Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Traveller Mental Health: Discussion (Resumed) (15 Oct 2019)

Colette Kelleher: I accept that there is a lot going on, but I question whether it is enough in the face of a crisis.

Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Traveller Mental Health: Discussion (Resumed) (15 Oct 2019)

Colette Kelleher: The point that the Senator is making is that we know that but we are also querying the competence of anybody to whom a member of the Traveller community might be referred, where they might be met by a therapist from the health services or outside of them who is capable of treating that person as an equal, and does not hold prejudice or discriminate, in a hidden manner or not. I am encouraged...

Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Traveller Mental Health: Discussion (Resumed) (15 Oct 2019)

Colette Kelleher: Given the scale of the crisis, we need to be doing better than hoping that the person one might be referred to has cultural sensitivity.

Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Traveller Mental Health: Discussion (Resumed) (15 Oct 2019)

Colette Kelleher: Can the HSE also comment on whether it has enough resources to do what it needs to do? Are there any other questions, queries or comments?

Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Traveller Mental Health: Discussion (Resumed) (15 Oct 2019)

Colette Kelleher: They are broad points.

Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Traveller Mental Health: Discussion (Resumed) (15 Oct 2019)

Colette Kelleher: We have to stick with the focus we have here on this committee, which is, specifically, the crisis in Traveller mental health and the responses to it.

Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Traveller Mental Health: Discussion (Resumed) (15 Oct 2019)

Colette Kelleher: I thank the witnesses. We will look at health in the next two meetings, we will have four meetings about education, then we will look at employment. We will come back to accommodation, since having a safe, decent place to call home seems to be a fundamental part of being able to be well. Do any witnesses have any final points?

Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Traveller Mental Health: Discussion (Resumed) (15 Oct 2019)

Colette Kelleher: That is encouraging and a good note to finish on. It is heartening to hear that the Minister of State, the Department and the HSE, which is the main delivery agency for health and mental health, all recognise the crisis and prioritise it. That will be judged by the actions that we take. As we wait for coroners, ethnic identifiers and such, people are dying, lives are being lost and...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Colette Kelleher: I will first put my questions to the ESRI but there may be some crossover with the NESC. The ESRI stated land costs are a substantial portion of the overall cost of building homes and came down strongly on the site tax. Does the institute believe such a measure needs to sit alongside any legislation relating to the Land Development Agency and that it is a necessary part of the package? I...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Colette Kelleher: I am also interested in the type and the equation. A total of 10% of social housing seems to be a bad deal, given the large size of the giveaway. There is also the question of what is affordable. A great debate is ongoing about whether €310,000 is affordable but I do not believe that it is for people on an average wage. What are our guests' views on the definition of "affordable"?...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Colette Kelleher: What is needed.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Colette Kelleher: Should that aspect be strengthened in the Bill?

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Colette Kelleher: That is something for the committee to take note of.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Colette Kelleher: That is reassuring.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Colette Kelleher: I understand.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Colette Kelleher: It is outside the legislation, but perhaps it needs to sit alongside it.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Colette Kelleher: I refer to the types of housing in question. We have had trouble in the past with ghost estates, which were built in places where nobody wanted to live. How do we make sure that not only is housing affordable, with security of tenure and a stable price over time, but also that we build the right type of housing in the right place? Do the witnesses have any comments on that?

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Colette Kelleher: What should be included in the legislation to ensure that outcome, as we are doing detailed scrutiny?

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Colette Kelleher: The balance.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Colette Kelleher: Enough homes for us in Ireland would be a fantastic social return, would it not?
