Seanad: Nithe i dtosach suíonna - Commencement Matters: Housing Provision (13 Dec 2023)

Tim Lombard: This Commencement matter relates to affordable housing in Kinsale. It is a wonderful part of the world that has been blessed in many ways by history and geography. It is the second biggest town in Cork South-West. Its population increased by 13.6% between the two most recent censuses, compared with an average of 8.1% nationally. The population is now almost 6,000 people. It is a...

Tim Lombard: Indeed.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Housing Provision (13 Dec 2023)

Tim Lombard: I thank the Minister of State for a comprehensive response on the housing scheme in Kinsale. The information I was looking was outlined towards the end of her contribution, whereby the affordable housing scheme is going to be advertised by quarter 4 of 2024. In a year's time, therefore, we will have the first phase of that scheme, which is really positive news for the people of Kinsale. We...

Tim Lombard: Maybe she will respond.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Tim Lombard: I acknowledge the witnesses. I apologise for stepping out of the meeting; I had to do something in the Chamber. Mr. Coughlan and I have had our disagreements through the years. When the ICBF relocated from Bandon to Cork city, I was critical of the organisation for doing so. We had discussions on that issue. I still think that, given the nature of the industry, it was inappropriate for...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Tim Lombard: I will, indeed. As much as I criticise the ICBF, I compliment it on the new index regarding the health issue Mr. Coughlan spoke about earlier. I ask him to elaborate on the TB element. I know Deputy Fitzmaurice might have issues in that regard. We will discuss the TB element later on. It is not directly part of this but how does it tie into the issue regarding what is being proposed with...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Tim Lombard: Regarding the SCEP scheme and how this could have an impact on it, what changes does Mr. Coughlan think the Department should make, with the help of the ICBF, to make sure that we can get as many people as possible to qualify for it or to alleviate the pain? What practical changes could be proposed to help alleviate the pain for farmers?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Tim Lombard: Mr. Coughlan might elaborate on his organisation. It is owned by private entities and is not accountable to this committee in many ways. Would that be fair?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Tim Lombard: Even though it has a member on the board, the Department does not actually have-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Tim Lombard: That is an unusual arrangement globally. My view is that the ICBF is acting as a hand of the Department without any principal legislation having been put in place to govern it. Is that a fair point?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Tim Lombard: What I am trying to get is that, legally, the ICBF makes a recommendation, with Teagasc, regarding the index itself. It does not fall under the Department. Where does this-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Tim Lombard: The Department basically licenses the ICBF to do this work.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Tim Lombard: It is not, however, a semi-State board.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Tim Lombard: It is very unusual.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Tim Lombard: Regarding the membership of the board, I realised when I read the list that it has only two female members. Is Mr. Coughlan happy with that?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Tim Lombard: With new European legislation coming in, probably next year, to make sure there is over 30% representation of a gender, has the ICBF discussed how it will deal with that issue?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Joint Oireachtas Committee on Agriculture, Food and the Marine: Eradication of TB: Discussion (13 Dec 2023)

Tim Lombard: I would like to welcome the witnesses and I thank them for their contributions. First, I would like to declare an interest. I have been up and down with TB over the last five or six years on a continuous basis. I would like to comment first on the quality of staff. I acknowledge that the organisation's staff around the country are very capable, competent and do a very good job. I want...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Eradication of TB: Discussion (13 Dec 2023)

Tim Lombard: There might be an outlet. It is a very unsavoury option; I accept that. A majority of farmers would rather do anything but that.
