Joint Oireachtas Committee on Agriculture, Food and the Marine: An Rialálaí Agraibhia: Engagement with Chairperson Designate (6 Dec 2023)

Tim Lombard: In the context of skills, the remit of the organisation is quite wide. It goes from statistics all the way to fishing and is very broad. On the fishing side of the house, I ask Ms Lenehan to give an indication of which employers would potentially be providing the expertise on fishing How is she going to make sure that the regulator is going to cover all the bases including fishing, small...

Joint Oireachtas Committee on Agriculture, Food and the Marine: An Rialálaí Agraibhia: Engagement with Chairperson Designate (6 Dec 2023)

Tim Lombard: I ask Ms Lenehan to talk us through how the regulator intends to report. Is it going to be on a per product basis? Is there going to be a fishing report, a dairy report, a beef report, a tillage report and so on? How does Ms Lenehan propose that the organisation will be reporting? Will it be done on a case-by-case basis? What is the strategy or has Ms Lenehan got that far yet?

Joint Oireachtas Committee on Agriculture, Food and the Marine: An Rialálaí Agraibhia: Engagement with Chairperson Designate (6 Dec 2023)

Tim Lombard: I ask Ms Lenehan to elaborate on the consultation element of that work. Is she going to put a work plan together, look for feedback and then approve it or what is the intention?

Joint Oireachtas Committee on Agriculture, Food and the Marine: An Rialálaí Agraibhia: Engagement with Chairperson Designate (6 Dec 2023)

Tim Lombard: As CEO, when does Ms Lenehan think the work plan will be approved? What is the timeline in her mind in that regard?

Joint Oireachtas Committee on Agriculture, Food and the Marine: An Rialálaí Agraibhia: Engagement with Chairperson Designate (6 Dec 2023)

Tim Lombard: That is open-ended, to a degree.

Joint Oireachtas Committee on Agriculture, Food and the Marine: An Rialálaí Agraibhia: Engagement with Chairperson Designate (6 Dec 2023)

Joint Oireachtas Committee on Agriculture, Food and the Marine: An Rialálaí Agraibhia: Engagement with Chairperson Designate (6 Dec 2023)

Tim Lombard: As I understand it, the regulator is based in Backweston at the moment. Will it be looking for statistics from the Department and working with it? Is Ms Lenehan happy with collocation with the Department or is there a long-term aim to move to a different location?

Joint Oireachtas Committee on Agriculture, Food and the Marine: An Rialálaí Agraibhia: Engagement with Chairperson Designate (6 Dec 2023)

Tim Lombard: It was just basically about data.

Joint Oireachtas Committee on Agriculture, Food and the Marine: An Rialálaí Agraibhia: Engagement with Chairperson Designate (6 Dec 2023)

Tim Lombard: How does Ms Lenehan propose to operate vis-à-vis legal advice? The appeals committee uses the Department's legal team to some degree. Will the regulator's legal advice come from within the Department or will it be independent of it?

Joint Oireachtas Committee on Agriculture, Food and the Marine: An Rialálaí Agraibhia: Engagement with Chairperson Designate (6 Dec 2023)

Tim Lombard: Very good. I ask Ms Lenehan to furnish the Chairman of this committee with a copy of the work plan when it is published and we can review it at that stage.

Seanad: Nithe i dtosach suíonna - Commencement Matters: School Enrolments (5 Dec 2023)

Tim Lombard: I thank the House for changing this Commencement debate around. It is hard to believe it takes five hours to travel here from my part of the world to this House. I raise the issue of school places in Clonakilty. I raised this issue with the Minister of State nearly 12 months ago. The population in Clonakilty has grown quite significantly since 2016. The census shows an 11.3% increase in...

Seanad: Nithe i dtosach suíonna - Commencement Matters: School Enrolments (5 Dec 2023)

Tim Lombard: I welcome the acknowledgement of what is happening in Clonakilty. This is not rocket science. If 120 kids are coming in and 100 are going out, there is a deficit of places. There is an increase of 20 in the number of kids going to the school. We need a short-term measure to be put in place to ensure these kids will be catered for. That is the first and basic thing. The census and county...

Seanad: An tOrd Gnó - Order of Business (5 Dec 2023)

Tim Lombard: That last debate needs to be looked at, Chair.

Seanad: An tOrd Gnó - Order of Business (5 Dec 2023)

Tim Lombard: If I can. It is more of a minor issue than our serious debate of the past few minutes. I concur with my colleague from Clare and the Cathaoirleach’s good self on what is happening at the GAA. I fundamentally oppose the proposal concerning GAAGO. It makes no logical sense that three of Cork’s four games, or potentially all four, will now be pay-per-view. The GAA has lost its...

Seanad: Finance (No. 2) Bill 2023: Second Stage (28 Nov 2023)

Tim Lombard: I welcome the Minister of State. I acknowledge that the budget has been a very popular one. It has gone down well with the general public and I want to acknowledge the package that has been put in place. I will mention a few things within the budget. In particular, I want to talk about the residential zone tax. We realise the residential zone tax was put in place because there was an...

Seanad: An tOrd Gnó - Order of Business (22 Nov 2023)

Tim Lombard: I believe there should be a debate on local government and where we are going with this issue. Nine and a half years ago, we had really significant reforms and we moved away from the town council model. I spent most of yesterday meeting constituents in west Cork. Those reforms had a huge impact on west Cork because either town councils or UDCs were in Kinsale, Bandon, Clonakilty,...
