Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Digital Services Bill 2023: Discussion (19 Apr 2023)

Richard Bruton: Surely we need to hear from the officials what the substantive proposal is, so that we consider their request before we make a decision. It seems like we are trying to make a decision before we even hear the officials present the substance of what is to be adjudicated on.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Digital Services Bill 2023: Discussion (19 Apr 2023)

Richard Bruton: I submit that we have convened this meeting, we have officials here and we should hear from them before we enter into decisions on referring the Bill to other committees or declining requests. That would be my stance, purely on the procedure.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Digital Services Bill 2023: Discussion (19 Apr 2023)

Richard Bruton: I thank the witnesses for their presentation. It is pretty unusual to be considering enforcement divorced from the obligations that create the framework. I can understand how that is posing difficulties to members but, on the other hand, I regard the regulation here as of enormous importance. These are algorithms which are being used to manipulate us, with the advertising techniques, the...

Richard Bruton: What is Coimisiún na Meán’s role in co-ordinating the CCPC, the auditor, the health or other such bodies, apart from gathering the knowledge that these bodies are taking an action? What else does Coimisiún na Meán do in orchestrating their work?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Digital Services Bill 2023: Discussion (19 Apr 2023)

Richard Bruton: There is a major controversy about ChatGPT, the artificial intelligence platform. The case is made that there is no oversight or transparency regarding the software underpinning it, the algorithms it uses and the principles it applies. I saw an article contrasting it with airline autopilot systems, which are regulated in immense detail and with every little bit exposed to public scrutiny....

Richard Bruton: 137. To ask the Minister for Health if he has received any reports on the speed with which CORU can process international recognition of therapists, who were trained overseas and have long working experience overseas at the highest level, where it appears that very demanding detail of all training and working experience is insisted upon, which must be each notarised, and where no facility for...

Richard Bruton: I thank the director for her presentation and insight into the way the market works. I would be interested to know if there is a schedule of what the other member states are applying in respect of the solidarity rate of 75%. This can vary between member states. I also refer to the rates that are applied under the price cap for renewables. We are all very focused on the transition to net...

Joint Oireachtas Committee on Climate Action: Pre-Legislative Scrutiny of the General Scheme of the Energy (Windfall Gains in the Energy Sector) Bill 2023 (18 Apr 2023)

Richard Bruton: I thank Mr. Burke for his presentation. How did the Department decide on the €120 and the 75%? How do we compare with other member states? How was that decision reached? There is a sense out there that wholesale prices are coming down and have been for a considerable time and consumers have not seen the benefit of that. As I understand it, if electricity companies are not passing...
