Written Answers — Department of Finance: Tobacco Control Measures (4 May 2023)

Richard Bruton: 149. To ask the Minister for Finance if he is aware that the Finance Act 1995 prevents retailers from setting a margin on the sale of tobacco, as they can on every other product, instead, they are obliged to sell product at the price set by the tobacco companies; and whether he has considered allowing a higher price be set even if he is unwilling to allow any discounting from the RRP. [20977/23]

Written Answers — Department of Health: Tobacco Control Measures (4 May 2023)

Richard Bruton: 262. To ask the Minister for Health if he is aware that a trend has been developing whereby cigarettes are being sold in larger packs than the standard 20 pack, and that this allows a lower unit price be charged, and encourages more consumption; and if he has considered any restrictions on this, or a requirement to have the same unit price regardless of the pack size. [20978/23]

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: IBEC and Science Foundation Ireland: Discussion (3 May 2023)

Richard Bruton: I thank out guests for their interesting presentations. I see there is a proposal to merge SFI with another body. It raises this issue of what the proper balance between applied and relevant research versus blue sky is. Under SFI’s approach, it has targets around relevant industrial partners and spin-outs. Is there a risk that we will see research move away from the more pressing...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: IBEC and Science Foundation Ireland: Discussion (3 May 2023)

Richard Bruton: It does to an extent, but apprenticeships are for providing skills to employers. The State is putting a considerable amount of money into these programmes. I am not saying it is the perfect level of funding but it seems that the only sector that sought to create a central recruitment process was the financial services sector and it succeeded in developing apprenticeships. Some of them went...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: IBEC and Science Foundation Ireland: Discussion (3 May 2023)

Richard Bruton: That is great. If the financial services operation could promote its best practice model among some of the others, that would be great.

Written Answers — Department of Education and Skills: School Enrolments (3 May 2023)

Richard Bruton: 149. To ask the Minister for Education and Skills if her Department plans to provide more capacity for boys' secondary school places, which are very low in the school planning area of Clontarf, Killester and Raheny. [20274/23]

Ceisteanna Eile - Other Questions: Environmental Schemes (27 Apr 2023)

Richard Bruton: Does the Minister agree that Deputy O'Rourke is distorting the picture somewhat? The reality is that the one-stop shop scheme requires applicants to go to B2. People will not get those additional supports unless they go to B2. Would the Minister also agree that even if the warmer homes scheme does not deliver B2 ratings, very substantial reductions of between 60% and 70% in the fuel costs...

Ceisteanna Eile - Other Questions: Climate Action Plan (27 Apr 2023)

Richard Bruton: 100. To ask the Minister for Communications, Climate Action and Environment if he has considered the policy implications of the Economic and Social Research Institute assessment of the embodied emissions in Irish imports; and if he will make a statement on the matter. [19322/23]

Ceisteanna Eile - Other Questions: Climate Action Plan (27 Apr 2023)

Richard Bruton: I thank my constituency colleague in the Chair for her generosity. This question refers to an interesting report, which I am sure the Minister has seen, from the Economic and Social Research Institute, ESRI. The authors showed that if we measured our consumption, including the vehicles we buy and the goods we import for buildings, our carbon footprint would be 75% higher than it is on...

Ceisteanna Eile - Other Questions: Climate Action Plan (27 Apr 2023)

Richard Bruton: I invite the Minister to consider giving the Minister of State, Deputy Ossian Smyth, a more prominent role in respect of promoting this sort of thinking within the climate plan. For example, the choice between a sports utility vehicle, SUV, which has 35 tonnes of embodied carbon, and a standard car, which has only 10 tonnes, can have a huge impact in the global context. Does the Minister...

Ceisteanna Eile - Other Questions: Energy Policy (27 Apr 2023)

Richard Bruton: We are in an unenviable position but while we are on the road to eliminating fossil fuels, it is not ideal that we have had to bring in diesel as a short-term measure to deal with our difficulties. I am interested to know, in the context of the McCarthy review into the failure of be able to deliver some of the planned facilities, whether we can see a pathway to more effective delivery of...

Ceisteanna Eile - Other Questions: National Broadband Plan (27 Apr 2023)

Richard Bruton: I thank the Minister of State for his detailed reply and commend him on the progress being made. Has his Department or any body across the public service created a vision for broadband technology to deliver public services more effectively and reduce the carbon footprint of providing those services? One of the neglected areas is creating a vision for how rural Ireland, in particular, can be...

Ceisteanna Eile - Other Questions: Illegal Dumping (27 Apr 2023)

Richard Bruton: In the context of the council's role, I want to ask the Minister of State whether he believes it would be helpful in terms of promoting recycling if there was more information on the rate of contamination of collections to be provided through the various providers. I refer to greater clarity on the destination of the different waste streams and perhaps better clarity on the labelling of...

Written Answers — Department of Foreign Affairs and Trade: Human Rights (27 Apr 2023)

Richard Bruton: 140. To ask the Minister for Communications, Climate Action and Environment if he will indicate the processes which he has put in place to set sectoral targets under Circular Economy and Miscellaneous Provisions Act 2022; and if he will make a statement on the matter. [19321/23]

Written Answers — Department of Foreign Affairs and Trade: Emigrant Support Services (27 Apr 2023)

Richard Bruton: 144. To ask the Minister for Foreign Affairs and Trade if there are new procedures in place that create complexity in transferring a pension paid from the UK to Ireland; and if there is any public agency which could advise citizens of how this can be done without incurring disproportionate costs. [20073/23]

Written Answers — Department of Communications, Climate Action and Environment: Environmental Policy (27 Apr 2023)

Richard Bruton: 173. To ask the Minister for Communications, Climate Action and Environment if he will indicate the benchmarks which he uses to assess the extent to which green criteria have impacted public procurement; and whether he can indicate how Ireland compares with other EU member states in this respect. [9534/23]

Written Answers — Department of Foreign Affairs and Trade: Human Rights (26 Apr 2023)

Richard Bruton: 29. To ask the Minister for Foreign Affairs and Trade if he is monitoring human rights standards in Pakistan, and in particular if he has assessed the blasphemy law which it is alleged is oppressive to Christians; and if he will make a statement on the matter. [19681/23]

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Sectoral Employment Order (Construction Sector) 2023: Department of Enterprise, Trade and Employment (26 Apr 2023)

Richard Bruton: Very briefly in the time available I would like to say I welcome this. We have acute supply problems in the construction sector and the solutions to those lie with skills, permits, technology, and of course wages. These increases are encouraging. It is also encouraging to see that in the past 12 months the numbers at work in construction are up by more than 22,000, and by 40,000 from the...

Ceisteanna Eile - Other Questions: Departmental Schemes (25 Apr 2023)
