Michael Brennan: I also congratulate the Minister on the Arts Bill 2002. He listened well and the consultative process that took place in recent years has worked in the best interests of promoting all sections of the arts. The Bill refers to the involvement of local authorities in the arts. I am sure that the authorities will play a leading role at local level, where arts officers have been appointed and...

Seanad: Arts Bill 2002: Committee and Remaining Stages. (25 Jun 2003)

Michael Brennan: I congratulate the Minister, the Minister of State and his officials. I agree with all of the previous speakers that this has been a very good debate and that the consultative process that has taken place has been worthwhile. The Minister has got it right this time. All those involved in the arts are asking for is a fair share. I am also delighted to see the Minister spelling out that the...

Michael Brennan: Many of the amendments made during the 40 hours of discussion on the Bill since it last came before this House serve to strengthen it. Senator Bannon spoke about the agricultural sector and the amendments in that regard are welcome. The Minister also took note of the discussion in this House. Many of the amendments that were made in the Dáil had previously been discussed here.

Seanad: Order of Business. (4 Jul 2003)

Michael Brennan: I, too, wish to be associated with the call for Members to congratulate the Taoiseach on the commitment as regards the announcement on housing made today. A similar announcement was made in the past when discussions took place with the trade unions on a wage agreement. I congratulate the Government on fulfilling that promise and pay tribute to the Minister of State at the Department of the...

Seanad: Order of Business. (7 Oct 2003)

Michael Brennan: I too wish to be associated with the Leader of the House in expressing our sincere thanks and gratitude to the members of the Garda Síochána, especially the two brave, unarmed gardaí who carried out their duties at Goatstown yesterday. The pictures on television from the village of Adare last night brought back sad memories of when two gardaí, Detective Garda Jerry McCabe and his partner,...

Seanad: Order of Business. (22 Oct 2003)

Michael Brennan: I, too, express thanks to both Governments for their work on the Northern Ireland issue. Reference has been made to John de Chastelain but he is only operating under the conditions laid down for his position. It is correct and fitting that both Governments should examine ways and means to clarify the issues raised. That would go a long way towards full implementation of the Agreement. I...

Seanad: Order of Business. (13 Nov 2003)

Michael Brennan: I support the call to invite the Tánaiste to the House to discuss embryonic stem cell research. I attended the sub-committee with Senator Leyden and I ask the Leader for clarification. Such research is banned in Europe until the end of December. It is important that the matter be discussed by the Oireachtas.

Seanad: Order of Business. (13 Nov 2003)

Michael Brennan: It has been discussed and a unanimous decision was reached by the sub-committee, but it is important that the views of Oireachtas Members are taken into consideration. When the matter is discussed in Europe we should not alone defend the ethics articles of the Constitution, but also see that our voice is heard in Europe to influence decisions taken there.

Seanad: Order of Business. (19 Nov 2003)

Michael Brennan: As regards the Minister of the Environment, Heritage and Local Government and the study of the non-national road network, Senators should welcome any such review. We all remember a time when non-national roads were in a bad state and I am sure the Opposition made noises then as well. They are now in a good state. We should ask the Minister, if he is coming to the House, about staffing levels...

Seanad: Report of Tourism Policy Review Group: Statements. (19 Nov 2003)

That will bring many challenges. It has been mentioned by speakers...
