Seanad: Nithe i dtosach suíonna - Commencement Matters: International Protection (14 Nov 2023)

Aidan Davitt: The figures are eye-watering to say the least. I am a supporter of what we have done for the people of Ukraine. It was curious, I was talking to a member of the Government of Georgia recently. It has a similar type of population to ourselves and is on the doorstep of Ukraine. Georgia has 40,000 Ukrainians in its country and Ireland has approximately 100,000. I have no problem with the...

Seanad: Nithe i dtosach suíonna - Commencement Matters: International Protection (14 Nov 2023)

Aidan Davitt: I suggest that more than 100,000 refugees at the time of a housing crisis represents a hard number to crunch.

Seanad: An tOrd Gnó - Order of Business (9 Nov 2023)

Aidan Davitt: I welcome Deputy Grealish and his friends and colleagues to the Gallery. My colleague, Senator Crowe, who is from the same constituency, has already spoken; he will hardly get an opportunity to welcome them so I will do so on his behalf. The reintroduced tenant purchase scheme is long overdue, but I have encountered a problem. Perhaps some of the clerical officers dealing with it are not...

Seanad: An tOrd Gnó - Order of Business (9 Nov 2023)

Aidan Davitt: It is on the same matter. Dublin County Council does not have enough money to complete the refurbishment of vacant houses and give them to new tenants. The same is happening in some other counties, which is evident to anyone travelling through the countryside. Why do councils not give first-time buyers an opportunity to buy those houses? People could fit them out to their own standards,...

Seanad: An tOrd Gnó - Order of Business (26 Oct 2023)

Aidan Davitt: I rise today to speak about the new gambling legislation that has been before the House and is due to come back again. I certainly welcome many of the measures in it, especially around hand-held devices and ease of access without a lot of proof. It is important legislation, particularly for problem gamblers. However, one part I disagree with is that someone who looks at racing on a...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Authorised Push Payment Fraud: Discussion (Resumed) (24 Oct 2023)

Aidan Davitt: I thank the delegates for their presentations, which I appreciated very much. I wish to follow on from Deputy Jim O'Callaghan. How many cases have the delegates' organisations reported to the Garda? How many complaints have they passed on where they have seen that a crime has been committed? Do they have any numbers?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Authorised Push Payment Fraud: Discussion (Resumed) (24 Oct 2023)

Aidan Davitt: In different ways, it is directed at all three organisations. By times, they will come across what are obviously crimes involving the total defrauding of people. People have filmed crimes live at various times, including on Meta. On Amazon, people may be selling fraudulent things, although this is not done by Amazon itself. Have the three companies data on when they might have liaised...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Authorised Push Payment Fraud: Discussion (Resumed) (24 Oct 2023)

Aidan Davitt: That is not answering the question I am asking. I am sorry but I heard those figures already.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Authorised Push Payment Fraud: Discussion (Resumed) (24 Oct 2023)

Aidan Davitt: Yes.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Authorised Push Payment Fraud: Discussion (Resumed) (24 Oct 2023)

Aidan Davitt: If Meta, formerly Facebook, saw that a crime was being committed that a donkey could see, would it report it to the Garda? That is a simple question. I gather that "No" is the answer. I am not trying to ensnare the delegates but that seems to be the general answer.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Authorised Push Payment Fraud: Discussion (Resumed) (24 Oct 2023)

Aidan Davitt: That is a good enough answer. Mr. Ó Broin is answering the question I am asking. I am just curious about how deep it goes. I appreciate the answer. Does anybody else want to contribute?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Authorised Push Payment Fraud: Discussion (Resumed) (24 Oct 2023)

Aidan Davitt: Yes.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Authorised Push Payment Fraud: Discussion (Resumed) (24 Oct 2023)

Aidan Davitt: Ms Bishop referred to approximately 100 referrals worldwide. I presume that was over a year.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Authorised Push Payment Fraud: Discussion (Resumed) (24 Oct 2023)

Aidan Davitt: It seems to be an extremely low number for a massive company. I am just curious about that.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Authorised Push Payment Fraud: Discussion (Resumed) (24 Oct 2023)

Aidan Davitt: Probably none in Ireland if there were only 100 worldwide.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Authorised Push Payment Fraud: Discussion (Resumed) (24 Oct 2023)

Aidan Davitt: That is fair enough. The point I am making, bearing in mind that we hear comments about the wild west, is that what are obviously crimes are committed on all three websites at different times. I am curious about where the reports go and whether they are made to the relevant authorities. I received a very mixed answer. We will move on. The delegates have all given an answer in some shape...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Authorised Push Payment Fraud: Discussion (Resumed) (24 Oct 2023)

Aidan Davitt: Would it be very harmful to Ireland to sign up to the 15%? The US has a minimum rate of 10.5% at present. Are we going in with our eyes closed, because we are being pushed in by a country that has not signed up to it?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Authorised Push Payment Fraud: Discussion (Resumed) (24 Oct 2023)

Aidan Davitt: I appreciate that. The fact that there is only a handful of us in the room and many of the witnesses are elsewhere in the world means that it is quite a fluid and changed position form where we were when all these conglomerates came here a while ago. I would probably have bigger concerns around that.

Seanad: An tOrd Gnó - Order of Business (18 Oct 2023)

Aidan Davitt: This is the first time I have had an opportunity to speak on the Order of Business since the shocking passing of Councillor Damien O'Reilly, my colleague and personal assistant. The Cathaoirleach and Leader said a few words at the time to mark his passing, which was a very nice thing to do. Damien's family very much appreciated it. My thoughts have been with his young daughter Carly, his...

Seanad: An tOrd Gnó - Order of Business (18 Oct 2023)

Aidan Davitt: I cannot see what we would have in common with that particular ideology, particularly in view of some of the recent actions. Personally, I find it hard to understand.
