Seanad: Criminal Law (Sexual Offences) Bill 2015: [Seanad Bill amended by the Dáil] Report and Final Stages (14 Feb 2017)

Lorraine Clifford Lee: I thank the Minister of State for coming here today and presenting this long-awaited Bill to the House. Fianna Fáil supports the passage of this Bill and it did so through the Dáil and Seanad previously. We are pleased that it has been strengthened by the inclusion of a definition of consent. The Bill criminalises the purchase of sexual services rather than the sale of them. We...

Seanad: Criminal Law (Sexual Offences) Bill 2015: [Seanad Bill amended by the Dáil] Report and Final Stages (14 Feb 2017)

Lorraine Clifford Lee: I was just giving an overview of the Bill.

Seanad: Criminal Law (Sexual Offences) Bill 2015: [Seanad Bill amended by the Dáil] Report and Final Stages (14 Feb 2017)

Lorraine Clifford Lee: I welcome this group of amendments. The thrust of the Bill is to protect vulnerable people, whether they are individuals who have been trafficked, children or people with intellectual or learning disabilities. Many advocacy groups and Fianna Fáil have welcomed this legislation which will provide further protection and for a rebuttal presumption.

Seanad: Criminal Law (Sexual Offences) Bill 2015: [Seanad Bill amended by the Dáil] Report and Final Stages (14 Feb 2017)

Lorraine Clifford Lee: I agree with much of what Senator Bacik said. I, too, was quite disturbed by some of the comments that have been made. Many of them had classist undertones. I refer to remarks about robbing pieces of silver on the way out the door, about people having nice houses and involving stereotypical images of prostitutes as individuals who are just on the make. Such comments really disturbed me....

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Commission for Energy Regulation and Irish Water (14 Feb 2017)

Lorraine Clifford Lee: The Commission for Energy Regulation has proposed that householders should be given the option of installing a water meter which would entitle them to a tax rebate if they use less water than average. It has also proposed that grants should be given to people who invest in water saving measures and that the installation of water of meters be mandatory in new builds. I have two brief...

Seanad: Clarification on Statements made by the Minister for Children and Youth Affairs: Statements (15 Feb 2017)

Lorraine Clifford Lee: I thank the Minister for coming to the House. I listened to the Minister's statement with great interest. I listened yesterday to the Minister's statement to the Dáil. Both statements were clear and concise and I thank the Minister for that. They have brought much clarity to several days of mass confusion when things have been changing and moving by the hour. I thank the Minister...

Seanad: Clarification on Statements made by the Minister for Children and Youth Affairs: Statements (15 Feb 2017)

Lorraine Clifford Lee: Files were opened on all the McCabe children at a time when two of them were over the age of 18. Tusla should be concerned with children under the age of 18 only. Even if this error occurred when these allegations were copied and pasted, it should have become apparent that these children were over the age of 18 and, therefore, files on them should not have been created in the first...

Seanad: Civil Law (Missing Persons) Bill 2016: Second Stage (16 Feb 2017)

Lorraine Clifford Lee: I welcome the Minister of State. Fianna Fáil is happy to support this Bill. I commend Senator Colm Burke and others on all the work they have done in respect of this legislation, including Members of the previous Seanad. This Bill has been a long time coming. As Senator Colm Burke outlined, it was drafted on foot of a Law Reform Commission report which suggested the streamlining of...

Seanad: Civil Law (Missing Persons) Bill 2016: Second Stage (16 Feb 2017)

Lorraine Clifford Lee: Senator Brian Ó Domhnaill is named Ó Domhnaill.

Seanad: Establishment of a Tribunal of Inquiry: Motion (16 Feb 2017)

Lorraine Clifford Lee: I wish to share time with Senator Gallagher.

Seanad: Establishment of a Tribunal of Inquiry: Motion (16 Feb 2017)

Lorraine Clifford Lee: I welcome the Minister of State, Deputy English, to the House to discuss the terms of reference for this tribunal of inquiry. With the greatest respect to him, I am disappointed, however, that the Tánaiste and Minister for Justice and Equality, Deputy Fitzgerald, is not here herself, considering the seriousness of the matter before us. However, on behalf of the Fianna Fáil Party,...

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Public Water Forum (22 Feb 2017)

Lorraine Clifford Lee: Before I ask a few questions I would like to make some brief comments. Ms Linnane spoke about a mobile app to gauge usage and that it would be accessible to everyone. I am not so sure that it would be, because having a smart phone is a privilege at the moment and not many people can afford to have that. The medical need issue was brought up and we spoke about a robust appeals process,...

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Public Water Forum (22 Feb 2017)

Lorraine Clifford Lee: I do have a question, yes.

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Public Water Forum (22 Feb 2017)

Lorraine Clifford Lee: They were just a few points I wanted to put on the record. With regards educating people to help with conservation, what level of financial investment is required to launch a comprehensive education system?

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Public Water Forum (22 Feb 2017)

Lorraine Clifford Lee: I wish to return briefly to one question that was asked by my colleague, Deputy Lahart, but I do not think we got an answer to it. I would like to ask Ms Graham what is the estimated cost of pursuing non-payers of the water charge.

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Public Water Forum (22 Feb 2017)

Lorraine Clifford Lee: Yes, thank you.

Seanad: Commencement Matters: Wildlife Control (8 Mar 2017)

Lorraine Clifford Lee: I will keep it as brief as possible. I thank the Minister of State for coming to the House. He will see from the wording of my Commencement matter that I am asking him to examine options to deal with the large number of seagulls in the town of Balbriggan in north County Dublin and, indeed, in other large coastal urban areas in north County Dublin. I am raising this issue as many residents...

Seanad: Commencement Matters: Wildlife Control (8 Mar 2017)

Lorraine Clifford Lee: I thank the Minister of State for his response. Seagull droppings contain ten times more bacteria than pollution caused by human waste and, therefore, this is an urgent health and safety issue. One gentleman told me about his five year old grandson who was eating in his garden one summer afternoon and was attacked by a seagull and badly injured. I appreciate the Minister of State's...

Seanad: Order of Business (8 Mar 2017)

Lorraine Clifford Lee: I thank my colleague Senator Mark Daly, a well known feminist. I am glad to share time with him on International Women's Day. People might laugh, but he has always supported women, as have my colleagues. I make reference to what Deputy Micheál Martin said on radio today when he referred to the savage treatment of women and their children in mother and baby homes across the country....

Seanad: Commencement Matters: Garda Stations (22 Mar 2017)

Lorraine Clifford Lee: I thank the Minister of State for coming to the House today to discuss this very important issue with regard to the reopening of Garda stations. I particularly want to raise with her the issue of Rush Garda station, which is located in north County Dublin. Rush Garda station closed down in 2012 under the last Government. I call on the Minster of State to strongly consider Rush for...
