Rose Conway Walsh: On the reserve, what is dictated to make up the reserve in terms of what is available? Is there enough for a reserve scheme?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Priorities of Department of Agriculture, Food and the Marine: Discussion (25 Oct 2016)

Rose Conway Walsh: Is that beginning in 2017?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Priorities of Department of Agriculture, Food and the Marine: Discussion (25 Oct 2016)

Rose Conway Walsh: What is the point of having two phased payments if the Department cannot pay out the 70% and hold back 30%? What is the rationale for that?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Priorities of Department of Agriculture, Food and the Marine: Discussion (25 Oct 2016)

Rose Conway Walsh: It goes back to the point that if the 30% is there as a buffer for protection, surely that is precisely for the reason that the 70% would be paid with the 30% held back.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Priorities of Department of Agriculture, Food and the Marine: Discussion (25 Oct 2016)

Rose Conway Walsh: Has the Department done an audit on what the aggregate liability might be were the court case to be successful? I appreciate that Mr. O'Driscoll cannot talk about a single case but I do think there is-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Priorities of Department of Agriculture, Food and the Marine: Discussion (25 Oct 2016)

Rose Conway Walsh: That is fair enough, but I do think it is-----

Seanad: Order of Business (26 Oct 2016)

Rose Conway Walsh: Today, I want to speak about the horrific situation in the refugee camp in Calais known as the jungle. I commend the efforts of the Not On Our Watch organisation, backed by the Irish Congress of Trade Unions and other civil society bodies, on its work on a campaign to relocate 200 unaccompanied minors from the camp in Calais to this State. These are children fleeing persecution and horror....

Seanad: Commencement Matters: Primary Medical Certificates Eligibility (27 Oct 2016)

Rose Conway Walsh: I thank the Minister of State for taking the time to come to the House this morning. The tax relief scheme for the purchase of adapted vehicles for disabled drivers and disabled passengers is instigated by the granting of a primary medical certificate. This is an excellent scheme which makes a huge difference. It is the difference between many disabled people actively participating in...

Seanad: Commencement Matters: Primary Medical Certificates Eligibility (27 Oct 2016)

Rose Conway Walsh: Is the Minister of State saying that we need to change the legislation and, if so, what part can he play in changing it? I appreciate the role of the Department of Finance but we need to get to the bottom of this. If legislation needs to be changed we need to bring that forward. My party will prepare that if it is necessary but I would appreciate the Minister of State's guidance on that....

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: General Scheme of Financial Services and Pensions Ombudsman Bill 2016 and Central Bank and Financial Services Authority of Ireland (Amendment) Bill 2014: Discussion (27 Oct 2016)

Rose Conway Walsh: On Second Stage, the Minister of State, Deputy Murphy, stated that the Financial Services Ombudsman would be precluded from acting as anything more than a notice party in an appeal in a Circuit Court. Is there a constitutional issue here or is there something that could be changed through legislation?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: General Scheme of Financial Services and Pensions Ombudsman Bill 2016 and Central Bank and Financial Services Authority of Ireland (Amendment) Bill 2014: Discussion (27 Oct 2016)

Rose Conway Walsh: That was not my intention.

Rose Conway Walsh: No, because I must speak elsewhere.

Rose Conway Walsh: I thank the Minister. I am sorry but I have to go now.

Seanad: Order of Business (15 Nov 2016)

Rose Conway Walsh: I support Senator Bacik's call for the Tánaiste and Minister for Justice and Equality to come to the House to discuss legislation on domestic violence. I commend Safe Ireland and the other organisations that organised the conference on domestic violence but unfortunately I could not attend. It would be timely for the Tánaiste to come here as we come up to the 15 days of action...

Seanad: Order of Business (16 Nov 2016)

Rose Conway Walsh: Yesterday, I spoke about a report highlighting stark inequality in respect of broadband in rural areas. Today, we see a report indicating that Irish Rail is facing insolvency and rural routes may be cut if Iarnród Éireann does not receive an additional €103 million per annum over the next five years. This additional funding would only allow the company to remain solvent and...

Seanad: Planning and Development (Housing) and Residential Tenancies Bill 2016: Second Stage (16 Nov 2016)

Rose Conway Walsh: I thank the Minister for attending and commend him on many of his efforts in this Bill, although the Bill itself is a poor attempt to fix the worsening crisis in the housing sector. My colleague, Senator Ó Clochartaigh, has welcomed some of the smaller provisions, such as access to Housing Finance Agency funds for third level institutions in order to construct purpose-built student...

Seanad: Order of Business (17 Nov 2016)

Rose Conway Walsh: It is with great disappointment that I raise the trolley crisis in our hospitals again. Yesterday 588 citizens were waiting on trolleys and there were four in Mayo General Hospital, which is good and means they must be expecting a Minister again.

Seanad: Order of Business (17 Nov 2016)

Rose Conway Walsh: That is what they did. When the Minister came on a Saturday they cleared the place, as they are ordered to do.

Seanad: Order of Business (17 Nov 2016)

Rose Conway Walsh: If Senator Mulherin talks to the people there she will see for herself. In a response to a parliamentary question by my colleague, Deputy Louise O'Reilly, the Government has admitted that the much-hailed bed capacity review promised in the programme for Government does not yet even have terms of reference framed for it. Perhaps the Government Seanadóirí could answer this when they...

Seanad: Order of Business (22 Nov 2016)

Rose Conway Walsh: At the outset today, I extend my condolences to the family of William Trevor and to acknowledge the wonderful work he did in highlighting serious issues in our country.I say it particularly given that I am from the place. I was an extra in "The Ballroom of Romance", which was made in Ballycroy, County Mayo, although Glenfarne in County Leitrim would like to claim responsibility for it....
