Gabrielle McFadden: Everybody risks homelessness. If a person goes to a community welfare officer, they are absolutely desperate. They are not going in there for the good of their health. I acknowledge that the community welfare officers and the staff I deal with on a daily basis are doing their level best for people, but is the message not coming down from the top that this flexibility is available to them?
