Aideen Hayden: I support the spirit of this amendment and I spoke to the matter on Second Stage. Perhaps the amendment would be improved by the insertion of the word "reasonable". The term "all efforts" is a very onerous requirement to be placed on a school which may be looking for a teacher at short notice. To be fair, all reasonable efforts should be expended.
