Seanad: Order of Business (13 Oct 2011)

Aideen Hayden: An analysis.

Seanad: Report by Interdepartmental Working Group on Mortgage Arrears: Statements (Resumed) (25 Oct 2011)

Aideen Hayden: Over the course of this debate, I expect we will hear similar proposals coming from both sides of the House. That is as it should be, because this is a national crisis facing us and we are all seeking the same types of solution. We are all aware of the different comments in the media and so on relating to the debt crisis. One of them comes from people who already own their own homes. They...

Seanad: Report by Interdepartmental Working Group on Mortgage Arrears: Statements (Resumed) (25 Oct 2011)

Aideen Hayden: I only need 30 seconds. We must look to the banks to take a share of the burden. I strongly advocate shared equity. At the very least, the interest on any split mortgage should be parked. I agree with the Minister of State; we must move forward, as the market has ceased to operate. I strongly advocate the establishment of some type of third banking force, as we cannot continue as we are.

Seanad: Gender-Based Violence: Motion (26 Oct 2011)

Aideen Hayden: The motion that has been put before us by Senators Mullen and Quinn has many merits. I do not want to repeat what other Senators have said. Any discrimination is undoubtedly wrong but the genocide, in effect, of female children and babies is an appalling abuse of human rights. There is no two ways about that. It is useful to point out that gendercide is not confined to poorer countries....

Seanad: Community and Voluntary Sector: Statements, Questions and Answers (9 Nov 2011)

Aideen Hayden: I will make three brief points on contributions from other Senators. I wish to inform Senator Quinn that Dublin City University has a very active programme of student involvement as part of final qualification for activity in the community. I refer to what Senator Crown said about philanthropy in the medical sector. When I was having my second child, I noticed a heart monitor which had...

Seanad: Order of Business (16 Nov 2011)

Aideen Hayden: I call for a debate on the role of younger people in society. A number of measures were introduced in the last budget and by the previous Government that when looked at collectively give a clear and somewhat insidious message to our younger people. I think in particular of three specific measures. In the previous budget, jobseeker's allowance for young people between the ages of 18 to 21...

Seanad: Order of Business (16 Nov 2011)

Aideen Hayden: This sent a message stating it did not believe in their right to house themselves independently of their families. The third measure taken by the previous Government was to raise increasingly the cost of third level education. This was another message to the young stating they were not necessarily wanted in the country. The House needs a proper debate on the role of young people in society,...

Seanad: Alcohol Pricing: Motion (16 Nov 2011)

Aideen Hayden: I welcome the Minister of State to the House. One of the disadvantages of being far down the speakers list is that most people have cited the statistic I intended to cite. I notice Senator Crown mentioned all the organs of the body with the exception of the liver and I was surprised he left it out given that it is probably one of the organs that suffers most from excess alcohol consumption....

Seanad: Overseas Trade: Statements (17 Nov 2011)

Aideen Hayden: I welcome the Minister. The Celtic tiger economy was initially based on positive trade growth. I congratulate the members of our permanent representation and embassies around the world on the job they did in those wilderness years, when foreign trade was not receiving the attention it should have from the Government. I am very impressed by the strategy. In particular, identifying Africa as...

Seanad: Overseas Trade: Statements (17 Nov 2011)

Aideen Hayden: The reasonable way to approach Africa is by taking the bilateral approach, in the way we have done with foreign aid. We have built a number of positive relationships with the countries with which we have bilateral aid programmes. This offers us an opportunity to develop the benefits of critical mass. There are two areas we should consider. The Minister mentioned, in the context of the...

Seanad: Social Protection: Statements, Questions and Answers (17 Nov 2011)

Aideen Hayden: I welcome the Minister. My questions are in respect of the rent supplement budget. I welcome the transfer of the rent supplement budget, announced by the former Minister of State at the Department of the Environment, Community and Local Government, Deputy Willie Penrose, and ask the Minister for Social Protection, Deputy Joan Burton, to expedite that as quickly as possible. There is no...

Seanad: Infrastructure and Capital Investment: Statements, Questions and Answers (22 Nov 2011)

Aideen Hayden: What about the lies Fianna Fáil told the Irish people this time last year?

Seanad: Infrastructure and Capital Investment: Statements, Questions and Answers (22 Nov 2011)

Aideen Hayden: Like other speakers I welcome the Minister to the House. It is clear to all of us that we are living in changed economic times. The clear priorities set by the capital programme are jobs, schools and health and doing the best we can with what we have. It sounds like a statement of the obvious, but we are where we are and it is what it is. It is quite interesting that our colleagues on the...

Seanad: Infrastructure and Capital Investment: Statements, Questions and Answers (22 Nov 2011)

Aideen Hayden: It is also true to say that they seem to be suggesting to us that we should be cutting social welfare payments, health, education and current spending rather than capital spending.

Seanad: Infrastructure and Capital Investment: Statements, Questions and Answers (22 Nov 2011)

Aideen Hayden: I find old habits die hard. It is quite interesting that the Fianna Fáil Party is lecturing the Labour Party on our spending priorities. This Government has maintained its commitment to the capital investment group and we will spend €17 billion over the next five years. It is not a small amount of money and compares favourably with the proportion of GNP spent by our European...

Seanad: Infrastructure and Capital Investment: Statements, Questions and Answers (22 Nov 2011)

Aideen Hayden: It is an excellent place. It would be very tempting to start building many schools on greenfield sites but the reality is a lot of older urban areas have suffered from significant ageing population. Infrastructure and services are in place in areas which do not have children to fill schools. We need to go back to the drawing board to some extent, in terms of planning, rather than being...

Seanad: Infrastructure and Capital Investment: Statements, Questions and Answers (22 Nov 2011)

Aideen Hayden: We have to move away from that type of system where particular Ministers, who were members of the Fianna Fáil Party, delivered public projects on the basis that they were not delivering for the people of Ireland but for particular constituencies.

Seanad: Infrastructure and Capital Investment: Statements, Questions and Answers (22 Nov 2011)

Aideen Hayden: The reform agenda for which the Minister is responsible provides a great opportunity to bring openness and transparency to these type of decisions. He recently announced the cancellation of most of the decentralisation programme, which is to be welcomed. It is nothing short of the truth that fortunes were made on foot of this policy by party faithful through land sales and general...

Seanad: Infrastructure and Capital Investment: Statements, Questions and Answers (22 Nov 2011)

Aideen Hayden: -----projects should be located where they were.

Seanad: Infrastructure and Capital Investment: Statements, Questions and Answers (22 Nov 2011)

Aideen Hayden: Premiums for decentralisation were simply thrown out and scattered to the four winds. It was a bit like "The Late Late Show", where there was one for everyone in the audience. I ask the Minister to dust off the Buchanan report. We have an opportunity to link clear national and regional policy with our infrastructure and capital investment programme. There needs to be a clear link between...
