Joint Oireachtas Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016: Vote 30 - Department of Agriculture, Food and the Marine (27 Sep 2016)

Martin Kenny: What about the slurry issue?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Reappointment of CEO of Horse Racing Ireland (27 Sep 2016)

Martin Kenny: A number of issues need to be dealt with here. Primarily, we have been told that a business case was put forward. We need to know where that business case is and if this committee can get a copy of it. Second, who developed that business case? From where did it come and who set out the business case? Was it the board or was it simply the chairperson, because there is some concern that...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Reappointment of CEO of Horse Racing Ireland (27 Sep 2016)

Martin Kenny: In part of the statement the Minister read out today there was the line that there was no intention to mislead. I interpret that as meaning that some people were misled and the Minister seems to be one of them. Is that the case?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Reappointment of CEO of Horse Racing Ireland (27 Sep 2016)

Martin Kenny: Is this the new board as opposed to the old one?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Reappointment of CEO of Horse Racing Ireland (27 Sep 2016)

Martin Kenny: The Minister says the business case was in a letter. There was no developed business plan or case about what work had been achieved, what needed to be done now and projections, or how or why this person was the only one who could possibly carry out this work. One would expect that when a person is being appointed to a position which is so highly paid by a board and organisation that...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Reappointment of CEO of Horse Racing Ireland (27 Sep 2016)

Martin Kenny: The Minister will need to come back.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Reappointment of CEO of Horse Racing Ireland (27 Sep 2016)

Martin Kenny: I wish to make one point. The value-for-money analysis of Horse Racing Ireland was referred to earlier.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Reappointment of CEO of Horse Racing Ireland (27 Sep 2016)

Martin Kenny: The Minister stated that that was a very good question for the board. Why did he not ask that question of the board before agreeing to appoint the new CEO? If there were questions there to be asked, which he now agrees were valid questions, why did he, when he states there was a business-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Reappointment of CEO of Horse Racing Ireland (27 Sep 2016)

Martin Kenny: There was no business case. The Minister has told us there was no business case. He told us there was a letter about the five-year plan. The five-year plan is not a business case for the appointment of a CEO. The five-year plan is about the entire industry.

Questions on Proposed Legislation (28 Sep 2016)

Martin Kenny: As the Government is aware, page 114 of the programme for Government states the Government will prioritise strategic investment to support modernisation of the greyhound and horse racing sector. In recent days we have had a lot of turmoil, and yesterday evening the Minister appeared before the Joint Oireachtas Committee on Agriculture, Food and the Marine to discuss this. Two issues are...

Questions on Proposed Legislation (28 Sep 2016)

Martin Kenny: It goes to the very heart of the issue of new government and new politics.

Questions on Proposed Legislation (28 Sep 2016)

Martin Kenny: Yes, we are dealing with promised legislation and the programme for Government. I have raised the issue on the back of this.

Questions on Proposed Legislation (28 Sep 2016)

Martin Kenny: A business case was supposed to be brought forward. It was revealed to us yesterday evening that there was no business case and that the business case was simply a letter from the chairperson of HRI to-----

Questions on Proposed Legislation (28 Sep 2016)

Martin Kenny: There is no business case. Does the Taoiseach concur that his two Ministers were misled and that they have agreed to the appointment of the CEO of HRI for a third term which, apart from the huge salary the man in question will receive, is in breach of Government guidelines?

Other Questions: Library Services (5 Oct 2016)

Martin Kenny: I commend the Minister on his work in respect of that issue.

Other Questions: Irish Water Funding (5 Oct 2016)

Martin Kenny: The first question asks the Minister the impact on the financing of the Irish Water capital programme up to 2021 from the expected reduction in water charges that may be the outcome of the independent commission and the Oireachtas committee on the future of water charges. The second linked question, Question No. 30 from Deputy Imelda Munster, looks for a breakdown of the capital programme...

Other Questions: Irish Water Funding (5 Oct 2016)

Martin Kenny: In a sense, the Minister did not answer the question. I suppose it is impossible to answer it as the matter is all in flux. The concern many have is that when water charges go, and we all expect that is what will ultimately be the outcome of all this and it is certainly what the majority of Deputies in the House want, the Government should have a clear plan in place to support existing...

Other Questions: Irish Water Funding (5 Oct 2016)

Martin Kenny: The essence of all of this is wait and we will see what the Government can do. The model that has been put in place, where the Government set up this structure off the books and tried to borrow the money on the international markets to provide the infrastructure, simply has not worked and that must be recognised. Irish Water has been a failure. That is the reality for the people. It is...
