Seanad: Business of Seanad: Motion (21 Jan 2020)

Joan Freeman: I echo what all the previous speakers said. I thank the Cathaoirleach for his dignified wisdom. This was my first time working in a situation like this and I was most impressed. I also thank Senator Paul Coghlan in his role as the Leas-Chathaoirleach. I pay special tribute to Martin Groves and Bridget Doody. They know that I would not be here today without them. I would have been...

Seanad: An tOrd Gnó - Order of Business (28 Nov 2019)

Joan Freeman: I acknowledge that it is Thanksgiving Day. I wish the people in Solace House in New York and all the clients that go to them a happy Thanksgiving Day. I wish to follow on from what the previous speaker said about the embarrassment of Fine Gael over the state of the emergency department in the children's hospital. It made me look back at Fine Gael's election manifestos in 2011 and 2016. I...

Seanad: An tOrd Gnó - Order of Business (20 Nov 2019)

Joan Freeman: I would love to see that level of debate about mental health services, not comments in the Chamber. It is a pity because I receive text messages on a daily basis, not just from parents whose children are trying to avail of mental health services in County Wexford but also from staff in HSE South. I will quote from a text message sent to me yesterday by a very distressed mother. She...

Joint Oireachtas Committee on Children and Youth Affairs: UN Convention on the Rights of the Child: Discussion (20 Nov 2019)

Joan Freeman: If I may interrupt for a moment, please, I must vote shortly and I have a couple of questions I really want to ask.

Joint Oireachtas Committee on Children and Youth Affairs: UN Convention on the Rights of the Child: Discussion (20 Nov 2019)

Joan Freeman: Not if I am going to vote shortly.

Joint Oireachtas Committee on Children and Youth Affairs: UN Convention on the Rights of the Child: Discussion (20 Nov 2019)

Joan Freeman: Thank you.

Joint Oireachtas Committee on Children and Youth Affairs: UN Convention on the Rights of the Child: Discussion (20 Nov 2019)

Joan Freeman: I apologise to Dr. Muldoon and Dr. McAuley for being late and that I have to leave shortly to vote. I was in the Chamber complaining about services for mental health, in Wexford in particular. I am sure they will be well aware of what I was raising. I am getting text messages not only from parents but also from staff in the area. Dr. Muldoon mentioned that the Government does not have...

Joint Oireachtas Committee on Children and Youth Affairs: UN Convention on the Rights of the Child: Discussion (20 Nov 2019)

Joan Freeman: On recruitment, we have discovered that between 18 and 40 steps have to be taken before someone is even called for interview. That originates from the economic crisis. The HSE has not removed the difficult process that it deliberately put in place during the economic crisis to stop recruitment. In addition, those who are applying for jobs have absolutely no idea where they will be located.

Joint Oireachtas Committee on Children and Youth Affairs: UN Convention on the Rights of the Child: Discussion (20 Nov 2019)

Joan Freeman: It is absolutely crazy.

Joint Oireachtas Committee on Children and Youth Affairs: UN Convention on the Rights of the Child: Discussion (20 Nov 2019)

Joan Freeman: I do not agree with Dr. Muldoon in the latter respect.

Joint Oireachtas Committee on Children and Youth Affairs: UN Convention on the Rights of the Child: Discussion (20 Nov 2019)

Joan Freeman: I think it has to come from the public. The Government will not do it because it is not urgent enough. Nothing is urgent enough for mental health. We no longer have a committee on mental health. Sometimes I think there is a movement coming from the public that will create a tsunami of protest. I believe that is the only way to get the Government to change its attitude to mental health.

Joint Oireachtas Committee on Children and Youth Affairs: UN Convention on the Rights of the Child: Discussion (20 Nov 2019)

Joan Freeman: Hear, hear.

Seanad: Death of Former Member: Expressions of Sympathy (23 Oct 2019)

Joan Freeman: I welcome the Quinn family and am thankful for the opportunity to pay tribute to Feargal Quinn. In a situation like this, I am most envious of my colleagues for the way they can speak most eloquently here in the Chamber about Feargal Quinn. I am really envious because I never met him. However, I had a special interaction with him about 25 years ago. I ask Senators to cast their minds back...

Seanad: HSE Capital Plan 2019: Statements (23 Oct 2019)

Joan Freeman: I am delighted to see the Minister here. On a personal level, his enthusiasm, knowledge and belief in what the HSE can deliver are commendable. I apologise for being a little late getting to the Chamber. When I got here, the music from the film "Jaws" came into my head. It is a case of me being Jaws, incidentally, because I seem to attack every person who is involved with mental health....

Seanad: Assisted Decision-Making (Capacity) (Amendment) Bill 2019: Second Stage (23 Oct 2019)

Joan Freeman: I welcome the Minister of State. I thank Senator Buttimer for his kind words and acknowledgement. His insight into mental health services was very intelligent and compassionate, not just now but also earlier today. The reason I keep pushing the committee is to address the question of what is happening with the money. We have a population of only 5 million. Addressing the question was the...

Seanad: Traveller Culture and History in Education Bill 2018: Report and Final Stages (16 Oct 2019)

Joan Freeman: I welcome the Minister. It is lovely to see him here. I am a great supporter of this Bill. Senator Kelleher is a magnificent champion of the Traveller community. I want to make three points. Yesterday I had to give evidence to the Oireachtas committee on Travellers. I was asked to talk about what can be done about mental health in the Traveller community. Many statistics were...

Seanad: Children's Digital Protection Bill 2018: Committee and Remaining Stages (16 Oct 2019)

Joan Freeman: May I respond to that?

Seanad: Children's Digital Protection Bill 2018: Committee and Remaining Stages (16 Oct 2019)

Joan Freeman: In response to the Minister, I know that some of the amendments will be ruled out of order because of the financial imposition on the Exchequer. I introduced the Children's Digital Protection Bill 2018 last December and I acknowledge Professor Mary Aiken, who is in the Gallery and who has aided and abetted me every step of the way. Yesterday we had a number of briefings which were really...

Seanad: Children's Digital Protection Bill 2018: Committee and Remaining Stages (16 Oct 2019)

Joan Freeman: Amendments Nos. 1, 2, and 7 to 9, inclusive, have been ruled out of order. I am aware of that and I accept it, but there are two other amendments about which I would like to talk when they come up.

Seanad: Children's Digital Protection Bill 2018: Committee and Remaining Stages (16 Oct 2019)

Joan Freeman: I move amendment No. 3:In page 4, line 4, to delete “material”.
