Seanad: Death of Former Member: Expressions of Sympathy (20 Nov 2019)

Rose Conway Walsh: The Sinn Féin team in the Seanad wish to pay tribute to the former Senator and Cathaoirleach, Rory Kiely. I extend our deepest sympathies to Vincent, Roderick, Mairead, Aileen and his sister, Eileen, who are here today along with all who have travelled to be here and all of the Deputies, particularly Deputy Calleary, deputy leader of Fianna Fáil. It was only the week before he...

Seanad: Death of Former Member: Expressions of Sympathy (20 Nov 2019)

Rose Conway Walsh: Is that right? That is a new development.

Seanad: Death of Former Member: Expressions of Sympathy (20 Nov 2019)

Rose Conway Walsh: They should not get used to it. Obviously, he was an exceptional man given the way he has been spoken about and brought an awful lot to politics and to the GAA. Indeed we could do with him in Mayo GAA at the moment to sort out a few things for us. For his family, it is the greatest loss of all. I, again, extend my sympathies to them. May he rest in peace. I have no doubt that his legacy...

Seanad: An tOrd Gnó - Order of Business (12 Nov 2019)

Rose Conway Walsh: I want to raise the issue of dual pricing. I welcome the Central Bank's decision to do a review on dual pricing within the insurance industry, particularly for motor and home insurance. I commend my colleague, Deputy Pearse Doherty, on the work he has done in raising awareness of this issue. I am firmly of the belief, even though the Central Bank will not admit to this, that the reason it...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)

Rose Conway Walsh: I thank Ms Rowland for her opening statement. That the Central Bank is undertaking this review leads one to presume that it suspects or has cause to question whether the insurance companies have been acting honestly and fairly, ensuring which is the Central Bank's remit. If the Central Bank has been conscious of these behaviours for decades, why is the review only being undertaken now?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)

Rose Conway Walsh: I understand that.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)

Rose Conway Walsh: I need to ask Ms Rowland a question, as we only have a limited time for questions and I want to get to the bottom of why we are where we are. Is Ms Rowland saying that Deputy Pearse Doherty's questioning of the insurance industry concerning dual pricing has nothing to do with why the Central Bank is undertaking this review?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)

Rose Conway Walsh: This was always going to be done.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)

Rose Conway Walsh: This is just business as usual.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)

Rose Conway Walsh: It is important. When will the Central Bank finalise the terms of reference?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)

Rose Conway Walsh: Will the Central Bank furnish this committee with a copy of the terms of reference?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)

Rose Conway Walsh: Ms Rowland states interim reports will be produced. On the point about interim reports, will the Central Bank be in a position to establish the sanctions that may be brought about? At what are we looking in terms of how soon they will have an impact on customers? If the Central Bank finds six months into next year that something is becoming blatantly obvious, will it be in a position to...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)

Rose Conway Walsh: Does the Central Bank have extra capacity to do this work?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)

Rose Conway Walsh: There is a clear need to have a team examining ethics within the process. The way people's data are being used is similar to the way they were used in the Cambridge Analytica issue in examining people's behaviour and using the information to exploit them.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)

Rose Conway Walsh: The fear is we are playing catch-up. The tools used to analyse the information are sophisticated and the data are already being used as a force to fleece customers. That is the problem.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)

Rose Conway Walsh: We are in a position where there is wholesale exploitation of customers in the insurance industry. We cannot sit here and say customers are being protected and that we have a hold on the problem. It really does not give me confidence. Deputy Pearse Doherty has all of the examples. I tried to get a quote and believe the insurance industry is even catching on to this. I cannot obtain a...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)

Rose Conway Walsh: I appreciate that, but why has it not been done before?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)

Rose Conway Walsh: I appreciate that and hope it will prove helpful.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)

Rose Conway Walsh: I know that.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)

Rose Conway Walsh: Is Ms Rowland saying the Central Bank did not have the capacity to do this piece of work until now?
