunscreen. From what I gather, few sunscreens contain microbeads. In fact, it relates to only a small portion of the sunscreen market. Let us consider the discussions on previous amendments on water soluble materials and wipe-on and wipe-off processes. Sunscreen tends not to be wiped...

Seanad: Microbeads (Prohibition) Bill 2019: Committee and Remaining Stages (17 Dec 2019)

Pippa Hackett: I move amendment No. 9: In page 5, line 29, to delete “may” and substitute “shall”. We are looking for strengthening of the legislation replacing the word "may", which is open-ended and might happen, with "shall" which sounds more like that it will.Similarly, in amendment No. 10, we propose to put in "and" instead of "or", which provides an optional opt-out,...

Seanad: Microbeads (Prohibition) Bill 2019: Committee and Remaining Stages (17 Dec 2019)

Pippa Hackett: Rather than just dealing with the disposal of a product, the amendment seeks to add in the phrase “reuse, recycling or” disposal. Such an addition fits in with the current environment and conversations that even schoolchildren are having about climate change.

Seanad: An tOrd Gnó - Order of Business (23 Jul 2020)

Pippa Hackett: It is an honour to address the House in the other House's Chamber. It is comforting to see my fellow Senators, Oireachtas Members and staff wearing their face masks at this crucial stage of the Covid crisis. Nobody needs reminding that this crisis has gripped our country since the middle of March. It has wreaked havoc on our day-to-day lives, shut down schools and businesses, impacted jobs...

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Order for Second Stage (23 Sep 2020)

Pippa Hackett: I move: "That Second Stage be taken now."

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Second Stage (23 Sep 2020)

Pippa Hackett: I move: "That the Bill be now read a Second Time." I welcome the opportunity to introduce the Forestry (Miscellaneous Provisions) Bill. I thank the Dáil's Business Committee for agreeing to waive the requirement for pre-legislative scrutiny of the general scheme of the Bill due to the urgency of the need to introduce this legislation. For the same reason, I have requested that this...

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Second Stage (23 Sep 2020)

Pippa Hackett: I thank the Cathaoirleach, the Leas-Chathaoirleach and all my fellow Senators for their contributions. I welcome the fact there has been a great deal of engagement from the House on this, which is very useful to me. I reiterate that the purpose of amending the existing legislation is to improve the functioning of the forestry appeals system so that it will meet the needs of all the...

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Second Stage (23 Sep 2020)

Pippa Hackett: Next Friday.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Light Rail Projects (24 Sep 2020)

Pippa Hackett: I thank the Senator for his kind words at the start of his remarks. I am here on behalf of the Minister, Deputy Ryan, who is taking Oral Questions in the other House. It is a rather unfortunate clash but that is the way it goes. I thank the Senator for the opportunity to address this issue in the House today. This Government is committed to a fundamental change in the nature of transport...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Light Rail Projects (24 Sep 2020)

Pippa Hackett: Indeed, those are my scribbled notes. I did not bring the original copies with me so the Senator is getting some inside information.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Light Rail Projects (24 Sep 2020)

Pippa Hackett: I queried that before I came up here. I asked about it because I noticed there was mention of other options in the script. I chatted with some of the officials from the Department of Transport, Tourism and Sport. That turn-back facility in St. Stephen's Green seems a potential option. I could certainly engage with the officials and find out if there are other options because the script...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Light Rail Projects (24 Sep 2020)

Pippa Hackett: The Senator is fine.

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Committee and Remaining Stages (25 Sep 2020)

Pippa Hackett: I thank Senators for their suggestions and comments. The fostering of public debate and transparent communication is very important. The forestry appeals committee currently publicises the results of appeals on its website shortly after a decision is made. That said, I think the suggestions and statements proposed in amendment No. 1 would add to the transparent communication which is...

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Committee and Remaining Stages (25 Sep 2020)

Pippa Hackett: I thank the Senators for their contributions on these amendments. What is being suggested here is already in place in practice. The chair of the forestry appeals committee selects people with specific expertise on environmental law and appeals. The current chairperson has significant experience and competence in matters relating to planning appeals. Again, we must remember that this Bill...

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Committee and Remaining Stages (25 Sep 2020)

Pippa Hackett: I appreciate Senator Boyhan spoke only to amendment No. 11. If the other Senators do not wish to speak to their amendments, I will address them as a group. All of the amendments in the group relate to the time limit for appeals. A number of suggestions have been made to me on the side to the effect that the length of time is too long and should be shorter. However, I consider that 28 days...

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Committee and Remaining Stages (25 Sep 2020)

Pippa Hackett: I thank Senators again for the discussion on these amendments. I accept the concerns behind the people making appeals. I believe there is a genuine reason in the vast majority of cases. We must appreciate that appeals have been made against licences issued for things like woodland creation, before being withdrawn when they have been highlighted. One must consider and be aware that a...

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Committee and Remaining Stages (25 Sep 2020)

Pippa Hackett: On the clarification, I will have to check. I will certainly look back at that part of the Bill and check what flexibility there is for me to extend the period in question. I appreciate the Senator's concern and will certainly look into that, if that is okay.

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Committee and Remaining Stages (25 Sep 2020)

Pippa Hackett: I take that on board. The Senator might give me time to reflect on that

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Committee and Remaining Stages (25 Sep 2020)

Pippa Hackett: I thank Senators again for their engagement on this section of the Bill. I agree that it is right that people should have access to justice. This Bill, in its current format, does not prevent anyone from taking a judicial review based on the results of the forestry appeals committee. It remains open to appellants, or indeed applicants, who are unhappy with the review or appeal of an...

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Committee and Remaining Stages (25 Sep 2020)

Pippa Hackett: Until now, people could go straight to the High Court with their concerns. This is just another filter which would make it more appropriate to do so. One would seek a judicial review from the High Court and if the High Court deemed that necessary, one could continue.
