Joint Oireachtas Committee on Housing, Planning, Community and Local Government: National Planning Framework: Discussion (9 Nov 2016)

Pat Casey: I am not in disagreement with what the witnesses have said about the NTA but we have a huge issue with the carrying capacity of the N11 and with its merger with the M11. When a jobs application comes in for Wicklow, on a zoned piece of land within an environs plan, the NTA objects to it on the basis of the carrying capacity of the N11. This does two things. It stops the traffic coming into...

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: National Planning Framework: Discussion (9 Nov 2016)

Pat Casey: There is no village or rural town in Wicklow that has the capacity to take any housing so where are we driving rural dwellers? Until we address that we are not giving people the options of living in rural towns and villages. A rural village or town will never reach the objectives Irish Water has for a 15-year return on investment and will never be able to get a payback on water...

Social Welfare Bill 2016: Second Stage (Resumed) (10 Nov 2016)

Pat Casey: Social protection is a massive part of Government expenditure, the second biggest after health. Welfare for citizens remains the biggest part of Government expenditure although we were supposed to be keeping the recovery going, according to Fine Gael. In a brave move, Fianna Fáil fought this election on increased public services. We did not campaign for a selfish society based on tax...

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Local Economic and Community Plans: Discussion (23 Nov 2016)

Pat Casey: By way of background, I served on a local enterprise board and two Leader programmes as part of the previous cohesion process. I was also chairman of a local community development committee and of the economic and enterprise special purpose committee, SPC, at local level. As such, I have a fair knowledge of what is going on. While I buy into the high level objectives of the local economic...

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Local Economic and Community Plans: Discussion (23 Nov 2016)

Pat Casey: I fully support the LCDC process and the LECP. I was just trying to highlight where I see blockages coming down the road. Senator Coffey referred to the waste of money in Leader. Making generalised statements like that is unfair to Leader companies that have delivered on the ground.

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Local Economic and Community Plans: Discussion (23 Nov 2016)

Pat Casey: There could equally be governance issues in local government and in Departments regarding waste of money. I fully agree with the point about capacity building. The better-off communities got better benefits in previous Leader programmes because they had the capacity to deal with the bureaucratic process that is in place. One of the key objectives of the LECP was to deal with this...

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Local Economic and Community Plans: Discussion (23 Nov 2016)

Pat Casey: From the information I have, the operating rules refer only to cases of investment and other supports. It would also be valuable in the case of training. The operating rule concerns investment and other supports. I am seriously worried about the implementation of this programme. I have been through it and now note we have added more bureaucracy to it. I have concerns.

Pat Casey: I wish to take this opportunity to thank Deputy Michael McGrath for his great work in bringing this Bill to the House. I hope the Government can see the commonsense and fairness at the heart of this public policy. The Bill aims to alleviate the financial pressures on homes and businesses which are unable to get reasonable insurance cover due to flooding concerns. The insurance sector is...

Pat Casey: Deputy Lisa Chambers is going first.

Secure Rents and Tenancies Bill 2016: Second Stage [Private Members] (30 Nov 2016)

Pat Casey: I was not elected to this Dáil to play games. Ireland's housing crisis is too serious for political games. Tonight, 142 people are sleeping on the streets outside these Houses. Unlike others, I am not concerned whether Fianna Fáil gets media coverage or high poll ratings week in, week out. Fianna Fáil wants to work to help to solve the crisis in all its forms, including...
