Select Committee on Standing Order 112: Scrutiny of EU Legislative Proposals (8 Jun 2016)

Colm Brophy: For the purposes of the broadcasting services, I draw members' attention to the necessity to switch off mobile phones or put them in safe, airplane or flight mode. It is not sufficient simply to put them in silent mode. Today the committee will consider two new EU draft legislative proposals as outlined on the agenda, one of which is listed for further consideration, COM (2016) 198. We are...

Colm Brophy: I thank Ms Greene for her opening remarks.

Select Committee on Standing Order 112: Scrutiny of EU Legislative Proposals (8 Jun 2016)

Colm Brophy: If no one else wishes to contribute, I wish to raise a couple of points. I thank Ms Greene for an excellent contribution. The point I took from it very clearly was there effectively seemed to be a back-door mechanism which was being employed by the Commission to integrate with the tax rather than the accounting-reporting area. Effectively, what we are really looking at is a mechanism...

Select Committee on Standing Order 112: Scrutiny of EU Legislative Proposals (8 Jun 2016)

Colm Brophy: To go back to the second point I made, the €750 million threshold is critical. Deputy Fleming raised the point that a number of Irish companies are affected and Ms Greene gave us a global figure of 47.

Select Committee on Standing Order 112: Scrutiny of EU Legislative Proposals (8 Jun 2016)

Colm Brophy: There is no breakdown on whether they are indigenous companies or multinationals operating here.

Select Committee on Standing Order 112: Scrutiny of EU Legislative Proposals (8 Jun 2016)

Colm Brophy: There does not seem to be any prohibition on this. If the threshold figure were to be substantially reduced during the negotiation process there would be an equivalent increase in the number of companies based here which would be affected by the regulation. By definition, although we do not know because we do not have the breakdown, it would probably bring in an awful lot more Irish...

Select Committee on Standing Order 112: Scrutiny of EU Legislative Proposals (8 Jun 2016)

Colm Brophy: Are there any additional questions?

Select Committee on Standing Order 112: Scrutiny of EU Legislative Proposals (8 Jun 2016)

Colm Brophy: Does Ms Greene have any information on how many Irish jobs there are in those 47 companies? I would imagine they are very major employers of Irish people, particularly as some of them are among our biggest companies. Does she have any idea how many thousands of Irish peoples' jobs could be affected?

Select Committee on Standing Order 112: Scrutiny of EU Legislative Proposals (8 Jun 2016)

Colm Brophy: As there are no further questions, I thank Mr. Moynihan and Ms Greene for attending and for fielding questions from members. We will now go into private session.

Select Committee on Standing Order 112: Scrutiny of EU Legislative Proposals (8 Jun 2016)

Colm Brophy: There were two proposals before the committee for decision, ranging from the Schengen measure to the proposal on tax disclosure. On COM (2016) 290 - Schengen visas for third country nationals, on the basis that there are no apparent subsidiarity concerns, it is proposed that this proposal does not warrant further scrutiny. However, it is suggested it be scrutinised further by the relevant...

Colm Brophy: Yes. Is that agreed? Agreed. I thank everyone for attending.

Select Committee on Standing Order 112: Scrutiny of EU Legislative Proposals (9 Jun 2016)

Colm Brophy: We have a quorum and are in public session. Apologies have been received from Deputy Dooley. I draw members' attention to the need to switch mobile phones off completely or put them in airplane mode. This morning we are considering the draft report for a reasoned opinion and motion on COM (2016) 198, proposal regarding a directive on the disclosure of income tax. At our meeting yesterday,...

United Kingdom Referendum on European Union Membership: Statements (Resumed) (30 Jun 2016)

Colm Brophy: This is the second time I have spoken about Brexit in the House. In my maiden speech I spoke on the concerns and fears I had, how Brexit would affect our country and, critically, how Brexit would affect the United Kingdom. Some of the things I alluded to in that speech are the things we have been listening to in recent days, including the potential for untold damage to the United Kingdom as...

Topical Issue Debate: Commemorative Events (5 Jul 2016)

Colm Brophy: I thank the Ceann Comhairle for the opportunity to speak on this issue. What I am specifically looking for is a fixed date in the calendar as a national commemoration date for the Famine. The Famine was the greatest tragedy that befell our country. It was far and away the greatest loss of Irish life not only in the history of our own State but in the island of Ireland's existence, and yet...

Topical Issue Debate: Commemorative Events (5 Jul 2016)

Colm Brophy: I appreciate the Minister of State's reply and the points made by her and the points communicated to me by the Minister, Deputy Humphreys, in her written reply to me. However, I do not accept them and I will go back to the core point I made. It is a matter of how one prioritises this. The date should be fixed in the diary in the same way that 1916 is and in the same way as our other...
