Other Questions: Housing Assistance Payments Administration (2 Dec 2014)

Paul Murphy: I thank the Minister for the answer. Although he said recipients would have no less favourable terms than they would have had under the old housing waiting list, by definition, those on the transfer list have less favourable terms. Whereas previously, for every person taken off the housing waiting list one person was taken off the transfer list, now for every two people taken off the...

Other Questions: Housing Assistance Payments Administration (2 Dec 2014)

Paul Murphy: We have the institutionalisation of the long-term provision of social housing through rented accommodation. Instead of the State building the homes that people need and renting them to people, it is giving a massive yearly subsidy - at least €500 million - to private landlords. Half of all the income of private landlords comes from the State, with the top 20 earning almost €5...

Other Questions: Water Charges Administration (2 Dec 2014)

Paul Murphy: 87. To ask the Minister for Environment, Community and Local Government his views on the increasing of rent for council tenants who refuse to pay water charges. [45854/14]

Other Questions: Water Charges Administration (2 Dec 2014)

Paul Murphy: I ask the Minister for his views on the reported memo from his Department to local authorities raising the idea of increasing rent for council tenants who do not pay water charges and the threat of eviction.

Other Questions: Water Charges Administration (2 Dec 2014)

Paul Murphy: That is outrageous discrimination against local authority tenants. The Minister stated that they could have money stolen from them to pay a tax they do not want to pay, a tax that they are boycotting, together, potentially, with the majority of the population. The Minister has stated, however, that councils should increase their rent to take the money for this charge off them. Will he...

Other Questions: Water Charges Administration (2 Dec 2014)

Paul Murphy: I am happy to explain how this constitutes discrimination. Those who own their own homes will not have money taken off them. Those renting privately may have it taken from their deposit, but that remains to be seen. However, the Minister has stated that council tenants will have their rents increased to take unpaid water charges from them. That amounts to discrimination against those who...

Other Questions: Water Charges Administration (2 Dec 2014)

Paul Murphy: Is that a commitment?

Topical Issue Debate: Homeless Accommodation Provision (2 Dec 2014)

Paul Murphy: I also express my condolences to the family of Jonathan Corrie, my solidarity with all of those who face the human tragedy of homelessness and my support for those who are currently holding a vigil to highlight this issue. There has been an explosion in homelessness. There has always been homelessness in our society, but it has multiplied massively over the past year. Focus Ireland said it...

Topical Issue Debate: Homeless Accommodation Provision (2 Dec 2014)

Paul Murphy: I do not deny that homelessness is a complex and complicated issue, but the Government should not be allowed hide behind that. Much of the homelessness facing us right now is not that complicated. According to Peter McVerry, a majority of those who are homeless currently - this is substantiated by my empirical experience - are homeless simply because rents have risen out of control and they...

[46209/14]

Written Answers — Department of Justice and Equality: Naturalisation Applications (2 Dec 2014)

Paul Murphy: 307. To ask the Minister for Justice and Equality if she will abolish or reduce the fees and charges related to naturalisation; her views on the joint statement by the Immigrant Council of Ireland and NASC on 24 November 2014 on this matter (details supplied); and if she will make a statement on the matter. [45843/14]

Written Answers — Department of Health: Health Services Provision (2 Dec 2014)

Paul Murphy: 437. To ask the Minister for Health further to Parliamentary Question No. 134 of 5 November 2014, the steps that will be taken to allow the person (details supplied) to access dialectical behavioural therapy as part of the public health sector or have their costs for accessing the treatment in the private sector covered by the Health Service Executive as the treatment is not available in...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Business of Joint Committee
General Scheme of Sale of Loan Books to Unregulated Third Parties Bill 2014: Discussion
(3 Dec 2014)

Paul Murphy: I want to explore the issue of servicing ownership and the reason for the move from one to the other. The original intention was to go for a model of ownership with some exclusions of securitisation special purchase vehicles, SSPVs. The Department changed that on the basis of consultation with stakeholders. I understand the reason is to regulate servicers. That makes sense, but why not do...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Business of Joint Committee
General Scheme of Sale of Loan Books to Unregulated Third Parties Bill 2014: Discussion
(3 Dec 2014)

Paul Murphy: Yes, and it is fair to say that this is effectively what the SPVs lobbied for. I am not implying anything untoward but their basic representation is that it would make more sense to have a model along the lines of that in Britain of servicing administrators, etc., and the witnesses were convinced by that argument.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Business of Joint Committee
General Scheme of Sale of Loan Books to Unregulated Third Parties Bill 2014: Discussion
(3 Dec 2014)

Paul Murphy: I definitely see the argument for regulating the servicers, but why not do both? Who would lose if SPVs were regulated? To the extent that they engage in any of these activities, they would be subject to the regulations. If they do not engage in these activities, the regulations would not arise.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Business of Joint Committee
General Scheme of Sale of Loan Books to Unregulated Third Parties Bill 2014: Discussion
(3 Dec 2014)

Paul Murphy: The Department could have done it the other way around and regulated certain activities of owners and servicers. A passive SPV will not break the code of conduct. It will not harass people itself.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Business of Joint Committee
General Scheme of Sale of Loan Books to Unregulated Third Parties Bill 2014: Discussion
(3 Dec 2014)

Paul Murphy: Is it not an anomaly that a person with a loan with a banking institution that outsources credit servicing can, if the owning institution is pre-existing, for example, Bank of Ireland, take a case against it but in another situation might have to pursue the servicer? It is potentially confusing for people.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Business of Joint Committee
General Scheme of Sale of Loan Books to Unregulated Third Parties Bill 2014: Discussion
(3 Dec 2014)

Paul Murphy: There could be the further development of this approach, including by traditional financial institutions. For example, someone with a loan with AIB might have little interaction with the bank and instead deal with the servicer. Is it the case that the consumer should still go after AIB?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Business of Joint Committee
General Scheme of Sale of Loan Books to Unregulated Third Parties Bill 2014: Discussion
(3 Dec 2014)

Paul Murphy: If what the witnesses are saying is correct and the servicer is key, it is an argument to redo all of this. A pre-existing institution like AIB might head in that direction.
