Written Answers — Department of Jobs, Enterprise and Innovation: Trade Agreements (25 Nov 2014)

Paul Murphy: 130. To ask the Minister for Jobs, Enterprise and Innovation if he has received a reply to the letter which he co-signed to the Commissioner-designate for Trade, Ms Cecilia Malmström, on the transatlantic trade and investment partnership, specifically in relation to investment protection; and if he will make a statement on the matter. Other Questions: Election Monitoring Missions (26 Nov 2014)

Paul Murphy: 9. To ask the Minister for Foreign Affairs and Trade if he will make representations to the ambassador of the Federal Republic of Nigeria to Ireland raising concerns about the refusal of his country's independent national electoral commission to register the Socialist Party of Nigeria as a political party; his views regarding democratic freedoms in the Federal Republic of Nigeria; and if he...

Other Questions: Election Monitoring Missions (26 Nov 2014)

Paul Murphy: Will the Minister make representations to the ambassador of Nigeria to Ireland about the refusal of the electoral commission to register the Socialist Party of Nigeria, despite the SPN meeting all of the requirements in that regard? Does the Minister agree that that refusal indicates a worrying lack of regard for democratic rights and the ability of people to organise politically?

Other Questions: Election Monitoring Missions (26 Nov 2014)

Paul Murphy: I thank the Minister of State for his reply. In and of themselves the high requirements of the INEC for registration of a political party represent a barrier to freedom of political association. Among these requirements is payment of a so-called administrative fee of 1 million naira, which is non-refundable, and that the party have members in at least 24 states in addition to Abuja. These...

Other Questions: Election Monitoring Missions (26 Nov 2014)

Paul Murphy: I acknowledge that the case is before the courts but I believe that it would be correct none the less to make representations to the ambassador, without, of course, interfering with an independent court process. Fundamentally, I believe this is a political issue. Nigeria is a rich country in terms of resources and ranks fourth highest in terms of income from crude oil. The elite of Nigeria...

Written Answers — Department of Foreign Affairs and Trade: Syrian Conflict (26 Nov 2014)

Paul Murphy: 19. To ask the Minister for Foreign Affairs and Trade his views on the situation facing Kurds in Kobane and Ireland's position on the conflict. [44959/14]

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of Banking Sector: Central Bank (26 Nov 2014)

Paul Murphy: Not yet.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of Banking Sector: Central Bank (26 Nov 2014)

Paul Murphy: I thank Professor Honohan for attending. I was going to talk about mortgages. Following on from Senator Byrne, I have a few questions. What does Professor Honohan think of the Trichet letter? Is it appropriate for the ECB to be sending letters such as those sent to Ireland and Italy demanding policy change, with a threat of loss of emergency liquidity assistance, or the buying of bonds?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of Banking Sector: Central Bank (26 Nov 2014)

Paul Murphy: I accept that but Professor Honohan did answer Senator Byrne's questions. With regard to the new mortgage recommendations, does Professor Honohan have an estimate as to the percentage of mortgages that qualified under the new recommendations?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of Banking Sector: Central Bank (26 Nov 2014)

Paul Murphy: How come the Governor has those figures? All the banks refuse to answer that question. They said it was not possible to answer it.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of Banking Sector: Central Bank (26 Nov 2014)

Paul Murphy: They all suggested to the committee that it was not a case of their not telling but that is was simply not possible to work out the figures.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of Banking Sector: Central Bank (26 Nov 2014)

Paul Murphy: Is that an effective admission that a percentage of the mortgages are effectively unsustainable?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of Banking Sector: Central Bank (26 Nov 2014)

Paul Murphy: What impact does Professor Honohan believe the recommendations will have on rental prices?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of Banking Sector: Central Bank (26 Nov 2014)

Paul Murphy: Is there not a danger that rents could go up on the basis that the market would become even less liquid, which is the reason people are being forced into the rental sector, and that ownership could become concentrated in a smaller number of hands? It is not more expensive to have a mortgage; it is simply more difficult to access one, and this benefits institutional investors, etc.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of Banking Sector: Central Bank (26 Nov 2014)

Paul Murphy: The Governor said the Central Bank recently updated the sustainability guidelines to include guidance on instances in which sustainable solutions may extend into the borrower’s retirement. Does this mean mortgage arrears follow people to their grave? A high percentage of people with 35 or 40 year mortgages are exiting interest-only arrangements at this stage. What does that mean in...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of Banking Sector: Central Bank (26 Nov 2014)

Paul Murphy: It puts pressure on them.

Written Answers — Department of Education and Skills: Vocational Training Opportunities Scheme Numbers (27 Nov 2014)

Paul Murphy: 24. To ask the Minister for Education and Skills the number of participants who have enrolled on the VTOS scheme through the Dublin and Dún Laoghaire Education and Training Board for the current academic year; the way this number compares with the number for the academic year 2013-2014; and if she will make a statement on the matter. [45364/14]

Written Answers — Department of Education and Skills: Third Level Staff Remuneration (27 Nov 2014)

Paul Murphy: 33. To ask the Minister for Education and Skills her views on the high rates of casualisation and low rates of pay in the third level sector for casual academics; and her plans to address the situation. [45365/14]

Other Questions: Housing Assistance Payments Administration (2 Dec 2014)

Paul Murphy: 85. To ask the Minister for Environment, Community and Local Government if persons who are housed in accommodation owned by private landlords and paid for by the new housing assistance payment are automatically taken off the housing list; if they are subsequently placed on the transfer list only if they specifically request this rather than this being done automatically; and if he will make a...

Other Questions: Housing Assistance Payments Administration (2 Dec 2014)

Paul Murphy: If people are housed through private landlords under the new housing assistance payment, HAP, will they be automatically removed from the housing waiting list? Will they have to apply to get on the transfer list, rather than it being automatic? If that is the case, does that represent a false equation of the HAP with people's housing needs being met, for example, through the provision of...
